2017-03-14 Public Safety Committee MinutesCity of Menifee Public Safety Committee Meeting Minutes March 14, 2017 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:07 p.m. Present were: Chairman Greg August, Committee Member Matthew Liesemeyer, Interim City Manager Ronald Bradley, Deputy City Clerk Jennifer Allen, Economic Development Manager Gina Gonzalez, City Engineer/Public Works Director Jonathan Smith, Building Official Colin McNie, Community Services Director Robert Lennox, Senior Code Enforcement Officer Wayne O'Gara, Division Chief Geoff Pemberton, Animal Friends of the Valley Officer Mo Middleton, and Animal Friends of the Valley Officer William Tucker. 2. Public Comments Committee Chair August called for public comments. Tom Thurman expressed his concerns with the traffic on McCall Blvd. and Murrieta Road and noted that weight limit signs need to be posted. City Engineer Smith stated he will review the traffic circulation element to determine if an adjustment can be made. 3. Minutes February 14, 2017 minutes were approved unanimously. 4. Fire Department Monthly Report Division Chief Pemberton provided the Fire stats for the month of February. Chief Pemberton reported on the number of calls per month and the Paloma Valley High School Career Day event. 5. Police Department Monthly Report Police Lieutenant Fellows reported on February stats and cases of interest. Lt. Fellows noted that mail theft is an issue of concern in several cities and his set team is working in conjunction with the post office to educate the public. Lt. Fellows noted that they received six (6) applications for Crime Watch volunteers and they will be holding a recruitment event on April 22, 2017. 6. Code Enforcement Monthly Report Building Official McNie provided the monthly report for February. Mr. McNie stated his department is preparing the annual weed abatement mailings that will go out on April 1, 2017. He noted that staff is revising the contract with Vector Control for weed abatement services. He reported on the weed abatement process and the challenges with abating wildlife preserved land. Committee Member Liesemeyer asked for an update on the vehicle abatement program. Building Official McNie stated he has a staff member working diligently on the program and provided an update. 7. Animal Control Monthly Report a. Animal Control Services — Animal Friends of the Valleys (AFV) Officer Middleton reported on the statistics for the month of February. Committee Chair August asked if Menifee is considered to be a humane City in comparison to surrounding cities. Officer Middleton stated that Animal Friends of the Valleys spends a lot of time educating Menifee residents, therefore yes the community is considered to be humane. b. Animal Sheltering Services — County or Riverside County of Riverside Animal Shelter representative was absent. 8. Public Works/Engineering Monthly Report City Engineer Smith reported on the numerous pothole repairs around the City due to recent rain events. Mr. Smith also reported on the Public Works calls received regarding weeds and claims for damages due to potholes. Committee Chair August requested additional police monitoring at Gross Point and McCall Boulevard as residents are running the stop signs in this area. Lt. Fellows stated he would relay the message. 9. City Manager Comments Interim City Manager Bradley announced the deadline to submit applications for the Measure DD Oversight Committee is Friday, March 17, 2017. 10. Committee Members Comments Committee Member August asked Mr. Alyassi if he would like to make any comments. Ricky Alyassi, Director of Pupil Services for Romoland School District, shared an overview video of the Romoland School District. 11.
