A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MENIFEE, CALIFORNIA APPROVING ADMINISTRATIVE RELIEF NO.
PLN19-0064 FOR AN INCREASE IN THE NUMBER OF ALLOWED
srcNs FoR A SERVTCE STATTON FROM FOUR (4) TO SIX (6) AND
INCREASE IN SIGN AREA OF NOT MORE THAN 10 PERCENT
PURSUANT TO MENIFEE MUNICIPAL CODE CHAPTER 9.76 FOR
THE ON DECK CENTER, A RETAIL COMMERCIAL CENTER
GONSISTING OF A HOTEL, DINE.IN AND DRIVE.THROUGH
RESTAURANT AND A FUEL FACILITY AND ANCILLARY
CONVENIENCE STORE AND CAR WASH LOCATED ON 4.89 NET
ACRES AT THE NORTHWEST CORNER OF TRUMBLE ROAD AND
HGHWAY 74 (APNS: 329-020-009 and 329-020-022').
WHEREAS, on December 20,2016, the applicant, VSK lnvestments, LLC, filed a
forma! application with the City of Menifee for a Sign Program, which required an
Administrative Relief, for the "On-Deck" commercial center locate at the northwest
corner of Trumble Road and Highway 74in the city of Menifee (APN's 329-020-009 and
329-020-022). The applicant also filed an application for Plot Plan (PP2016-290) for a
retail shopping and hotel center on 4.89 net acres with a building footprint of 29,449
square foot, including sign program. The shopping center will include a 108 room hotel,
a 5,500 square foot restaurant, a 3,000 square drive-through foot fast food restaurant,
and a gas station with six (6) fueling pumps, and a 5,132 square foot convenience store
with attached car wash, (2) the approval of Conditional Use Permit No. 2019-082 to
allow for the gas station/car wash use and alcohol sales at the various enterprises
proposed within the center, including: the sale of beer and wine for off-premises
consumption at the proposed gas station and convenience store; the sale of beer, wine,
and distilled spirits for onsite consumption at the proposed sit down restaurant; and the
sale of beer, wine, and distilled spirits for the hotel site; and (3) Tentative Parcel Map
(TPM) 2016-291 (PM37145) a proposed Schedule E subdivision of 5.01 gross acres
(4.89 net acres) into four (4) commercial parcels ranging in size from 0.58 acres to 1.94
acres (collectively, the "Project"); and
WHEREAS, on December 11, 2019, the Planning Commission of the City of
Menifee held a public hearing on the Project, considered all public testimony as well as
all materials in the staff report and accompanying documents for Administrative Relief
PLN 1 9-0064, which hearing was publicly noticed by a publication in The Press
Enterprise, a newspaper of general circulation, an agenda posting, and notice to
property owners within 1,400 feet of the project boundaries, and to persons requesting
public notice; and
NOW, THEREFORE, BE lT RESOLVED that the Planning Commission of the
City of Menifee makes the following Findings:
Section 1:Consrsfe nt with the lntent of Menifee Municipal Code Chapter 9.76. The
intent of Menifee Municipal Code Chapter 9.76 is being preserued with
the proposed sign program.
The sign program achieves the intent of the sign regulations by creating a
program that allows for the integration of a project's signs with the design
of the structures to achieve a unified architectural statement of high
quality. ln doing so, the respective businesses effectively communicate

their message and the community is able to maintain an attractive
appearance. The design, location, and scale of the proposed signs are in
keeping with the architectural character of the development.
The Administrative Relief allows for the signage associated with the
service station to exceed the requirements of Menifee Municipal Code
Chapter (MMC) 9.76. Table 9.76.140-2 restricts the number of allowed
signs to no more than four and is inclusive of monument, canopy and wall
identification signs. Specifically, monument style signs are limited to a
maximum of two signs with one per street frontage. Wall signs (primary
establishment) are also limited to a maximum of two signs with one per
street frontage. Canopy signs are permitted with one per street frontage.
As proposed in the Master Sign Program, a total of six signs are
proposed, which includes two monument style signs which includes the
fuel pricing in accordance with the Cal. Business and Professions Code
513530, et seq and the service station logo/brandings, seven wall
identification signs/logos and two logos on the service station canopy.
Furthermore, the Administrative Relief will also allow for an increase in
the maximum sign area for the monuments by no more than 10 percent
as prescribed in Section 9.76.090(DX1)(c). This is to allow for pricing, as
there are different prices for customers paying with cash or credit.
The proposed monument signs include architectural enhancements
consisting of decorative brick and ornamental caps. The overall size of
the signs continues to adhere to the requirements set forth by the current
municipal code.
The administrative relief to the maximum allowed signs and increase in
sign area will not result in any line-of-sight issues and the proposed sign
changes will result in enhanced brand and Project identification while
maintaining compatibility with the architectural character of the
development.
The Administrative Relief for the increase in the maximum allowed
number of signs and sign area by no more than 10 percent is considered
consistent with the intent of Menifee Municipa! Code Chapter 9.76.
The proposed s,gn will enhance and harmonize with other on-site srgns
and with the site, building, and/or use being identified by the sign.
All of the signage for the Project site has been designed to be visually
and architecturally integrated with the building architecture. The new
building and monument signs will complement the building architecture.
The monument signs are well-spaced along the Project site frontage.
The monument signs were designed to be compatible with the
architecture of the Project. The monument signs at the entrances have
been integrated into the Project site's landscape design as well as the
landscape and design of the respective parkways. The signs will enhance
and harmonize with other signs and with the site, building and/or uses
being identified.

Section 3:The proposed signs will not negatively impact the aesfhefics of the
subject site or the surrounding properties.
As discussed under Section #2, the signage has been designed to
complement the site. The signage has been designed to be consistent
with the architecture for the proposed buildings. The monument signs
include enhanced landscaping and architectural details. Therefore, the
proposed signs wil! not negatively impact the aesthetics of the subject site
or the surrounding properties.
Section 4:Compliance with CEQA. Processing and approval of the permit
application are in compliance with the requiremenfs of the California
Environmental Quality Act.
An lnitial Study/Mitigated Negative Declaration (IS/MND) pursuant to the
California Environmental Quality Act (CEOA) was prepared for the
project, including sign program. In the !S/MND, it was found that with
implementation of mitigation measures, the proposed project would not
result in any significant impacts. A Mitigation Monitoring and Reporting
Plan (MMRP) was prepared and identifies all mitigation measures that will
be required for the Project.
BE lT FURTHER RESOLVED, the Planning Commission of the City of Menifee hereby
approves Administrative Relief No. PLN19-0064 subject to the following:
1. The Findings set out above are true and correct.
2. Administrative Relief No. PLN19-0064 is approved.
