2017-06-13 Public Safety Meeting MinutesCity of Menifee Public Safety Committee Meeting Minutes June 13, 2017 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:13 p.m. Present were: Chairman Greg August, Committee Member Matt Liesemeyer, Interim City Manager Ron Bradley, Acting Assistant City Manager Jeff Wyman, Deputy City Clerk Jennifer Allen, Building Official Colin McNie, Senior Code Enforcement Officer Wayne O’Gara, Fire Battalion Chief Josh Bischof, Police Lieutenant Greg Fellows, Animal Friends of the Valley Officer Will Tucker. 2. Public Comments Committee Chair August called for public comments and there was none. 3. Minutes - The May 9, 2017 minutes were approved unanimously. 4. Minutes - The May 30, 2017 special meeting minutes were approved unanimously. 5. Fire Department Monthly Report Battalion Chief Bischof provided the Fire stats for the month of May. Chief Bischof detailed the number of calls per month. He provided a report noting the events attended, station tours, and trainings conducted. Battalion Chief Bischof also reported on fire incidents that occurred during the month of May. Committee Member Liesemeyer inquired about the average time frame of when a call is received and the time it takes to arrive on-site. Chief Bischof stated the report only reflects the response time of when the engine is dispatched and arriving on the site. Committee Chair August inquired about the average cost to respond to a typical public assistance call. Chief Bischof stated he does not have an average cost per call, however the estimated cost of supplies for a medic call is $10.02. 6. Police Department Monthly Report Police Lieutenant Fellows reported on May stats and cases of interest. Lt. Fellows also reported on traffic operations conducted around Menifee at various locations. Lt. Fellows noted that twelve (12) applications are in process for Menifee Crime Watch volunteers. He stated that the new dedicated Menifee Sergeant has been selected and will be introduced at an upcoming meeting. Committee Member Liesemeyer inquired about checkpoints at the Balloon and Wine Festival event that occurred June 2, 2017 – June 4, 2017. Lt. Fellow stated he did not bring those statistics with him to this meeting. Committee Chair August inquired about mail identity theft. Lt. Fellows states that the U.S. Postal Service website has a lot of resourceful information available to the public. 7. Code Enforcement Monthly Report Building Official Colin McNie provided the monthly report for May. Building Official McNie noted that they have begun issuing weed abatement citations and reported on the inspection and citing process. Committee Member Liesemeyer inquired about the payment process for weed abatement. Building Official McNie stated that it is difficult to know when the City will receive payment for the citations issued for weed abatement, he explained how the payment process works. 8. Animal Control Monthly Report a. Animal Control Services – Animal Friends of the Valleys (AFV) Officer Tucker reported on the statistics for the month of May. Mr. Tucker noted that they had grant funds available to assist with veterinarian services for a Menifee veteran resident. Officer Tucker also noted that there is an influx of skunks in the area and that residents should be careful as they do carry rabies. b. Animal Sheltering Services – County or Riverside County of Riverside representative was absent. 9. Public Works/Engineering Monthly Report None. 10. City Manager Comments None. 11.
