2017-08-8 Public Safety Meeting MinutesCity of Menifee Public Safety Committee Meeting Minutes August 8, 2017 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:00 p.m. Present were: Chairman Greg August, Committee Member Matt Liesemeyer, Interim City Manager Ron Bradley, Acting Assistant City Manager Jeff Wyman, Deputy City Clerk Jennifer Allen, Economic Development Manager Gina Gonzalez, Building Official Colin McNie, Senior Code Enforcement Officer Wayne O'Gara, Fire Battalion Chief Josh Bischof, Police Lieutenant Scott Forbes, Police Sergeant Kevin Lamb, and Animal Friends of the Valley Officer Will Tucker. 2. Public Comments Committee Chair August called for public comments and there was none. 3. Minutes - The June 13, 2017 minutes were approved unanimously. 4. Fire Department Monthly Report Battalion Chief Bischof provided the monthly Fire stats detailing the number of calls per month and the station activities and events. Battalion Chief Bischof reported on a wildland fire incident on the 1-215 Freeway at Scott Road and a structure fire at the 24000 block of Avenida Estrella. Committee Member Liesemeyer asked if the monthly call times in the report could reflect the enroute time to the time upon arrival on scene. Chief Bischof stated he could add the enroute times to the monthly report. Committee Chair August inquired about the average number of responses into Canyon Lake. Chief Bischof reported that Battalion 13, Station 5 Quail Valley responded eighteen (18) times into Canyon Lake. 5. Police Department Monthly Report Police Sergeant Lamb reported on the monthly stats and cases of interest. Committee Member Liesemeyer inquired about the status of filing online police reports. Sergeant Lamb reported that they are in the final stages in the online process and the citizens will soon be able to file police reports electronically. Lt. Forbes added that the system won't replace the need for suspect follow-up; there will be some cases that will still require a deputy to make a site visit. Sergeant Lamb explained how the online process will work. Lt. Forbes reported on posted speed limit signs on McCall Boulevard and an incident case that involved a burglary at the Walgreens on Bradley Road and McCall Boulevard. Committee Chair August inquired about the status of the Menifee Police Storefront Substation. Economic Development Manager Gonzalez gave an overview of the status of the project noting that completion is anticipated in the next couple months. 6. Code Enforcement Monthly Report Building Official Colin McNie provided the monthly report for July. Building Official McNie noted that Code Enforcement staff will hold a meeting on August 8, 2017 in Quail Valley to hear any concerns the residents may have. 7. Animal Control Monthly Report a. Animal Control Services — Animal Friends of the Valleys (AFV) Officer Tucker reported on the monthly statistics. Mr. Tucker reported on cases of interest regarding rescuing cats as a result of a fire and a case on Briggs Road where several animals were in need of veterinarian care. b. Animal Sheltering Services — County or Riverside County of Riverside representative was absent. Committee Chair August noted an incident that he reported to Riverside County Animal Sheltering Services that involved found German Shepherd dogs. Mr. August thanked County Shelter Services for their assistance with finding a home for the dogs. 8. Public Works/Engineering Monthly Report None. 9. School District Report A school district representative was not in attendance at the meeting, however Sergeant Lamb acknowledged all participating agencies that have been working together to make all school zones a safe place for children that will be walking to school due to the busing issues. 10. City Manager Comments Interim City Manager Bradley complimented Building Official McNie for organizing the City Hall remodel. 11. Committee Members Comments Committee Chair August complimented Interim City Manager Bradley and staff for organizing the recent employee appreciation luncheon. Mr. August also thanked Gloria Sanchez for coordinating the use of the Oasis Clubhouse. City of Menifee Public Safety Committee Minutes August 8, 2017 12.
