GLOSED SESSION (4:00 P.M.)
Mayor Zimmerman called the meeting to order at4:01 p.m. Present were Councilmembers
Sobek, Liesemeyer, Mayor Pro Tem August, and Mayor Zimmerman. Councilmember Deines
was absent. There were no public comments. The City Council recessed to Closed Session at
4:01 p.m. for the purposes listed below.

1. Gitywide Design Guidelines
Mayor Zimmerman called the Special Meeting Workshop to order at 5:02 p.m.
Planning Manager Lisa Gordon provided a presentation and reported on the design
guidelines for residential, commercial, and industrial developments.
The City Council thanked Ms. Gordon for her presentation and asked questions regarding a
future meeting with the Stakeholders, open space areas, City standards versus guidelines,
location and disguise of utility meters, enhancement of downstream drainage and detention
basins and double detector check valves.
Kassen Klein, Menifee Businessman, expressed his concerns regarding the proposed Design
Guidelines and the need for stakeholder feedback.
Community Development Director Cheryl Kitzerow stated staff would follow up with the
Stakeholder Group and schedule a meeting prior to the item coming back to the City Council

City Manager Armando Villa introduced the new Riverside County Police Captain
Matthew Sims. Captain Sims gave his commitment and support to the City while
it transitions to a Municipal Police Department. Captain Sims introduced
Riverside County Police Lieutenant William (Bill) Stents, who will also assist the
City of Menifee.
5.2. Business Spotlight - New Hub Auto Service
Economic Development Director Gina Gonzalez introduced the Business
Spotlight of the Month, New Hub Auto Services. Ms. Gonzalez thanked Rafael
Cano for their support in the community and presented a short commercial
prepared for the recipient of the Business Spotlight award. Mayor Zimmerman
presented Mr. Cano with a certificate and the City Council thanked him for his
business and commitment to the community.

Mayor Zimmerman thanked Dawn Smith for her community efforts in the City of
Menifee and reported all of her volunteer work. The City Council congratulated
Ms. Smith for her dedication to the community and presented her with a
certificate of Outstanding Citizen of the Month for January 2020. Ms. Smith
thanked the City for the recognition.
Tony LoPiccolo and George Mills with the Chamber of Commerce also presented
a certificate and thanked Ms. Smith for her dedication to the City.
5.4. Outstanding Citizen of the Year 2019 - Wendi Miller
Mayor Zimmerman introduced Wendi Miller. Councilmember Sobek shared about
Ms. Miller and her service to the community as a firefighter and her efforts in
helping the homeless and providing peer counseling. Ms. Miller gave an update
on her condition and thanked the City and Firefighters of CALFire for their
support.
Tony LoPiccolo and members of the Chamber of Commerce presented Ms. Miller
with a Certificate of Recognition, thanked her for her service, and wished her wel!
in her recovery.
5.5. Recognition Proclamation for Planning Manager Lisa Gordon
City Manager Armando Villa and Community Development Director Cheryl
Kitzerow offered accolades to Planning Manager Lisa Gordon. Ms. Kitzerow
introduced Lisa Gordon and spoke on her hard work and dedication to the City
since before incorporation. Ms. Kitzerow presented Lisa Gordon with a
Proclamation, flowers, and a street sign with her name on it. Ms. Gordon stated
that working for the City has been very rewarding and the City has come a long
way.
Councilmember Sobek presented Ms. Gordon with flowers from the City Council
and the City Council thanked Ms. Gordon for her hard work.
6. AGENDA APPROVAL OR MODIFICATIONS
City Clerk Sarah Manwaring stated Item No. 1 1.2 would be pulled from the agenda due
to the appellant withdrawing their appeal. The letter was provided to the City Council.
The agenda was approved unanimously (4-0-1, Councilmember Deines, absent) as
modified.
7. PUBLTC COMMENTS (NON-AGENDA rTEMS)
Adam Eventov, Southern California Gas representative, introduced himself as the new
Public Affairs Manager and stated how great a city Menifee was and congratulated the
City Council.
Ricky Estrada, Menifee resident, reported on his idea for a welcome bridge or sign over
the 215 freeway and revenue options for the City such as an advertisement board or
street signs.
Renee Laning, Marketing Manager for KB Homes, lnland Empire division, stated visitors
were having trouble Iocating the sales offices and Ms. Laning asked for approval to post
off-site signs and requested more assistance in advertising for their new housing
developments.
8.COUNCILMEMBER UPDATES AND COMMENTS
Councilmember Sobek reported on the events and meetings she attended. City of Menifee Santa's Workshop/Spark of Love Toy Drive. Regional Conservation Authority (RCA) Committee Meetings. Public Safety Committee Meeting
Councilmember Sobek stated on Saturday, January 25, 2020 Homes for our Troops
would be in Menifee for a Key Ceremony honoring Army SPC Carlos Gomez.
Councilmember Liesemeyer reported on the meeting he attended.. Public Safety Committee Meeting
Mayor Zimmerman reported on the events and meetings he attended.. City of Menifee Santa's Workshop/Spark of Love Toy Drive. Menorah Lighting. Music and Arts Festival Planning Meetingo Interfaith Council Meetingo Riverside County Transportation Commission (RCTC) Meeting. League of California Cities (LOCC) Riverside Division Meeting. Mt. San Jacinto College and City Collaboration Meeting
Mayor Zimmerman announced there would be a Mayor's Roundtable on Thursday,
January 16,2020 and he would be attending a History Program and a Crime Watch
lnstallation and Appreciation Dinner on Saturday, January 18,2020.

10.3. Laserfiche Rio System Purchase
ACTION
1 . Approved the purchase of Laserfiche Rio System based on the attached quote for
a not-to-exceed amount of $56,608.01 and using available funds within Account
#110-4115-51350 (Software Licensing) and 110-4115-52800 (Professional
Services); and
2. Allowed the purchase be made under the cooperative purchasing (piggyback)
agreement under National Cooperative Purchasing Alliance Contract No. #11-25,
thereby exempting the purchase under the competitive bidding process; and
3. Authorized the Finance Department to issue a corresponding Purchase Order
(PO) to Complete Paperless Solutions for the purchase of the Laserfiche Rio
System.
10.4. Transparity TMS Software and Licenses for the Proposed City Traffic
Management Center
ACTION
Authorized the Finance Department to issue a Purchase Order for McCain for the
Acquisition of Transparity Traffic Management System (TMS) Software and Licenses
for the proposed City Traffic Management Center, for a not-to-exceed amount of
$71,800.
10.5. Annexation No.4 into CFD 2017-1, Tentative Tract Map No. 31098, Lennar
Homes
ACTION
1. Accepted the Petition of Lennar Homes Tentative Tract Map No.31098,
located south of Rouse Road, east of Palomar Road, and west of Menifee
Road, to annex into Community Facilities District No. 2017-1 as Annexation
Area No. 4, and2. Adopted Resolution No. 20-856, lntention to add Annexation Area No. 4
into Community Facilities District No. 2017-1, to authorize the levy of
special tax therein to finance certain maintenance services, and to set a
public hearing for February 19,2020.

ACTION
Approved the 75o/o reduction of lmprovement Bonds for Tract 36485-1 1 located on the
westerly city limits north of Newport Road.
10.10. Agreement with Kimley-Horn and Associates, lnc., CIP 20-05
ACTION
Awarded a Professional Services Agreement with Kimley-Horn and Associates, lnc.
for the Garbani Road lnterchange Feasibility Study, CIP 20-05 for an amount not-to-
exceed $107,950.
10.11. Amendments to Engineering Services Agreements
ACTION
1. Approved Amendment No. 1 for $100,000 to Professiona! Services Agreement
with CN Engineering for FY2019|2O On-Call Engineering Services; and
2. Approved Amendment No. 1 for $55,000 to Professional Services Agreement with
CivilPros, lnc. for FY2019120 CIP Staff Augmentation Services.
10.12. Amendment No. 2 to Agreement with Adame Landscape
ACTION
Approved Amendment No. 2 in the not-to-exceed amount of $32,000 for a revised
total contract amount of $854,188.16, to exrsting Agreement with Adame Landscape
lnc. for Fiscal Year 2019120 public right-of-way, parks and facilities maintenance
services.

10.13. Amendment No. 1 to Agreement with CR&R lnc.
ACTION
Approved Amendment No. 1 to Agreement with CR&R lnc., for an additiona! $533.79
for Fiscal Year 2019120 street sweeping services, for a revised total contract amount
of $50,463.38.
10.14. Easement to Access the Province Community for Beautification Purposes
ACTION
1. Approved the Community Beautification Easement Agreement between the City
and Audie Murphy Ranch Homeowners Association, the owner of the private
streets within the Province gated community; and
2. Adopted Resolution No. 20-857 , authorizing the Certificate of Acceptance of an
easement from the Audie Murphy Ranch Community Association for the City to
access the Province gated community of the Audie Murphy Ranch.
10.15. Certificate of Acceptance for Hidden Hills Park
ACTION
1. Approved the Grant Deed and Certificate of Acceptance for Hidden Hills Park, lots
196, 197 and 204of Tract Map 30142 and 301 42-2located between Evans Road
and Murrieta Road, south of Craig Avenue; and
2. Adopted Resolution No. 20-858, approving the Certificate of Acceptance for
Hidden Hills Park.
10.16. Agreement with Fehr & Peers, Senate Bill 743 Compliance
ACTION
Approved a Professional Services Agreement with Fehr & Peers, in the not-to-exceed
amount of $36,180 for professional services to prepare vehicle miles travelled (VMT)
transportation impact analysis updates required for the City of Menifee to comply with
Senate Bill (SB) 743 and the California Environmental Quality Act (CEOA).
11. PUBLIC HEARING ITEMS
11.1. Annexation No.20 to Community Facilities District No. 2015-2, Tract 32974
Deputy City Manager Rochelle Clayton provided a presentation on the item. Ms.
Clayton reported on the property owner's request, the proposed area, annual tax
amount, devices, location map, fiscal impact and the recommended action.
Mayor Zimmerman opened the public hearing at7:10 p.m. City CIerk Sarah
Manwaring confirmed that the item was legally noticed and no correspondence
had been received. There were no requests to speak. The City Clerk stated there
are no persons registered to vote in the territory of the district, per the Riverside
County Registrar of Voters. The City Clerk confirmed that the owners of the
taxable property in the district have consented to holding the specia! election, the
ballot was received, and it was a yes vote. Mayor Zimmerman closed the public

DISCUSSION ITEMS
12.1. Menifee Police Department and Budget Update
Councilmember August stepped away from the dais at7 16 p.m. and returned at
7:21 p.m.
City Manager Armando Villa introduced the item and turned it over to Deputy City
Manager Rochelle Clayton and Menifee Police Captain Dave Gutierrez. Ms.
Clayton reported on the year-one start-up costs, budget transfers and year-to-
date savings with CALFire and Riverside County Sheriff contracts, current budget
status, and the 202012021 Fiscal Year Budget.
Captain Gutierrez reported on the Menifee Police Department implementation
including the building construction, Emergency Operations Center (EOC), vehicle
fleet, recruitment and hiring, dispatch, and new technology.
City Council asked questions and thanked them for their presentation.
ACTION
1. Approved public safety budget amendments and transfers, as
recommended by staff; and
2. Received and filed the Menifee Police Department status update report.

12.2. Employment Agreement with Colin McNie
City Manager Armando Villa introduced the item. Ms. Clayton stated the motion
would need to include authorization for the City Manager to sign the employment
agreement.

Adopted Resolution No. 20-861, confirming the appointment of Colin McNie to the
extra help position of Building Project Manager effective January 20, 2020 and
authorize the City Manager to execute an extra help employment agreement in
connection therewith.

12.3. Quarterly Meetings with School Boards
Mr. Villa introduced the item and Senior Management Analyst lmelda Huerta to
present the item. Ms. Huerta reported on the background of the item, the current
Menifee School Districts, City Council meeting options, current updates on
meetings held by the City, and what surrounding cities are doing.
The City Council agreed they were in favor of an annual workshop hosted by the
Menifee City Council and all Boards in order to collaborate.
Councilmember August requested staff reach out to the cities that do not
participate in joint meetings with the school districts. Mayor Zimmerman and
Councilmember Sobek stated a meeting held prior to the start of the school year
would be ideal.
Mr. Villa stated that staff could start with a letter to the districts and invite them to
an annual meeting and see if they would be receptive of attending an annual
meeting.
The Council asked staff to bring this item back for further discussion.

Mr. Villa stated that he and Assistant City Manager Jeff Wyman would be attending the
League of California Cities Conference the first week of February and Deputy City
Manager Rochelle Clayton would be attending the February 5, 2020 City Council
meeting in their place.
15. FUTURE AGENDA REQUESTS FROM COUNCIL MEMBERS
Mayor Pro Tem Liesemeyer requested a special meeting of the Public Safety Committee
to discuss the subcommittee and how it is currently operating. Councilmember August
seconded the request.
Mayor Pro Tem Liesemeyer requested a discussion item on off-site signage options.
Councilmember Sobek seconded the request.
