2009/08/24 Eastern Information Center Cultural Resource Review EASTERN INFORMATION CENTER CALIFORNIA HISTORICAL RESOURCES INFORMATION SYSTEM Department of Anthropology, University of California, Riverside, CA 92521-0418 (951) 827-5745 - Fax (951) 827-5409 - eickw@ucr.edu Inyo, Mono, and Riverside Counties MEMORANDUM OF AGREEMENT The Eastern Information Center (EIC) of the California Historical Resources Information System agrees to assist the City of Menifee by providing cultural resource information review as part of the planning process for proposed developments. Cultural resources comprise all archaeological and historical sites, structures, and other properties related to past human activities on the landscape. Reviews will incorporate current information based upon our site and primary records, map, and manuscript files, and current listings for National Register and state historic landmark inventories. The attached Cultural Resource Review form letter will be used to transmit review results and provide recommendations. The City of Menifee will forward project reviews to the EIC for cultural resource information review. These transmittals will be clearly labeled with the project designation, and will be accompanied with a 1 :1 (not enlarged nor reduced) xerox copy of the portion of the appropriate USGS 7.5'series quadrangle clearly and accurately outlining the location of the project area. Project reviews by the EIC will be charged at the rate of $60 per transmittal. Reviews will be processed within five working days and will be prepaid at the time the transmittal is requested. Cultural resources are nonrenewable and often easilydamaged;their scientific and aesthetic values are significantly impaired by disturbance. In order to prevent vandalism and artifact looting, and to protect the City of Menifee from trespassing by people seeking access to archaeological sites, any information about the locations of cultural resources must be kept confidential and excluded from reports available t he public. Under this MOA: (1) The City will forward a transmittal letter to the EIC clearly labeled with the City project designation and a copy of the portion of the appropriate USGS 7.5' series quadrangle on which the project area is precisely delineated. These quadrangle maps are at a 1:24,000 scale, and the copy provided to the EIC must be at the same scale (i.e., neither enlarged or reduced). (2) The EIC will send a completed "Cultural Resource Review" form to the City within five working days. (3) The City (or the developer) will prepay each transmittal submitted at a cost of $60 each (please make checks payable to UC Regents). We would like to have the following information included in your transmittal cover sheet: 1. The planner's name, phone number, e-mail, and fax number 2. The case or project name or number 3. A brief description of the project including the number of acres involved 4. The requested completion date for the transmittal 5. Any other information that you deem beneficial to the EIC The transmittal system is project specific; it does not include cultural resources information about areas outside proposed project boundaries.
