The permit holder shall prepare and submit a written report to the Community Development Department demonstrating compliance with all of the conditions of approval and mitigation measures of this project and Initial Study/Mitigated Negative Declaration. The Community Development Director may require inspection or other monitoring to ensure such compliance. Prior to occupancy and throughout the life of the use. Community Development Department, Building Department and Code Enforcement Submittal of report. 5b. Archeological Resources The project site is located within an area that is sensitive for archeological resources and there are archeological sites within the project vicinity. The project has the potential to alter or destroy an archeological site or cause a substantial adverse change in the significance of an archaeological resource pursuant to California Code of Regulations, Section 15064.5 C-1: If potential archaeological materials are uncovered during grading or other earth moving activities, the contractor shall be required to halt work in the immediate area of the find and to retain a professional archaeologist to examine the materials to determine whether it is a unique archaeological resource as defined in § 21083.2(g) of the state CEQA Statutes. If this determination is positive, the resource shall be left in place, if determined feasible by the project archaeologist. Otherwise, the scientifically consequential information shall be fully recovered by the archaeologist. Work may continue outside of the area of the find; however, no further work shall occur in the immediate location of the find until all information recovery has been completed and a report concerning it filed with the Community Development Director. The applicant shall bear the cost of implementing this mitigation. During grading activities Community Development Department and the Engineering Department Notification of discovery of archaeological resources through monitoring Page 2 of 3 Impact Category Impact Mitigation Measure Implementation Timing Responsible Monitoring Party Method of Reporting/ Monitoring 5c. Paleontological Resources The project site is located in an area of undetermined paleontological sensitivity. However, because of limited potential depths due to bedrock and extensive disturbance from past agricultural pursuits and recent disturbance by grading and graveling of the site, the site was determined to be unlikely to yield significant vertebrate paleontological remains. It is possible that potentially significant prehistoric remains could be found, since buried fossils often go undetected during a walkover survey. C-2: If paleontological materials are uncovered during grading or other earth moving activities, the contractor shall be required to halt work in the immediate area of the find, and to retain a professional paleontologist to examine the materials to determine whether it is a significant paleontological resource. If this determination is positive, resource shall be left in place, if determined feasible by the project paleontologist. Otherwise, the scientifically consequential information shall be fully recovered by the paleontologist. Work may continue outside of the area of the find; however, no further work shall occur in the immediate location of the find until all information recovery has been completed and a report concerning it filed with the Community Development Director. The applicant bears the cost of implementing this mitigation. During grading activities Community Development Department and the Engineering Department Notification of discovery of paleontologica l resources through monitoring 12a. Exceedance of Noise Standards The project would not be expected to expose people to noise levels in excess of General Plan standards. However, since the proposed project details do not provide noise characteristics of the backup generator or how effective the 6- foot block wall would be in buffering equipment noise, NOI-1: Prior to building permit issuance, information regarding equipment sound generation characteristics and sufficiency of buffering measures demonstrating that the project will not exceed City noise levels shall be submitted to the satisfaction of the Planning Director, and any necessary changes to project plans will be made. Prior to building permit issuance. Community Development Building Department Submittal of report/ information Page 3 of 3 Impact Category Impact Mitigation Measure Implementation Timing Responsible Monitoring Party Method of Reporting/ Monitoring impacts could occur without mitigation. 12d. Temporary Noise Noise levels associated with the various construction phases could exceed 55 dBA Lmax at the fence-line of nearest receptor (single-family residence west of the site). NOI-1: The contractor shall limit construction activities to the hours of 6:00 AM to 6:00 PM during the months of June through September and between the hours of 7:00 AM and 6:00 PM during the months of October through May. NOI-2: The contractor shall ensure that all construction vehicles have mufflers and are maintained in good operating order at all times and that no major vehicle repair is conducted on- site. General conditions throughout construction.
