Chair Karwin led the Pledge of Allegiance.
SELECTION OF CHAIR & VICE CHAIR
Chair Karwin confirmed with Assistant City Attorney Ajit Thind that an absent
Commissioner was eligible for appointment.
Commissioner Thomas recommended that Chair Karwin continue as Chair.

Appointed Robert Karwin as Planning Commission Chair for 2019
Commissioner Thomas asked Commissioner Madrid if he would like to be Vice Chair.
Chair Karwin agreed Commissioner Madrid would be a good choice for Vice Chair.

5.APPOINTMENT TO MENIFEE CITIZENS ADVISORY COMMITTEE
Chair Karwin confirmed the Commission would be appointing two Commissioners for the
lvlenifee Citizens Advisory Committee (MCAC).
Commissioner Thomas requested to not serve on the MCAC this year due to scheduling
conflicts.
Commissioner Diederich stated he would be willing to sit on the Committee. Chair
Karwin explained the purpose of the MCAC Committee.
Chair Karwin nominated Commissioner Phillips and Commissioner Diederich for the
MCAC Committee.
ACTION
Appointed Commissioner Phillips and Commissioner Diederich to the [Venifee Citizens
Advrsory Committee.

11.1. Minor Change No. 2018-1 1 1 to Tentative Tract Map Nos. 36485 and 31822
(TR36485 and TR31822)
Community Development Director Cheryl Kitzerow stated Senior Planner Tamara
Harrison was absent and she would provide the staff presentation. Ms. Kitzerow
drscussed project location; general plan land use; zoning designation; project
description; background on Tract 36485, Tract 31822; March 5, 2014 City
Council Meeting; May 21,2O14 Cily Council Meeting; proposal to remove gated
entrances; specific plan does not require gated community; background on
private vs. public roads; maintenance of enhanced entryway and environmental
review.
Ms. Kitzerow clarified if the Commission chose to approve the Resolution
they were approving a recommendation to the City Council and not approval
of the Minor Change.
Commissioner Thomas asked for staff's opinion in regard to the removal of
the entry gates. Ms. Kitzerow stated it was a policy determination and staff
worked to create an alternative that included additional enhancements to the
community entrance. Ms. Kitzerow also stated there were traffic concerns
with the location of the gated entrance.
Chair Karwin asked if staff had received any comments from public safety
and Ms. Kitzerow confirmed she had met with Scott Forbs with Riverside
County Sheriff's Department and the City's lnterim Director of Public Safety
Dave brown and concluded that gated communities cannot guarantee a
decrease in crime but the gates could limit access to people who do not live
in the neighborhood.

Chair Karwin asked if there were any conditions set by the City when the
applicant proposed the change and Ms. Kitzerow stated they discussed the
enhancements at the entry as discussed earlier in the staff report.
Chair Karwin and Traffic Consultant Nick Minicilli discussed the issues of the
community gates, cars stacking and blocking traffic. Mr. Minicilli and Chair
Karwin confirmed if the gates were to stay the entrance to the community
would have to be redesigned prior to final map approval.
Applicant Adrian Peters provided background information on the item and
discussed the proposed test at the Provence community to see if the gated
community concept worked. Mr. Peters stated the issues of the small gated
comm unity.
Chair Karwin asked about the issues stated from the residents at the
Provence community and Mr. Peters explained residents had issues
regarding Homeowner Association (HOA) dues. Mr. Peters stated he was in
favor of the proposed enhanced entryway.
Vice Chair Madrid asked if Mr. Peters would be coming back the Commission
to request the removal of gates at the Provence Community and Mr. Peters
stated those gates now belong to the HOA.
Chair Karwin opened the public hearing at 6:38 pm. Deputy City Clerk
Stephanie Roseen stated the public hearing was properly noticed and there
was one public speaker.
Provence community resident Brianna Harnden stated she bought within the
Provence community because of the gated entrance and she also explained
her concerns with the Provence amenities and applicant Mr. Peters.
Chair Karwin closed the public hearing at 6:42 pm.
Charr Karwin asked if Mr. Peters had any comments in regards to Ms.
Harnden's comments as they relate to gated entrances installed in a new
comm unity.
Chair Karwin asked why the gates were installed in the Provence community
and Mr. Peters stated it was a request by previous City Council.

Chair Karwin asked what the Provence community's opinion was on the
gated entrance. Mr. Peters discussed they had surveyed the buyers and only
3% bought because the community was gated. Buyers bought because
location, floor plans, storage space, recreation centers and architecture.
Commissioner Drederich asked if Mr. Peters was aware of any crime statistics
within the communities and Mr. Peters stated the gates had been open due to
construction and stated the police had stated there was no evidence of
transients targeting neighborhoods.

Chair Karwin stated he was originally opposed to the change because of
background being previously approved by City Council.
Commissioner Thomas stated he did not see the need for gates and was in
favor of removal of the gated community design to Tract Map numbers 36485
and 31822.
Vice Chair Madrid also stated he was in favor of the removal of the gates.
Commissioner Diederich stated he did not see how the gated entrance would
work at the proposed location and was in favor of the removal.
Chair Karwin addressed Ms. Harnden's issues within the Provence
community and clarified the Commission was not voting on removing gates at
the Provence community. Chair Karwin stated his concerns based off of
engineering comments and if traffic issues were to be avoided the entire
entrance way would have to be redesigned and that would be an undue
burden on the applicant.
Mr. Thind clarified motion would be to approve the proposed resolution;
recommending approval to the City Council.
ACTION
Approved Resolution No. PC19-439; recommending approval of Minor Change No.
2018-111 for condition of approval revisions for Tentative Tract Map No. 36486 and
the removal of fated entries for the Tentative Tract Map Nos. 36486 and 31822
located north of Normandy Road and east of Goetz Road within the Audie Murphy
Ranch Specific Plan.

COMMUNITY DEVELOPMENT DIRECTOR COMMENTS
Ms. Kitzerow stated Dunkin Donuts was issued a temporary certificate of occupancy.
She welcomed new Commissioner Benjamin Diederich and stated Commissioner Doty
was recognized at the last City Council meeting.
Chair Karwin welcomed new Commissioner Benjamin Diederich
Commissioner Diederich stated he was looking forward to serving his community
and provided some background information on himself.
