AGENDA APPROVAL OR MODIFICATIONS
Deputy City Clerk Stephanie Roseen stated the Commission could move Community
Development Director Comments prior to the Discussion item to allow Commissioner
Thomas time to arrive and participate in the Discussion item. The Commission gave
consensus to move the Community Development Director Comments prior to the
Discussion item.

REGULAR MEETING
1. CALL TO ORDER
Chair Karwin called the meeting to order at 6.00 PM.

There were no public hearing items.
11. COMMUNITY DEVELOPMENT DIRECTOR COMMENTS
Community Development Director Cheryl Kitzerow stated the new City Hall was located
a|29844 Haun Road and would be open to the public Monday, March 18th. Ms.
Kitzerow stated Boot Barn and Blaze Pizza were open and Coffee Bean and Tea
Leaf, Kahoots and Barons should be opening in April.
Commissioner Phillips asked about the progress of the Krikorian Theater and Ms.
Kitzerow stated the Planning Department was reviewing gradlng plans and would be
close to being ready to issue permits and it would be up to Mr. Krikorian to move
forward from there.
Ms. Kitzerow reported on the City's monthly Menifee Munch that would take place on
March '18th at Coco's Restaurant where the Public Works Director would be
providing an update on public work's projects funded by Measure DD. Ms. Kitzerow
stated the next Planning Commission Meeting would begin at 6:00 PM, March 27th
and there would be a discussion item for the Draft Development Code.
Commissioner Madrid and Ms. Kitzerow stated the discussion regarding the
Development Code would take place at a public meeting and the public was
encouraged to attend. Ms. Kitzerow announced the schedule in regard to future
meetings for the draft Development Code.
Chair Karwin and Ms. Kitzerow discussed some of the proposed code changes to
simplify the use matrices.
Ms. Kitzerow stated she had attended the League of California Cities (LOCC)
Planning Commission Academy with the Commissioners.
10. DISCUSSION ITEMS
10.1. Annual Housing Element Progress Report
Ms. Kitzerow introduced Hadassa Jakher who had been working with the City as
a Fellow from Western Riverside Council of Governments (WRCOG).

Assistant City Engineer Yolanda Macalalad informed the Commission of the
Engineering Department's projects.

Ms. Jakher discussed the Annual Housing Element Progress Report;
Regional Housing Need Allocation (RHNA); the City of Menifee's Annual
progress report; future considerations in housing and stated the City of
Menifee was one of the top ten cities for growth in Southern California.
Chair Karwin and Ms. Kitzerow discussed the change of the median age from
mid-50s to mid-30s since incorporation.
Chair Karwin and Assistant City Attorney Ajit Thind discussed the Huntington
Beach lawsuit and Mr. Thind stated the City of Huntington Beach was a
different circumstance than the City of Menifee because Menifee does offer
housing for different income groups. Mr. Thind stated the City currently had
enough land zoned to be in compliance with RHNA.
Ms. Kitzerow stated there was no formal action required, the Commision would
receive and file and staff would submit the Annual Housing Element Progress Repo(
for 2018 to HCD.
COMMUNITY DEVELOPMENT DIRECTOR COMMENTS
This item was discussed prior to ltem 10.
COMMISSIONER REPORTS ON COMMITTEE ACTIVITIES
Commissioner Phillips reported on his aftendance at the League of California Cities
Planning Commission Academy.
Vice Chair Madrid stated he attended the League of California Cities Planning
Commission Academy and the Menifee Citizens Advisory Committee Meeting
FUTURE AGENDA REQUESTS FROM PLANNING COMMISSIONERS
There were no future agenda item requests.

Commissioner Diederich also reported on his first time attending the League of
California Cities Planning Commission Academy and stated his appreciation for the
opportunity to attend.
