Meeting Minutes

April 10, 2018
1. Call to order and roll call
Chairman Matt Liesemeyer called the meeting to order at 3:07 p.m.
Present were: Chairman Matt Liesemeyer, Committee Member Greg August, Deputy
City Clerk Jennifer Allen, Building Official Colin McNie, Public Works Director Jonathan
Smith, Traffic Engineer Rob Blough, Community Services Director Jonathan Nicks, Fire
Battalion Chief Josh Bischof, Police Lieutenant Scott Forbes, Police Sergeant Kevin
Lamb, Animal Friends of the Valley Officer Risinger, and County Animal Shelter
Representative Emma Singh.
2. Public Comments
Committee Chair Liesemeyer called for public comments and there was none.
3. Minutes
The March 13, 2018 minutes were approved unanimously.
4. Fire Department Monthly Report
Fire Battalion Chief Bischof provided the monthly Fire stats detailing the number of calls
per month. Mr. Bischof reported on the average enroute to onscene time for each Fire
Engine for the month of March. Chief Bischof also reported on significant incidents for
the month and the station activities and events.
Committee Member August asked if the medic from Fire Station No. 7 is called out on
fire calls. Chief Bischof stated it depends on the type of call; if there is a need for a
medic then they will be enroute with the Engine.
5. Police Department Monthly Report
Police Sergeant Lamb provided the monthly stats and cases of interest. Sergeant Lamb
reported on various traffic safety events, Driving Under the Influence (DUI) checkpoints,
and station activities and events for the month of March.
Committee Chair Liesemeyer inquired about the property management meeting held at
the Countryside Marketplace. Sergeant Lamb stated the property management team
holds an annual meeting with the tenants to discuss current activity within the shopping
center and upcoming changes.
Committee Member August inquired about a meeting in Sun City at the end of the week.
Mr. Lamb stated the meeting is for the Sun City community, regarding Seniors and
Scams, that will provide resources for the seniors.
Committee Chair Liesemeyer thanked Riverside County Sheriff (RSO) for the patrol on
Goetz Road as there has been many accidents lately.
6. Code Enforcement Monthly Report
Building Official McNie provided the monthly report noting that the weed abatement
notices were mailed out.
Committee Chair Liesemeyer asked how many cases are active. Mr. McNie stated that
about 700 active cases. Mr. Liesemeyer asked if a column could be added to the report
to include the number of active cases. Mr. McNie stated he would add the column.
Committee Chair Liesemeyer inquired about a code case on Ascot Way. Mr. McNie
provided an update noting that there are several violations that the owner needs to
address.
7. Animal Control Monthly Report
a. Animal Control Services — Animal Friends of the Valleys (AFV)
AFV Representative Officer Risinger reported on the monthly statistics for the
month of March.
b. Animal Sheltering Services — County or Riverside
County of Riverside Representative Singh provided the statistics noting the
number of strays, adoptions, and live releases for the month of March.
Committee Member August inquired about the number of strays. Ms. Singh
stated that many animals are not chipped so it is difficult to find their owner. She
noted that if the City passed an Ordinance requiring owners to chip their animals,
then the number of strays would decrease.
8. Public Works/Engineering Monthly Report
Traffic Engineer Rob Blough reported on various traffic signal operations, lane striping
projects, street signage projects, school related issues, and installation of speed radar
trailers. Mr. Blough noted that there is money in the Capital Improvement Project (CIP)
fund and the Public Words Department will be reviewing the fiscal year budget to
determine what intersections are in need of signal improvements.
Committee Chair Liesemeyer noted that there are many accidents on Holland Road and
Sherman Road so that intersection needs to be looked at for implementation of a signal.
9. Community Services Park Ranger Monthly Report
Community Services Supervisor Jason Hendrix provided the monthly report noting the
enforcement that took place at the various parks. Mr. Hendrix reported on the homeless
contacts for the month of March and the community outreach projects the Park Rangers
have been working on. He also reported that the Park Rangers will begin monthly
coordination meetings with Code Enforcement and utilizing GoEnforce software to report
new homeless encampments.

Committee Member August asked if the hotline could be used to report homeless issues,
specifically ones occurring in shopping centers. Mr. Hendrix stated that homeless issues
could be reported on the hotline, however if the incident is occurring on private property,
Riverside County Sheriff's department will handle the call.
10. School District Report
There were no school district representatives in attendance.
