Kitzerow introduced Planning Manager Lisa Gordon. Ms. Gordon provided a brief overview and reported on the project description; August 1 4,2019 Planning Commission Meeting and staff recommendation. Dennis Conrad, resident, spoke in favor of the Resolution for denial and stated his concerns regarding the clock tower. Ms. Kitzerow noted the Commission was provided a copy of the correspondence received. Mr. Moquin provided apresentation and reported on the project location; general plan and zoning;Tentative Parcel Map No. 2017-227; Plot Plan No. 2017-225; Conditionat UsePermit No. 2017-226; Administrative Retief No. pLN 2019-00024: background ofprior approvals; access; stacking spaces; landscaping highlights; offsite drainage; fueling facility and canopy aesthetics; car wash aesthetics; drivethrough restaurant aesthetics; sign program; City monument sign; environmental review and staff recommendations. Commissioner Phillips asked about the proposed cotor palette and Mr. Moquin explained the color palette for the building and added that the colors for the corporate signs could not be changed. Danny Long, applicant, thanked staff; reported on challenges of project; monument sign designed to specific plan requirements; improvements; extended sidewalk and frontage build out. The Commission asked questions on constructlon timeline, tenants and encroachment permits. Chair Kanruin opened the public hearing at 6:54 PM. COMMUNITY DEVELOPMENT DIRECTOR COMMENTS Ms. Kitzerow announced Menifee's State of the City would be held on Thursday, September 19, 2019; the California American Planning Association Conference was September 15 - 18, 2019 and staff will be announcing a date for an open house at the new City Hall. 12. COMMISSIONER REPORTS ON COMMITTEE ACTIVITIES Vice Chair Madrid and Commissioner Thomas reported they attended a tour of Brookfield Residential's "New Haven" Community in Ontario. 13. FUTURE AGENDA REQUESTS FROM PLANNING COMMISSIONERS Chair Kanryin asked for a discussion item for a report on the tour of Brookfield Residential's "New Haven" Community in Ontario. 14.
