Ms. Sison reported on the background of California Clean Air Dry; the impact; WRCOG activities; and how the City could help. The City Council presented Ms. Sison and Program Manager Tyler Masters, with a Proclamation memorializing October 2, 2019 as "Clean Air Day." 5.2. ConstitutionWeekProclamation The City Council presented a Proclamation to the Daughters of the American Revolution proclaiming the week of September 17 , 2019 as "Constitution Week". The Daughters of the American Revolution commented on the importance of the Constitution. 5.3. Manufacturing Day Proclamation Economic Development Director Gina Gonzalez thanked the City Council for recognizing October 4, 2019 as "Manufacturing Day" and recognized the agency partners for their collaboration efforts. Ms. Gonzalez stated that on October 4, 2019 the City would be hosting a tour and panel discussion at Forterra in Menifee. Joyce Johnson with MSJC also thanked the City of Menifee and reported on MSJC Eagle MakerSpace. Michael Vargas with California Manufacturing Technology Consulting (CMTC) reported on the State initiative. The City Council presented Ryan Wright, Sales Manager for Forterra, with a Proclamation. 5.4. Business Spotlight of the Month - Evans-Brown Mortuary Economic Development Director Gina Gonzalez introduced the Business Spotlight Program. Ms. Gonzalez introduced Managing Partner Justin Luyben with Evans-Brown Mortuary and his family and reported on the support they provide to the community. The City Council presented the certificate to Mr. Luyben. 5.5. Menifee Police Department Quarterly Update Director of Public Safety David Brown provided a presentation on the item. Mr. Brown reported on the new Police facility renovations; delay due to retro-fit and increased cost; recruitment efforts; Murrieta Joint Dispatch agreement; police vehicle purchases and budget. Mr. Brown answered questions of Council and reported he and Chief Walsh would be moving to the modular at the new Police Facility by September 20, 2019. Mr. Brown also reported on the hiring timeline, the design of the Police Department patch and stated staff was on track with the Police facility renovation. Villa confirmed a Burrowing Owl Study was requirement of every project as a condition of approval, but there was no presence of a burrowing owl at the Krikorian site. Memorandum of Understanding with the Menifee City Employees Association, Mid-Management Unit ACTION 1 . Adopted Resolution No. 19-826, approving the Tentative Agreement (Deal Points) for a Successor Memorandum of Understanding and the Memorandum of Understanding ("MOU') between the City of Menifee and the Menifee City Employees Association, Mid-Management Unit, for the period of July 1, 2019 through June 30,2022: and 2. Authorized the City Manager or his designee to execute and implement terms of the MOU; and3. Approved the purchase of a Dump Truck from Rush Truck Center in the notto- exceed amount of $180,103.79 including tax and delivery; and 2. Approved the purchase of a Heavy Duty Equipment Trailer from Nixon-Egli Equipment in the not-to-exceed amount of $45,549.32 including tax and delivery; and 3. Approved and authorize filing of Final Map forTract tt/ap No. 37136, located west of Briggs Road and north of McCall Boulevard for Lennar Homes of California Inc.; and2. Resolution of lntention forAnnexation No. 1 into CFD 2017-1, Tract Map 37576 ACTION1. Accepted the Petition of MLC Holdings to annex into Community Facilities District No. 2017-1 (Maintenance Services) ("CFD No. 2017-1" or "CFD") as Annexation Area No. 1; and 2. Councilmember Deines thanked the Rotary Club for their donation. ACTION 1. Approved a Memorandum of Understanding (MOU) with the Rotary CIub of Menifee for acceptance gf $9,000 donation for exercise (fitness) equipment purchase at the John V. Denver Park, and; 2. Agreement for the Menifee Engineering Department Master Drainage Plan Councilmember Liesemeyer asked if the Development Impact Fees would have to be revised with the approval of the proposed plan. City Manager Armando G. Villa introduced Senior Civil Engineer Carlos Geronimo to provide a report. Mr. Geronimo reported on the background of the item and the lack of a comprehensive drainage plan and need for a master plan. Mr. Geronimo stated there was no environmental work associated with this recommended action and projects identified from the master drainage plan would require a separate environmental phase. Agreement for the Scott Road/Bundy Canyon Road Widening Project, CIP 20-01 Mr. Villa introduced the item and asked the City Engineer/Public Works Director Jonathan Smith for a report. Mr. Smith stated this was the first step in the process and that, in collaboration with City of Wildomar, Scott Road/Bundy Canyon Road would be widened from the 15 Freeway to the 215 Freeway. The Council spoke in favor of the collaboration with the City of Wildomar and timeline for the project. Consolidated Annual Performance and Evaluation Report (CAPER) 18-19 Senior Management Analyst Edna Lebron presented the item. Ms. Lebron reported on the overview of the Consolidated Annual Performance and Evaluation Report (CAPER); Sun City Street !mprovement and ADA projects; Romoland Sidewal]</Street Improvement Phase 1; public services expenditures and programs and Minor Home Rehabilitation Grant Program (MHRGP). Mayor Zimmerman opened the public hearing at 7:36 p.m. City Clerk Sarah Manwaring stated the public hearing was properly noticed and there was no correspondence received. There were no public comments. Mayor Zimmerman closed the public hearing at7:37 p.m. The City Council asked questions of staff regarding budgeting, advertising for qualifying residents and requirements for approval. AGTION 1. Regional Housing Need Allocation Methodology Update Mr. Villa introduced the item and Community Development Director Cheryl Kitzerow. Ms. Kitzerow reported on the background, definition and the requirements of the Regional Housing Need Allocation (RHNA) program. Ms. Kitzerow presented the RHNA allocation numbers for the City of Menifee and explained the three methodology options for distribution and the best choice for the City. Ms. Kitzerow reported on SCAG's and Housing and Community Development's (HCD) next steps. 12. Resolution of lntention to Establish Community Facilities District 2019-1 (Meadow Run) Deputy City Manager Rochelle Clayton presented the item. Ms. Clayton reported on the project; bond issuance; what the creation of a Community Facilities District (CFD) means; location; anticipated issuance amounts; proposed timeline; no fisca! impact to the City and the Finance Committee recommendation. The City Council asked questions of staff regarding household tax rate and term of tax rate. Ms. Miller spoke in opposition of the development and stated her concerns for the environment. The City Council discussed the allowance of financing fees such as Development lmpact Fees, prevailing wage, public improvements based of CFD and tax rate of 1.960/o. ACTION 1 . Adopted Resolution No. 19-833, stating its intention to establish Community Facilities District No. 2019-1 of the City of Menifee CFD No. 2019-1 (Meadow Run); and 2. Adopted Resolution No. 19-834, stating its intention to incur bonded indebtedness for Community Facilities District No. 2019-1 of the City of Menifee CFD No. 2019-1 Jvleadow Run 12.3. 2019 League of California Cities Voting Delegate and Proposed Resolutions Mayor Zimmerman reported on the item and announced he was the only Councilmember attending the League of California Cities (LOCC) Conference. Mayor Zimmerman reported on the Resolutions that will be voted on at the business meeting. The City Council gave consensus to appoint the Mayor as the City's voting delegate and to vote yes for the proposed Resolutions. Ms. Gonzalez and Mr. Lopiccollo reported on industries surveyed; key findings and growth predictions; desired skills; needs of the business community and next steps for the City and Chamber. The City Council thanked Ms. Gonzalez and Mr. Lopiccollo for the report. ACTION Received and filed the 2019 Menifee K.E.E.P. (Keep Existing Employers Profitable) Business Walk-State of Small Business Report. 13. CITY ATTORNEY REPORTS None. 14. CITY MANAGER REPORTS City Manager Armando Villa announced there is an Open House scheduled for October 29,2019 from 4:00 p.m. to 6:00 p.m. for community members to come visit City Hall. Councilmember Sobek requested an invitation or flyer for the Council to be able to pass out to the community. 15. FUTURE AGENDA REQUESTS FROM COUNCIL MEMBERS Councilmember Liesemeyer requested a discussion with Code Enforcement on the old Smart and Final location. Councilmember Sobek seconded the request. 16.
