WORKSHOP
4.1. Fiscal Year 20121 Budget & Capital lmprovement Plan Workshop
City Manager Armando Villa introduced the item, commented of the economic
uncertainty due to COVID-19 and asked Deputy City Manager Rochelle Clayton
to provide a presentation.
Ms. Clayton reported on the budget process, current financial uncertainty and the
Fiscal Year 2O20l2O21budget proposal. Ms. Clayton also reported on the
forecast revenues; budget assumptions; forecast revenues; planned expenditure
reductions to balance the budget; hiring freezei generalfund proposed budget;
overall revenue percentages; generalfund revenues and expenditures; Measure
DD funding; estimated revenue loss for Fiscal Year 201912020; estimated
revenue loss for Fiscal Year 202012021; proposed Fiscal Year 202012021
Budget; Measure DD revenue and expenditures for Fiscal Year 2O2O|2O21;
reserves and fund balance policy; budget summary; fiscal planning and savings;
Fiscal Year 202012021 Menifee Police Department Budget; Riverside County
Sheriff Update; Police budget comparison; Fiscal year 202012021 capital project
estimated costs; available funding sources for capital projects.
Councilmember August stated his concern for the reorganization of the Code
Enforcement Department and that he was not in favor of the Code Enforcement
Department being under the Police Department.

Mayor Zimmerrnan adjourned the meeting at 2:06 p.m
The City Council asked questions of staff regarding Code Enforcement
reorganization, funds for Holland Road Overpass, clarification in the City
Council's budget for lnformation Technology services, Quail Valley Fire Station
and medic truck, department project cuts, PARSAC insurance, City Attorney
budget, state impacts to counties and cities, and sales tax and purchases.
Ms. Clayton introduced City Engineer/Public Works Director Jonathan Smith and
Community Services Director Jonathan Nicks to present the Capital lmprovement
Program update.
Mr. Smith reported on the Fiscal Year 201912020 Project List, Pavement
Management Program (PMP) and Capital lmprovement Program (ClP) projects,
City traffic signal projects, and the Menifee Master Drainage Plan (MDP).
The City Council asked questions of staff regarding the CIP projects.
Mr. Smith and Mr. Nicks presented the proposed CIP budget and the Fiscal Year
2020-2021 Capital I m provement Projects.
Councilmember Sobek inquired about a formation of a non-profit parks
foundation. Mr. Nicks stated that was a department goal for next fiscal year and
would be brought back to the City Council.
City Clerk Sarah Manwaring read a public comment from resident Rick Croy in
favor of the City implementing a parks foundation.
Councilmember Sobek commented on the need to be fiscally responsible and
build up the City's reserve funds. Ms. Clayton reported on the reserve funds and
that staff would be bringing a Reserve Policy to the City Council for approval.
Councilmember August expressed his concern for the road conditions and stated
he would like that to be a priority.
The City Council thanked staff for their presentation.
