PRESENTATIONS
5.1 . Riverside County Library System
Mayor Zimmerman introduced Elizabeth Baiz, the Sun City Library Branch
Manager, and Amanda Slater, the Paloma Valley Branch Manager. Ms. Baiz and
Ms. Slater provided an update on the upcoming forums at the local library
branches. Mayor Zimmerman thanked Ms. Baiz and Ms. Slater for their
attendance.
5.2. Recognition of Fire Division Chief Geoff Pemberton

The City Council recognized Division Chief Geoff Pemberton for his service to
the City of Menifee and stated they were sorry to see him move to another
division. City Manager Armando G. Villa and the City Council expressed their

appreciation and presented Chief Pemberton with a Certificate of Recognition.
Chief Pemberton thanked the community, coworkers, staff and the City Council.
6.AGENDA APPROVAL OR MODIFICATIONS
Deputy City Clerk Stephanie Roseen stated staff requested that item 10.8 be removed
from the agenda. The City Council approved the agenda with the modification by a
unanimous vote (5-0).
7.PUBLTC COMMENTS (NON-AGENDA TTEMS)
Kassen Klein, Menifee businessman, commented on his attendance at the April 2, 2019
Special City Council l\4eeting introducing the City's new Police Chief Patrick Walsh.
Thomas Fuhrman, lvlenifee resident, asked about plans for the vacant land located near
Paloma Valley High School. Mr. Fuhrman also posed a question to the City Attorney
Jeffrey Melching regarding his litigation case.
Gloria Sanchez and Kelly Robertson, Menifee residents, informed the City Council and
community of the National Day of Prayer on May 2,2019.
Ricky Estradra, Menifee resident, commented on the benefits of his proposed Menifee
Hilltop Walk plan.
Phoeba lrey, Menrfee resident, stated her concerns regarding a letter she received that
was not sent on behalf of the City regarding appraisal of property due to the Holland
Overpass.
Sasan Alishahi, Menifee resident, stated he had received the same letter and stated his
concerns.
Councilmember Sobek thanked Ms. lrey and Mr. Alishahi for bringing this to the City
Council's attention and asked staff to look into the issue.
8. COUNCILMEMBER UPDATES AND COMMENTS
Councilmember Liesemeyer reported on the meetings and events he had attended.. Western Riverside Council of Governments (WRCOG) Committee meeting
Councilmember Sobek asked to adjourn the City Council meeting in honor of community
member and ambassador of the Menifee Hospital and health system Richard Biber and
reported on the meetings and events she had attended.. Soapbox Derby. Birth Choice Galar Heritage High School Student Venture Club. Music and Arts Festival. Riverside Conservation Authority Bobcat sighting. Eastern Municipal Water District (EMWD) Desalter Groundbreaking. Director Sullivan's Elt/WD Advisory Community Meeting

ACTION
1. Approved Professional Services Agreement with DMC, lnc. for document scanning
consulting services for a not{o-exceed amount of $100,000; and2. Authorized the City Manager to approve up to three, one year amendments in the
notlo-exceed amount of $'100,000 per year.
10.4. Maintenance Agreement for City Facilities Janitorial Services
ACTION
Approved a contract in the amount not to exceed $16,638.31 with Merchants
Building Maintenance for City Facilities Janitorial Services for the remainder of FY
2018t15.
Authorized the City Manager to execute subsequent three (3) one year annual
conlract amendments in the not to exceed amount of $66,553.24 per year with
Merchants Building Maintenance for City Facilities Janitorial Services.
Authorized the City Manager to negotiate and execute a temporary agreement for
janitorial services with a new service provider, in a form to be approved by the City
Attorney, in the event of non-performance and/or termination of lvlerchants
Building Maintenance.
10.5. Ordinance Levying Special Taxes to be Collected During Fiscal Year 2019-
20, Newport Road, LP
AGTION
Adopted Ordinance No. 2019-269 to annex territory, located in the development
known as the Shops at Newport, south of Newport Road, east of Winterhawk Road,
and west of Bradley Road, amending Ordinance No. 2015-1 73 and levying special
taxes to be collected during Fiscal Year 2019-20 to pay the annual costs of lhe
maintenance and servicing of street lights, parks, parkways, streets, roads, and open
space, the operation and maintenance of storm drainage systems, a reserve fund for
capital replacement, and administrative expenses with respect to City of Menifee
Community Facrlities District No. 2015-2 (Maintenance Services).

revised total contract amount not to exceed $'l 10,000; and2. Amendment No. 1 to the existing Professional Services Agreement with Kimley-
Horn and Associates, lnc. for FY18/19 On-Call Planning Services in the not to
exceed amount of $20,000 for a revised total contract amount not to exceed
$120,000; and
3. Amendment No. 1 to the existing the existing Professional Services Agreement
with MlG, lnc. for FY18/19 On-Call Planning Services in the not to exceed amount
of $20,000 for a revised total contract amount not to exceed $220,000; and4. Amendment No. 1 to the existing Professional Services Agreement with Gary F.

ACTION
Approved Contract Amendment No. 1 with Rick Engineering, lnc., for Design Services
of the Maintenance and Operations Center (MOC) Phase ll - Exterior lmprovements,
CIP 16-13 in the amount not to exceed $6,900.00
10.9. Final Map for Tract 28206-3, Pulte Home Co., LLC
ACTION
Approved Final Map for Tract Map 28206-3, a proposed subdivision of 18.78 gross
acres of land into 64 lots for residentral use, located at the southwest corner of Craig
Avenue and Palomar Road, Pulte Home Co., LLC.
10.10. SB 414 (Gaballero): Small System Water Authority Act of 2019 Support
Letter
ACTION
Council approved the support letter.
11. PUBLIC HEARING ITEMS
11.1. 2019120 Community Development Block Grant Annual Action Plan and
20181 19 Substantial Amendment
Mayor Zimmerman stated he was on the board for the Boys and Girls Club and
due to a conflict of interest he would recuse himself from this item. Ivlayor
Zimmerman left the dais and the council chambers at 6:48 PM. lt/ayor Pro Tem
August introduced the item and City Manager Armando Villa introduced Senior
lt/anagement Analyst Edna Labron who presented the item.
Ms. Lebron reported on the Community Development Block Grant (CDBG)
overview; national objective requirements and the City priority needs and goals;
overview of the Annual Action Plan; public services selection process; Menifee
Citizen's Advisory Committee recommendations; Minor Home Rehabilitation
Grant Program (MHRGP) overview; Romoland pedestrian sidewalk
improvements update; substantial amendment overview for 2018/2019 Annual
Action Plan; substantial amendment recommendation to add Bright Beginnings
and Little Learners Program to the 2018/2019 Community Services Scholarship
Program.
10.8. Final Map for Tract 29777 - KS Home Coastal, lnc. (ltem removed from the
agenda)

Mayor Pro Tem August opened the public hearing at 6:59 PN/. Deputy City Clerk
Stephanie Roseen stated the public hearing was properly noticed and there was
no correspondence received.
Dorcas Shaktman with Assistance League of Temecula Valley commented on
their volunteer efforts in the community and thanked the City of Menifee for their
previous support and consideration of future support- Councilmember Sobek
stated she had attended a board meeting and appreciated what the organization
contributes to the community.
lvlayor Pro Tem August closed the public hearing at 7:05 PM
ACTION
Resolution No. 19-781 approving lhe 2019120 Annual Action Plan and the Substantial
Amendment to 2018/19 Annual Plan was a roved the follow vote.
Mayor Zimmerman returned to the dais at 7:06 PM.
DISCUSSION ITEMS
12.1. Renaming of Rancho Ramona Park to John V. Denver Park
There was no motion made and no action taken by the City Council
CITY ATTORNEY REPORTS
There was no report by the City Attorney.
CITY MANAGER REPORTS
City Manager Armando G. Villa introduced Community Services Director
Jonathan Nicks. Mr. Nicks provided a report on the history on the item at public
meetings; overview of request to rename Rancho Ramona Park; current
renaming policy process; Community Services department review; Parks,
Recreation and Trails Commission review and the City Council review.
Ivlayor Pro Tem August spoke in opposition of the renaming of Rancho Ramona
Park but did not make a motion for reconsideration.
Councilmember Sobek asked about the current dedication plaque that was
located at the park and Mr. Nicks confirmed the original plaque would stay in
place.

City N/anager Armando Villa introduced the new appointed Central District Division Chief
Kirk Barnett with Cal Fire. Chief Barnett introduced himself and stated he looked forward
to working with the City of Menifee.
Mr. Villa asked the Community Service Department for an update on the upcoming
special events in the City. Community Service Supervisor Jason Hendrix reported on the
Music and Arts Festival and provided an overview of future events that would be taking
place within the City.
Mr. Villa also thanked Nothing Bunt Cakes for providing dessert at the April2,2019
Special City Council Meeting.
15. FUTURE AGENDA REQUESTS FROM COUNCIL MEMBERS
Councilmember Liesemeyer requested an update on the status of Evans Road Park
plan. Councilmember Sobek seconded the motion to put on a future agenda.
Councilmember Liesemeyer also requested a discussion item on Mr. Estrada's Menifee
Hill Top Walk plan and an update on the Holland Road Overpass. Mayor Zimmerman
seconded the motion to put both items on a future agenda.
Councilmember Sobek requested an update on the weed abatement process.
Councilmember Liesemeyer, Mr. Villa and Building Official Colin McNie provided an
update on the City's weed abatement process.
