A RESOLUTION OF THE PLANNING COMMISION OF THE CITY OF MENIFEE
RECOMMNEDING APPROVAL OF SPECIFIC PLAN AMENDMENT 2009-089
NEWPORT HUB (SP NO. 248)
Whereas, on July 16, 2009, Steve Gibson submitted revisions to the Newport
Hub Specific Plan - Sign Standards which was a request for a specific plan amendment;
and,
Whereas, City Staff carefully reviewed, considered and revised the proposed
amendments to the Newport'Hub Specific Plan Sign Standards; and
Whereas, No Further Environmental Documentation is required because (a) all
potentially significant effects of the proposed project have been adequately analyzed in
an earlier EIR or Negative Declaration (EA 264) pursuant to applicable legal standards,
(b) all potentially significant effects of the proposed project have been avoided or
mitigated pursuant to that earlier EIR or Negative Declaration, (c) the proposed project
will not result in any new significant environmental effects not identified in the earlier EIR
or Negative Declaration, (d) the proposed project will not substantially increase the
severity of the environmental effects identified in the earlier EIR or Negative Declaration,
(e) no considerably different mitigation measures have been identified and (f) no
mitigation measures found infeasible have become feasible.; and,
Whereas, on May 22, 2012, the City of Menifee Planning Commission
considered public testimony and materials in the staff report and accompanying
documents, which hearing was publicly noticed by a publication in the newspaper of
general circulation, an agenda posting, and mailed notice to property owners within 300
feet of the project site boundaries; and
Whereas, on May 22, 2012, the City of Menifee Planning Commission
recommended to the City Council of the City of Menifee approval of 2009-089 SPA
Newport Hub; and
Whereas, on May 22, 2012, the Planning Commission of the City of Menifee
made the following findings for 2009-089 SPA Newport Hub :
1. The project site is designated Community Development: Commercial Retail and
Business Park.
2. The zoning for the project site is Specific Plan 248.
3. The proposed amendment is only for the sign standards of Specific Plan 248.
4. The proposed amendment is consistent with the current General Plan and it is
reasonably certain that it will be consistent with the future General Plan.
5. An Environmental Impact Report was approved and mitigation measures
adopted for Specific Plan 248. The proposed amendment to the sign standard
will result in a negligible increase in signage and therefore does not require any
further action under CEQA as a Class 3, per section 15303. New Construction or
Conversion of Small Structures .and a Class 11, 15311 Accessory structures.
NOW, THEREFORE, the Planning Commission of the City of Menifee resolves
and orders as follows:
The Findings set out above are true and correct.
2. No further action under CEQA is required.
3. 2009-0089 SPA Newport Hub is hereby recommended for approval by the City
Council per the amended standards contained in Exhibit "A" to this Resolution of
the City Council.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MENIFEE AMENDING SECTION
II B 4 OF SPECIFIC PLAN No. 248 (NEWPORT HUB) ON SIGN STANDARDS
The City Council of the City of Menifee does ordain as follows:
Section 1. Section II B 4. of Specific Plan No 248 is hereby amended to read as follows

h. Signage
All signs shall conform to the design guidelines as described
below and shall be for the purpose of identification and
direction, information, or regulation only. Interior signage shall be screened from the
Paloma and Salt Creek Channels.
"Frontage" shall mean the length of a property line along the street
that forms its boundary. If a parcel has two (2) or more frontages, then the primary frontage
shall be that which is either abutting a major arterial or is longer than other frontages.

A sign program shall be required of each prooect area. A Pro2ect area
will be defined by the Droiect application and each sign program shall require approval bV the
Planning Commission through a minor plot plan All signage shall be compatible with surrounding
uses, and shall not create any public health or safety hazards or impair lines of sight.
(a) All of the signs shall be harmonious and visually related to
each other through the incorporation of common design
elements.
(b) The signs shall be architecturally integrated with the buildings
to which they are appurtenant
(c) The signs shall not adversely affect nearby land uses or
obscure the view of other signs
(d) No permits shall be issued for any sign except pursuant to an
approved sign program.
(e) Signs on buildings shall be in compliance with the MINIMUM
standards in Table A below:

Three (3) freestanding project identification signs shall be
permitted along the Escondido Freeway (1-215). The signs shall be located not less than twenty-
five feet (25') from the freeway roadbed and shall be designed and function as follows:
A primary sign shall be constructed at the southeast corner of
the property for project and tenant identification not to exceed
sixty feet (60') in height with not more than 250 square feet of
surface area.
ii A secondary sign shall be constructed at the northeast corner of
the property for project and tenant identification not to exceed
forty-five feet (45') in height with not more than 250 square feet
of surface area.
iii A tenant identification sign shall be constructed toward the
center of the property along the freeway not to exceed forty-five
feet (45') in height and 150 square feet of surface area.

The design of the freestanding project identification signs shall
incorporate suitable materials to conform with the overall design theme and to enhance the
aesthetic appeal of the project in the following manner:
Support poles shall be masked by appropriate materials
(including wood, stucco, etc.).

similar signs shall only be permitted witn a minor plot plan for a consecutive period of not more than

Section 3. Effective Date.
This ordinance shall be effective 30 days from the date of its adoption.
