2016-03-08 Public Safety Committee MinutesCity of Menifee Public Safety Committee Meeting Minutes March 8, 2016 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:16 p.m. Present were: Chairman Greg August, Committee Member Matthew Liesemeyer, Deputy City Clerk Jennifer Allen, Economic Development Manager Gina Gonzalez, City Engineer Johnathan Smith, Community Services Director Robert Lennox, Building Official/Code Enforcement Director Colin McNie, Code Enforcement Technician Avie Barron, Police Captain Brandon Ford, Lieutenant Greg Fellows, County Animal Shelter Emma Singh, County Animal Shelter Candy Wheel, and Animal Control AFV Mo Middleton. 2. Public Comments Committee Chair August introduced the Sun City K9 team and called for public speakers. Julie Atallah, Vice President with Sun City K9, reported on two (2) programs, Barn Cat program and Trap Neuter Release program that could potentially decrease the number of cats being euthanized. Economic Development Manager Gonzalez stated she would set up a meeting with County Animal Shelter, Ms. Atallah, and the City staff to review the programs. 3. Minutes February 9, 2016 minutes were approved unanimously. 4. Fire Department Monthly Report Fire Department representative was absent. The report was reviewed with no questions for follow up. 5. Police Department Monthly Report Police Lieutenant Fellows detailed February's activity report. Lt. Fellows reported on events that occurred in February including a Crime Watch Event and a Pedestrian Safety Enforcement Operation. He noted that Menifee Crime Watch will provide more patrolling in the parks as well as the Officers when schedules permit. Lt. Fellows reported on identity thefts and mail thefts that occurred in February. Committee Member Liesemeyer inquired about the process for notifying owners of mail theft. Lt. Fellows explained the protocol is to identify the victims and notify them as appropriate. Committee Chair August inquired about the installation of security cameras on light posts near the mailboxes. Building Official/Code Enforcement Director McNie stated the light posts belong to Southern California Edison (SCE). Economic Development Manager Gonzalez added that SCE would review and process a permit for installation of the cameras. Committee Member Liesemeyer inquired about the rape statistics in the report. Lieutenant Fellows stated the case has no threat to public safety. Committee Member Liesemeyer commended Captain Ford on his efforts towards community relations since he's come on board. 6. Code Enforcement Monthly Report Building Official McNie presented the February statistics. He reported on the total notices of violations issued and the vendor violations issued. He noted that weed abatement notices are being prepared to be mailed out to over 6,000 residents. Building Official McNie stated Code Enforcement intends to reduce the contract work for weed abatement and put the responsibility on the homeowner. Economic Development Manager Gonzalez noted that a press release will go out to inform residents to improve vegetation on their properties. Committee Member Liesemeyer suggested using a photo of City staff cleaning up the large amount of tumble weeds on Newport from a past wind storm. Economic Development Manager Gonzalez stated she would look into using the photo on the press release. Committee Member Liesemeyer asked for an update on the public nuisance property on Kennedy Lane. Building Official McNie stated the asbestos inspection was completed and he should have a report on the results by the end of the week. 7. Animal Control Monthly Report a. Animal Control Services — Animal Friends of the Valleys Officer Middleton presented February's service statistics. She reported on two (2) incidents that involved relocating horses due to unstable conditions. Committee Member Liesemeyer inquired about a situation that occurred with a homeless man injuring a dog and calls from homeowners regarding missing pets. Officer Middleton stated that the dog did die and the homeless man was taken into custody, however she believes he has been released. She noted that there is a large coyote population and homeowners need to keep their animals indoors when possible. Committee Member Liesemeyer asked how a bite by an animal to a human is handled. Officer Middleton stated the animal is put into a ten (10) day quarantine and the situation is investigated. b. Animal Sheltering Services — County or Riverside Economic Development Manager Gonzalez briefly reported on statistics on behalf of Emma Singh with County Animal Shelter. She noted that since September of 2015, 52 cats and 137 dogs have been spayed or neutered totaling a value of $13,725 to the City. She stated that roughly a total of 311 vouchers are still available for the spay/neuter program. 8. City Manager Comments None 9. Committee Members Comments Committee Member Liesemeyer asked City Engineer Smith for a Public Works update. City Engineer Smith reported on the emergency preparedness plan his department is working on and the evacuation plan for the Kay Ceniceros Center. Committee Member Liesemeyer asked if a stop sign could be installed at Normandy and Goetz as many accidents have occurred at this intersection. City Engineer Smith stated he would go out and take a look at the intersection to determine if the stop sign is warranted. Committee Member Liesemeyer spoke about the public's perception relating to the police patrolling at the intersection of Newport and Haun and the traffic. Captain Ford stated he would have a discussion with his officers. Committee Member August thanked Sun City K9 for attending the meeting and providing a brief report. 10.
