1. CALL TO ORDER
Committee Chair Matt Liesemeyer called the meeting to order at 3:04 p.m.

5. APPROVAL OF MEETING MINUTES
5.1 November 10, 2020 Regular Meeting Minutes.
The committee members approved the minutes unanimously (2-0) with no
modifications.
6. DISCUSSION ITEMS
6.1 Public Safety Report Summary
Assistant City Manager Jeff Wyman stated that the agenda would include a staff
report of summary data from the reports received and would be working on
standardizing reports from departments in the future.
6.2 Fire Department Monthly Report
Fire Division Chief Kirk Barnett provided the monthly report and reported the

significant incidents for November. Fire Chief Barnett said on November 5
2020, Committee Members Sobek and Liesemeyer, with City Manager
Armando Villa and Public Information Officer Dominique Samario, attended a
Riverside County Fire Training Facility tour at the Ben Clark training center in
Riverside.
Committee Member Sobek suggested that there should be some information
put out to residents on how to care for dry Christmas trees. Mr. Wyman
suggested that Ms. Samario and Chief Barnett work together to get information
out.
Committee Chair Liesemeyer mentioned that there was a fire in Sun City that
had displaced people and how could the city and community assist these
people. Committee Member Sobek suggested that Menifee Community
Cupboard could work with Social Work Action Group (SWAG) to provide
clothing and food. Community Services Director Jonathan Nicks said a group
effort with Menifee Community Cupboard, Cal Fire and Menifee Police
Department would be the best way to provide services such as hotel vouchers
and food. He said if city staff received the calls, Menifee Community Cupboard
would be able to execute services. Building Official Craig Carlson said the
Chamber would also be a good contact to provide local business information
and there could be multiple drop off locations. Committee Member Sobek
suggested that the City invite the Red Cross to a Public Safety meeting to
explain their procedures.
6.3 Office of the Fire Marshall Report
Fire Marshal Sonya Bu provided the monthly report for November. She said that
98 percent of plans are in digital format on Bluebeam. Committee Chair
Liesemeyer asked how well Bluebeam was working. Ms. Bu said it was working
very well and that they had received good feedback from developers. Committee
Member Sobek asked if day care facilities have been in compliance due to
COVID restrictions. Ms. Bu said there had been few issues and very rarely are
they not in compliance.
6.4 Menifee Police Department Staff Report
Police Captain Dave Gutierrez provided the monthly report. He explained that
due to reporting their monthly statistics to the State, it would be more reasonable
to report the PD’s numbers two months in arrears to give more accurate
information. Committee Member Sobek asked if the crime mapping software
included Meagan’s Law data. Captain Gutierrez said it did not and that
information would be available on the Megan’s Law website. However, if a
person who was listed on the Megan’s Law website was arrested in the city for
another crime, it would be listed on the crime mapping software. Captain
Gutierrez explained that it is a good tool to communicate with the community as it
promotes transparency. He asked if the committee had any ideas on how to relay
information to residents. Committee Member Sobek suggested a demonstration
to show self-defense techniques. Committee Chair Liesemeyer suggested this
would work well in partnership with Community Services.

6.5 Code Enforcement Monthly Staff Report.
Police Sergeant Raul Perez presented the monthly report. Committee Member
Sobek asked if the city could add a public service announcement in Menifee
Matters to discuss illegal dumping. Mr. Wyman said Menifee Matters has
information regarding bulky item pick up with Waste Management.
6.6 Animal Control Monthly Report
No representatives from Animal Control were present.
6.7 Public Works/Engineering Report
Senior Traffic Engineer Rob Blough provided the monthly report. He also said
there would be TV monitors installed at City Hall to monitor traffic signal
cameras around the city.
6.8 Community Services Monthly Report
Park/Landscape Maintenance Manager Bryce Howell provided the monthly
report and said that homeless complaints would now go to the Police
Department. Committee Member Sobek asked if the lockdown had affected the
skate park, Mr. Howell said it was operating at 20 percent capacity.
Community Services Director Jonathan Nicks reported on the toy and food
drive, where 300 cars had been through the drive-thru event and six police cars
full of donations were received. Committee Member Sobek requested that in
2021, the City should have a town hall Christmas tree. Mr. Howell said it would
be something he will work on.
6.9 School Districts Monthly Report
Director of Risk Management from Menifee Union School District Kara McGee
was present for the meeting and reported that they have been working with
Riverside County Public Health in regard to COVID restrictions. She said the
middle schools are in need of additional support and that she would be getting
in touch with Traffic Engineer Rob Blough to discuss changing traffic circulation
patterns.

DISCUSSION
Staff received various agency and department reports in regard to Public Safety in our community.
Below is are key highlights from the reports with a focus on December 2020:
Fire Department
Riverside County Fire Department/CAL FIRE submitted the following for December: total
incidents 1,205, of that 60 were false alarms, 955 medical, 91 public service assist, and 54 traffic
collisions. Average Code 2 enroute to on-scene time was 5.9 minutes (Nov. 5.7 minutes), Code
3 was 4.8 minutes (Nov. 4.5 minutes).
• Four (4) Significant Incident Reports:
o Incident on December 4 located at Corte Adelita – residential structure fire
o Incident on December 12 located at Sun City Blvd. – multi family structure fire
o Incident on December 26 located at McCall Canyon Park Recreation area – hiker
with ankle fracture
o Incident on December 31 located at I-215, north of Scott Road – traffic collision
Office of the Fire Marshal (OFM)
Currently the office is conducting inspections, planning cases, Development Review Committee,
meetings and plan reviews of Residential and Commercial projects.
The OFM submitted statistics for the month of December which included 333 (Nov. 239)
inspections, and 43 plan reviews. December was the busiest month of the year for inspections.

Inspections are within five days of request, and plan reviews have a seven-day turn-around time.
Additionally, OFM collected a total of $50,484.80 in revenue last month.
Menifee Police Department
Menifee Police Department (PD) staff submitted statistics for the month of December. December
resulted in a total of 3,603 calls for service (Nov. 3,348), 111 arrests, with year-to-date numbers
(since July 1, 2020) being 1,174 arrests, 144 traffic accidents, with 1,253 proactive calls.
Additionally, 174 citations were issued in December.
Code Enforcement
Code Enforcement currently has 414 open records (Nov. 567) with 40 new complaints (Nov. 46),
and 85 inspections (Nov. 84), with 49 notices of violations (Nov. 34) for the month of December.
Animal Control
No report was submitted for December.
Public Works/Engineering
The Public Works and Engineering department will give an update on four traffic signal projects,
two sidewalk projects, and two road construction/closures.
Community Services
Menifee Community Services will report on 269 Park Ranger park visits (Nov. 220), with 377
participant visits (Nov. 413) to the skate park for the month of December, including 39
registrations/renewals (Nov. 84).
School Districts
Staff reached out to the six (6) school districts in Menifee. No written reports were submitted,
however, the Menifee Unified School District Risk Manager plans to participate in the meeting.

CALFIRE/Riverside County Fire Department firefighters responded to a reported residential structure fire at the
above address. The first arriving engine company officer reported a single story residential structure with heavy fire
in the garage. Fire crews were able to contain the fire to the garage with minor extension into the attic space and
living quarters. Resources will be at scene for approx. 2 hours overhauling the garage. No firefighters and or
civilians were injured.

CAL FIRE/Riverside County Firefighters responded to a reported multi family dwelling structure fire in Sun City. The
first arriving unit reported heavy fire in a single story, multi-unit apartment. The building has six individual units and
three of them had previously burned. Utilities have been disconnected to the building. No injuries were reported.

Cal Fire Riverside County Fire Department was dispatched to a hiker down in the hills above McCall Canyon Park
Recreation area. First unit at scene (MP7) made patient contact and discovered one female patient with an ankle
fracture. Firefighters utilized Riverside County Sheriff 's helicopter STAR-9 to extricate the patient. Star 9 loaded the
patient into the helicopter and transported to a landing zone on Menifee road. The patient was transferred to AMR
and then to Inland Valley Medical Center . No firefighters or civilians were injured during this incident.

CAL FIRE/ Riverside County Fire Department was dispatched to a reported traffic collision with extrication on
Interstate 215, just north of Scott Road. 2 vehicles collided head on as the result of one of the vehicles travelling in
the wrong direction. One occupant sustained major injuries and was extricated from her vehicle. Duration of
extrication was thirteen (13) minutes. Second party involved was not at scene upon arrival of Fire Department
resources. A portion of Interstate 215 was closed for multiple hours while California Highway Patrol (CHP)
conducted the investigation.

January 5, 2021
During the 20 available business days in December the personnel
assigned to the Menifee Office of the Fire Marshal conducted 333 field
inspections, 1 state mandated inspections, 0 annual inspections and
completed 43 individual plan reviews. During this period staff also
attended 15 development related meetings, 4 COVID-19 meetings and
responded to 1 request for counter assistance.
Plan review turn-around time is currently 7 days and inspections are
within 5 days of request. Review of Planning case applications are
averaging 3-7 days.
Revenue collected for plan reviews, inspections and planning
application reviews are as follows:

Statistics for the Period of
December 1st, 2020 – December 31st, 2020
The Office of the Fire Marshal (OFM) – Menifee staff includes a
Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist, Fire
Systems Inspector, Fire Permit Technician and an Office Specialist II.
Currently the office is conducting inspections, planning cases,
Development Review Committee, meetings and plan reviews of
Residential and Commercial projects.
Office of the Fire Marshal (Menifee) continued to conduct inspections
for both residential and commercial projects. The month of December
has remained consistent in the number of inspections and plan reviews
during the COVID-19 pandemic. December has been our busiest month
of the entire year with the most inspection conducted in any given
month. Our fire Inspector and Specialist have been busy with various
types of inspections including, fire sprinklers for both residential and
commercial, fire alarms, hood and duct inspections, tenant
improvement projects, underground fire lines and water supply
inspections. Utilizing safety protocols, our inspectors are still providing
minimum levels of inspection services for critical infrastructure,
construction projects and state mandated inspections as approved by
the DFM.
December plan reviews have included Center Pointe pads 3 & 4 and
including Center Pointe Shops fire sprinkler plans, Underground fuel
tanks for a new Arco, Underground Fire line for the new RV Superstore.
In addition to the large commercial projects there have been numerous
single-family dwellings, accessory structures, and accessory dwelling
units reviewed. Plans continue to be successfully submitted electronic
via Blue Beam or digital files. We are continuing to receive great
feedback from those submitting and resubmitting plans.

This month staff has been working closely with the new Center point
project with a temporary access roadway and temporary fire water
supply for the jobsite. Staff is continuing to work diligently on the 3-
story assisted living facility Well Quest as well as honoring inspection
request for different levels and phases of the building. Staff has
completed a complete remodel of an old NFPA 13 system for a 3-story
assisted living facility. The facilities system was inundated by numerous
pinhole leaks in an old brass system. We completed the project in
phases and is now 100% complete and signed off back to the State of
Social Services.
As the city Fire Marshal, I have been involved with 5 Development
review committee meetings this month, met with the Development
Team with proposed buildings, projects, and preplan discussions. 14
Planning cases were reviewed, and 1 Fuel modification plans for a tract
development within the city limits. I was involved in 11 meetings with
developers, contractors, city staff and costumers on various fire and life
safety concerns. In addition to my weekly one on one fire staff
meetings and team meeting I also addressed the cities high priority
projects. In addition, I have been involved in 4 COVID-19 meetings and
training.
In between inspections, annual inspections, plan reviews, electronic
plan reviews, planning cases, document retention, scheduling, and
billing, as well as required reports, Menifee staff have a full workload as
do other divisions in this growing community. Office of the Fire Marshal

Hall. Inspections are continuing to be scheduled and conducted daily
with virtual inspections on an as needed basis.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to the public and business
community from customers, City staff and the Development

PUBLIC WORKS / ENGINEERING UPDATE:
1. Traffic Signal at Murrieta/Scott has poles installed and currently is running in flashing red until final
improvements are installed.
2. Traffic Signals at Murrieta/Craig and Murrieta/Garbani are under construction with completion yet to
be determined. Murrieta/Craig is getting close to turn on date as improvements are being completed
for SCE poles and paving.
3. Traffic Signal Interconnect and TMC Project is nearing completion.
4. Traffic Signal Design and associated street improvements are underway for traffic signals at
Murrieta/Rouse, Murrieta/Sun City, Menifee/La Piedra and Menifee/Garbani.
5. Construction of ¾ miles of sidewalk on south side of Scott between Bellamy and Menifee and on
west side of Menifee between Scott and south city limits is completed.
6. Phase 2 construction of Adams Street sidewalk and traffic calming construction to start January 11.
7. Salt Creek Trail signals are operational at Normandy, Murrieta, and Bradley.
8. Murrieta Road between McCall and Salt Creek was repaved using 4” cold recycle in place with 2’
new asphalt and restriped with bike lanes and turn lanes was completed. Loops for signals were
delayed due to crew with Covid and are being installed this week.
9. Pavement Management Program report is in progress.
10. Active Transportation Plan Draft Report is completed.
11. Chaparral Dr. has been closed due to construction and Lindenberger will be closed north of
Domenigoni beginning in late January and will be closed for approximately 4 months.
12. McCall is under construction for next few weeks by EMWD project. Traffic control plan and detours
are planned to disrupt traffic flow the least.
