AGREEMENT BETWEEN ALBERT A WEBB ASSOCIATES
AND THE CITY OF MENIFEE
This is Amendment No. I ("Amendment") to that certain PROFESSIONAL SERVICES
AGREEMENT (the "Agreement") made on April 16, 2015 by and between the CITY OF
MENIFEE, a California municipal corporation, ("City") and ALBERT A WEBB ASSOCIATES,
CORPORATION, a California Corporation ("Consultant") which Amendment is made and
entered into on April 6, 2016, to increase the scope of services and compensation as indicated
below:
1. Section 1.1, "Term of Services" is amended to read as follows:
1.1 Term of Services. The term of this Agreement shall
begin on July 1, 2015 and shall end on June 30, 2016 unless the
term of this Agreement is otherwise terminated or extended as
provided for in Section 8. The time provided to Consultant to
complete the Services required by this Agreement shall not affect
City's right to terminate this Agreement, as provided for in
Section 8.
2. Section 2, "Compensation" is amended to read as follows, increasing the contract amount
by: $15,000 (Fifteen thousand dollars)
Section 2. City hereby agrees to pay Consultant a sum
not to exceed THIRTY NINE THOUSAND DOLLARS ($39,000)
notwithstanding any contrary indications that may be contained in
Consultant's proposal, for the Services to be performed and
reimbursable costs incurred under this Agreement. In the event of
a conflict between this Agreement and Exhibit A, regarding the
amount of compensation, this Agreement shall prevail. City shall
pay Consultant for the Services rendered pursuant to this
Agreement at the time and in the manner set forth herein. The
payments specified below shall be the only payments from City to
Consultant for the Services rendered pursuant to this Agreement.
Consultant shall submit all invoices to City in the manner specified
herein. Except as specifically authorized in advance by City,
Consultant shall not bill City for duplicate services performed by
more than one person.
3. All other terms and conditions of the Agreement remain in full force and effect.

Murrieta office As you are aware, Albert A. Webb Associates (WEBB) has been providing special district
41391 Kalmia Street#320 transition support services on behalf of the City of Menifee (City) related to the Valley-Wide
Murrieta,CA 92562 Recreation and Park District (VWRPD) project.The purpose of this project is to aid the City
951.686.1070 in taking over the jurisdiction and operations responsibility of VWPRD's three Landscape
Maintenance Districts (LMD) located within the City boundaries.
WEBB respectfully submits this request for the issuance of a contract change order for the
special district transition support services provided to date. This request is being
submitted due to the additional work effort required to complete the budget analysis for
each LMD and each Zone within each LMD (30 Zones total), including the research and
analysis of approximately 75% of the Zones due to missing or incomplete records
provided by VWRPD, effort required to assist in the preparation of multiple public records
requests, and the review and comparison of records received as a result of the public
records requests. Additionally, WEBB has committed work effort to items not included in
the original project scope. These items include i) LAFCO application support, and ii)
maintenance exhibit preparation for 29 of the 30 Zones.
The original proposed Scope of Services for the special district transition support services
includes the items listed below:
Task 1. Meeting Attendance - WEBB will coordinate and attend bi-weekly meetings with
the Community Services Department to discuss the Special Districts including: the Fiscal
Year 2015-16 levy information and various reports.
Task 2. Information Gathering - WEBB will coordinate with Public Works, Finance, and
Community Services in gathering various information relevant to the special districts and
related projects/items.
Task 2.1. Data Collection - WEBB will obtain material from the City such as adopted
resolutions and ordinances establishing the special assessments, Engineer's Reports,
previous administrators levy detail, etc. WEBB will obtain the levy information from the
Riverside County Tax Collector's Office and information provided by the Riverside County
Assessor's Office regarding land use classification, the latest assessor's parcel maps from
the Riverside County Assessor's Office for the parcels within the special districts, and
Geographic Information System (GIS) shape files for our in-house GIS platform for Fiscal
Year 2015-16.
Task 3. — Boundary Identification: WEBB will collect and review the maps for each of the
special districts.
Task 3.1 — GIS Maps: WEBB's team of engineers and GIS Specialists will prepare GIS
Maps illustrating the boundaries of territory in the special districts capturing the entirety of
any parcel subject to taxation by the special district.

Task 4 —Analysis and Audit: WEBB will map the properties within the special district boundaries and will
analyze and audit the properties that have been levied by the previous administrator.
Task 4.1 — Identify Property Not in Database: WEBB will identify the properties within the special district
boundaries and generate a list of parcels to be added to the database for the special district.
Task 4.2 — Classification of Property: WEBB will determine the appropriate property classification in
accordance to the Method of Apportionment for each special district. WEBB will review the land use code
information from the latest equalized roll for Riverside County and update our Special Tax and Assessment
Resources (WebbSTAR) Software database with the individual properties' use code and property use
identifier.
Task 4.3 — Acreage of Property: WEBB will determine the appropriate acreage information from the latest
equalized roll and property information available from Riverside County and update our WebbSTAR
database with the individual properties' acreage value.
Task 4.4 — Exempt Property: WEBB will identify all property owned by public agencies or entities exempt
from the special tax and classify them in accordance to the Method of Apportionment. WEBB will confirm
the location of these properties using our GIS database and illustrate them on our Audit Map.
Task 4.5— Taxable Property. WEBB will identify all taxable properties and classify them in accordance with
the Method of Apportionment. WEBB will confirm the location of these properties using our GIS database
and illustrate them on the Audit Map.
Task 5—Audit and Analysis Report: WEBB will prepare a report referencing the Audit and Analysis including
the following for each special district as of the FY 2015-16: i) a summary of the parcels included in the
Levy's, ii)the total number of the newly identified properties, iii)the total number of newly taxable properties,
iv) the total number of exempted properties, and v) a detail summary in an electronic format including the
individual APN, use code, property use identifier and acreage.
Task 6 — GIS Audit Maps: WEBB will prepare a GIS Audit Map for each special district identifying all
properties within the boundaries of the districts. WEBB will provide the City maps illustrating the boundaries
of each special district and the individual parcels levy within each special district. WEBB will regularly
update our GIS database for our regularly scheduled meetings and provide any data/exhibits for the various
meetings and presentations.
ORIGINAL COMPENSATION
The compensation originally proposed was $24,000 for special district transition support services with the
Community Services Department to be billed on a time and materials basis, billed monthly. A summary is outlined
below.
Due to the limited information and records on hand, limited information and cooperation from VWPRD, and the
additional effort put forth to assist in the LAFCO application and maintenance exhibit preparation we propose the
contract be increased from $24,000 to $39,000 to cover the additional effort put forth on behalf of the City. The
additional $15,000 in effort supported the completion of the research, budget preparation, sustainability analysis,
LAFCO application support, and maintenance exhibit preparation for the City.
