PROJECT SAFE NEIGHBORHOODS PROGRAM
This COUNTY OF RIVERSIDE DISTRICT ATTORNEY MEMORANDUM OF
UNDERSTANDING ("Agreement") is made and entered into this252aay of WoLnuta(oi -294",
by and between, the County of Riverside District Attorney ("DA") and the.1 City of tenifee,
through its Police Department ("Participating Agency").
I. TERM
a) Effective Dates: This Memorandum of Understanding (MOU) shall be effective from the
first day of the month following Board approval, and for the following 24 months.
b) Renewal: This MOU shall automatically be renewed for an additional one-year period
upon written acceptance by both parties received 60 days prior to the two-year
anniversary of this agreement.
c) Termination: If the City of Menifee desires to terminate this Agreement at the end of
two years, the City Council shall notify the District Attorney of its intention to do so,
not later than 60 days before the end of the term of this Agreement.
1111. PURPOSE
The Project Safe Neighborhoods ("PSN") MOU is entered into between County of Riverside
District Attorney and the City of Menifee for the primary purpose of providing proportionate
funding of a Senior Deputy District Attorney position as a Western County PSN Gang
Prevention & Intervention Coordinator.
The intent of this MOU is to establish and identify the responsibilities of the PSN Gang
Prevention & Intervention Coordinator position, the responsibility of the City of Menifee, the
,responsibility of the City of Me-nifee law enforcement agency, and the financial agreements
between the entities. Established in 2005, the PSN program delivers critical and effective
prevention and intervention services primarily in the western region of Riverside County.
This MOU will allow for a full time Deputy District Attorney to continue to serve as a gang
prevention and intervention specialist, as well as a District Attorney liaison to community groups
and organizations, seeking to address youth gang violence issues.
111111. SCOPE OF THE PROBLEM
Gangs exist because they meet a basic need they are a family to young people who have
none or one that barely functions. They are structured groups with a hierarchy that welcomes
youth, makes them feel safe, capable and powerful all at once. Once a child is "beat in," "sexed
in," or "crimed in," it is very difficult .to lure them away. In the Western Region of Riverside

County, youth gang members actively engage in drug use, drug trafficking, and violent crime.
Violence is a part of their everyday lives!
The dynamics of youth violence are best understood from a developmental perspective, which
recognizes that patterns of behavior change over the course of a lifetime. Adolescence is a time
of tumultuous change and vulnerability, which can include an increase in the frequency and
means of expression of violence and other risky behaviors.
Through documented experiences, we know that gang members are more likely to commit
serious and violent crimes, and they are much more likely to sell drugs and make money from
doing so. In regard to guns, gang members have also been found to be much more likely than
non-gang members to possess powerful weapons. Although demographically diverse, the
majority of identified gang members in the Western Region are Hispanic and male.
At a time when resources are needed to address gang activities and thwart gang recruitment,
government agencies are faced with tough budget decisions and limited funding opportunities.
To the greatest extent possible, communities must find solutions that utilize underleveraged
resources or expand on existing resources to address the growing need for gang prevention,
intervention, and suppression activities.
IV. STAFFING
A Senior Deputy District Attorney will continue to serve as the gang prevention and intervention
specialist.
V. DUTIES
PSN is a prevention and intervention program that will utilize three key strategies: Education,
Collaboration, and Community Outreach.
The Western Region PSN Gang Prevention & Intervention Coordinator will collaborate with law
enforcement, schools, churches, and community agencies in the City of Menifee to pro-actively
engage in prevention and intervention efforts in order to reduce youth gang involvement.
The primary focus of the PSN program will be on education. Accordingly, the PSN Gang
Prevention & Intervention Coordinator will provide three important gang awareness
presentations (to schools, community based agencies, churches, hospitals).
a. Gang Awareness and Prevention Training for Parents
This presentation teaches parents why youth get involved in gangs, the warning signs, how to
construct healthy and positive relationships with their children, and more specifically, what
parents need to know and do to keep their children out of gangs.
b. Gang Awareness and Prevention Presentations for Youth
This presentation teaches youth about the harsh and painful realities of gang involvement
versus the falsely glorified and idealized version promulgated by the entertainment industry and
accepted by popular culture. Youth are also taught about the severe legal penalties associated
with gang arrests and prosecutions, and they are motivated and encouraged to attain academic
and career success. Furthermore, youth hear from former hard core gang members that
honestly and vividly explain why youth should definitely stay clear from gang and prison life.

c. Gang Awareness Training for Educators
This presentation provides school staff with gang training on a variety of topics such as
territories, signs, clothing, paraphernalia, recent trends, safety tips, documentation and
collaboration with local gang task force officers.
VI. AGENCY RESPONSIBILITIES
The District Attorney's Office shall have the following responsibilities:
a. Provide Office space, office equipment (including computers), clerical assistance, and
other office support staff and office supply as needed.
b. Provide supervision of the PSN Gang Prevention & Intervention Coordinator and other
matters incident to the performance of service and the control of the deputy.
c. Mentor and coach the deputy in his/her responsibility; oversee the progress of the work;
regularly evaluate performance; and oversee reporting and statistics.
d. Report, upon request, the success of Project Safe.Neighborhoods program.
The partnering law enforcement agency shall have the following responsibility:
a. Collaborate with the PSN Gang Prevention & Intervention Coordinator in identifying
gangs and gang activity
VII. FINANCIAL PROVISIONS
The annual estimated cost of Project Safe Neighborhood will be the cost of a Senior Deputy
District Attorney and other operational costs. The County's share will be 50% with the City's
share based on population and participating cities.
Payment of Costs
The County of Riverside will invoice the City of Menifee annually for the actual cost of this
program.
Vill. ADMINISTRATION OF TERMS
The City Manager of the City of Menifee shall administer this Agreement on behalf of the City;
and the District Attorney shall administer this Agreement on behalf of the County.
IX. ALTERATION OF TERMS
No addition to, or alteration of, the terms of this Agreement, whether by written or verbal
understanding of the parties, their officers, agents, or employees shall be valid unless made in
the form of a written amendment to this Agreement, which is formally approved and executed by
both parties.
X. INDEMNIFICATION
Except as to the sole negligence or willful misconduct of the County, Participating Agency
agrees to indemnify, protect and hold harmless the County from and against any claim for
damage, charge, lawsuit, action, judicial, administrative, regulatory or arbitration proceeding,
damage, cost, expense (including counsel and expert fees), judgment, civil fine and penalties,
liabilities or losses of any kind or nature whatsoever whether actual, threatened or alleged,
which arise out of, pertain to, or relate to, or are a consequence of, or are attributable to, or are
in any manner connected with the performance of the Services, work, activities, operations or
duties of the Participating Agency, or anyone employed by or working under the Participating
Agency or for services rendered to Participating Agency in the performance of this Agreement,
notwithstanding that the County may have benefited from its work or services. This
indemnification provision shall apply to any acts, omissions, negligence, recklessness, or willful

misconduct, whether active or passive, on the part of the Participating Agency or anyone
employed or working under the Participating Agency.
XI. ENTIRE AGREEMENT
This Agreement contains the entire understanding between City and the Participating Agency.
Any prior agreements, promises, negotiations or representations not expressly set forth herein
are of no force or effect. Subsequent modifications to this Agreement shall be effective only if in
writing and signed by both parties.
XII. NOTICES
Formal notices and communications shall be made in writing and mailed, faxed, or emailed to
