Smith, P.E., QSD Director of Public Works and City Engineer City of Menifee 29714 Haun Road Menifee, CA 92586 Re: Proposal to provide storm water services to the City during 2014-15 Dear Mr. Smith: Per your request, D-MAx Engineering, Inc. (D-MAX) is pleased to submit this proposal to provide the City of Menifee (City) with storm water services in 2014-15. During the 2013- 2014 fiscal year, D-MAx worked with the City to implement the industrial and commercial and the municipal Inspection programs and achieve regulatory compliance. We reviewed Water Quality Management Plans (WQMP) for proposed priority development projects and provided as-needed support to the City on various storm water tasks. D-MAX worked closely with City staff, particularly in late 2013-14, to facilitate storm water program management and coordination. Tasks to be completed by D-MAx during the 2014-2015 reporting period are presented in the task list below. The proposed cost to complete the services described herein is presented at the end of the proposal. Scope of Services i Task 1: Industrial and Commercial Businesses Inspection Program The SAR Permit requires that the City's industrial and commercial inspection program includes annual inspection of high priority sites, inspection at least every two years for medium priority sites, and inspection once during the Permit term for low priority sites. Based on the 2013-14 inventory, we have determined that 65 high priority, 54 medium priority, and 10 low priority sites should be inspected during 2014-2015. These totals are based on the prioritization of the 2013-14 inventory and the results of the 2013-2014 inspection program conducted by D-MAX. It should be noted that D-MAX will work with City staff to update the 2014-15 storm water inventory using the business license list for 2013- 14. D-MAX will identify those new businesses that should be inspected for storm water and prioritize them according the City's SIC code procedure. These new businesses are not included in the 2013-14 estimates provided above. Additionally, it should also be noted that some of the selected businesses may be inspected by the County CAP during 2014-2015. To avoid duplicate efforts, coordination with the CAP will be conducted as has been done in previous fiscal years. D-MAX will not inspect those facilities that will be inspected for storm water through the CAP. Follow-up inspections and/or other complaint or special inspections may be conducted by D-MAX at the request of the City. Routine inspections of high, medium, and low priority businesses will be charged at the rate presented at the end of the proposal. Follow-up or other special inspections will be charged based on time and materials. See attached Schedule of Fees. Reports will indicate if the business is recommended for a follow-up inspection. Additionally, all industrial and commercial inspection data from 2014-2015 will be entered into the Microsoft Access database created by D-MAX for the City. D-Max will electronically provide the City with scanned original inspection forms as well as the inspection reports sent to businesses. Inspection reporting will be charged based on time and materials. See attached Schedule of Fees. Task 3: Municipal Facilities Inspection Program The Permit requires that the City maintain an inventory of municipal facilities and activities. Additionally, the City confirmed in the Local Implementation Plan (LIP) that City-owned parks would be inspected for potential pollutants on an annual basis beginning in 2013-14. D-MAX will work with City staff to update the municipal inventory, which may include the addition of a new park and a Public Works yard. We will then conduct the required annual inspections in 2014-15. The program will include at least six inspections at the existing six parks on the City's 2013-14 inventory. D-Max will electronically provide the City with scanned original inspection forms. Updates to the municipal inventory and inspections will be charged at the rate presented at the end of the proposal. Task 4: Structural Post-Construction BMPs The SAR Permit requires that the City maintain a current inventory of all structural post- construction BMPs in the City of Menifee. The Permit also requires that all post- construction BMPs that were installed after January 29, 2010 be inspected by January 29, 2015. The City is required to conduct inspections of City-owned structural BMPs annually before the wet season (October 1). At the time of the LIP writing, the City reported that there were no City-owned structural BMPs. i j D-MAx will work with City staff to update the structural post-construction BMP inventory to i include all public and private projects. Based on preliminary work with the City's post- construction BMP project data, approximately 50 post-construction BMP sites have been initially identified. However, we will need to research the numbers, types, and locations of BMPs onsite as determined by the approved WQMPs. Additionally, we will need to establish operation and maintenance responsibility so BMP deficiencies can be addressed by the appropriate responsible party. It should be noted that it is not yet clear how labor intensive it will be to locate WQMPs and supporting documentation. The final number of sites with BMPs will likely differ from the estimated 50 noted above, and that number is provided only as a beginning reference point. Following our initial work, we will then conduct the required annual inspections for any i structural BMPs that are City-owned (e.g. Newport Ave.) before October 1, 2014. We will conduct the required inspections of all structural post-construction BMPs by January 29, 2015 to meet Permit requirements. D-MAx will electronically provide the City with scanned original inspection forms. Mr.Jonathan Smith +w.... City of Menifee June 13,2014 W= ALv Page 3 dEENWdhMdx Updates to the structural post-construction BMP inventory and inspections will be charged at the rate presented at the end of the proposal. If requested by the City, D-MAX can develop a Microsoft Access database for the post-construction BMP data and generate summary inspection reports for each project. However, these services would be charged at an additional fee and are not included in the inventory update or per inspection charge. Task 5: Illicit Connection/Illegal Discharges (lC/ID) The City of Menifee has not yet developed an MS4 map as required by the Permit. The Permit also requires that the City develop a list of major outfalls within the City (as defined by a pipe diameter of 36" or greater or draining an area at least 50 acres in size). It is our understanding that the City is working to develop a MS4 map and will then identify the major outfalls. All major outfalls identified in the City as the responsibility of the City are required by the Permit to be inspected for lC/IDs by January 29, 2015. RCFC&WCD has put together a training presentation with monitoring tips, datasheets, and loaned sampling meters to the cities to facilitate this program. Once an MS4 map has been developed and major ouff ails identified (either by the City or with the help of D-MAX), we will conduct the required IC/ID monitoring inspections following the RCFC&WCD guidelines by January 29, 2015 to meet Permit requirements. At this time, we do not have an estimation of the number of outfalls that the City will be required to monitor. If the City wants D-MAX to help identify major outfalls, then this will require considerable preparation, including field work, as well as coordination with RCFC&WCD to establish outfall responsibility. D-MAX will enter data from the monitoring program in a shared Santa Ana monitoring database and will electronically provide the City with original monitoring forms. The development of an outfall inventory and coordination with RCFC&WCD, as well as the cost per monitoring inspection, will be charged at the rate presented at the end of this proposal. Task 6: As-Needed Services It has been our experience with other local municipalities that storm water related issues often arise that require additional effort or attention. Some of these may be urgent and require immediate expert action. D-MAX is pleased to provide any other as-needed, on-call services to the City that have not been identified in this proposal. Based on our conversations to-date with City staff, these will likely include assistance with annual reporting, updating the LIP with program changes, and responses to potential Regional Water Quality Control Board (RWQCB) Notices of Violation (NOV). As-needed services may also include program management and coordination with City staff regarding storm water issues, providing status updates as needed to the City or other agencies including the RCFC&WCD, and managing any project-related meetings. As-Needed storm water services will be charged based on time and materials.
