2015-10-13 Public Safety Committee Minutes.docx City of Menifee Public Safety Committee Meeting Minutes October 13, 2015 1. Call to order and roll call Chairman Greg August called the meeting to order at 3 p.m. Present were: Chairman Greg August, Committee member Matthew Liesemeyer, City Manager Robert Johnson, City Clerk Kathy Bennett, Director of Public Works Jonathan Smith, Building Official/Director of Code Enforcement Colin McNie, Lt. Greg Fellows, County Animal Shelter Emma Singh, and Animal Control AFV Monique Middleton. 2. Public Comments - None 3. Minutes – September 8, 2015 – Approved unanimously. 4. Report on Discussion and Update on Emergency Measures taken regarding El Nino Preparation Director of Public Works Smith reported on the preparations and meetings that were in process to prepare for the predicted El Nino. He noted the staff is working with the Riverside County Flood Control staff, emergency staff and others to prepare and clear right-of-way when needed, etc. He reported on new equipment the City is testing to help in emergency situations and also on maps that will identify areas of common flooding. 5. Fire Department Monthly Report Chief Rodriguez was absent so the report was reviewed with no questions for follow up. 6. Police Department Monthly Report Lt. Fellows detailed the months statistics as per the report and discussed the homeless call statistics as they could be determined by the type of call. Chairman August asked for details on how many officers were on duty at any time during the day and night in the City and Lt. Fellows agreed to check and report at the next meeting in a more detailed fashion. Committee member Liesemeyer asked if the City is subsidizing the officers sent to Mt. San Jacinto Community College for coverage there and the St. Fellows stated that was covered from another area and did not impact the City’s on duty deputies. 7. Code Enforcement Monthly Report Director McNie noted that new complaints for the month of September was 46 and detailed some of the more time consuming case work and the status of each. 8. Emergency Services Monthly Report Covered in item 4. 9. Animal Control Monthly Report a. Animal Control Services – Animal Friends of the Valleys Officer Middleton reviewed the September stats as presented to the committee and explained the differences between citations issued in the field and those issued by the office staff for licensing violations, etc. She noted there were 604 calls for service in September. b. Animal Sheltering Services – County of Riverside County Animal Shelter Operations Chief covered the statistics for the shelter and noted there were only 5 free spay or neuters used in the City. She agreed to further advertise the free service. 10. City Manager Comments None. 11. Committee Members Comments Committee Chair August asked the City Manager to consider ways to make the level of service closer to the recommended level and he hoped to confirm what the recommendation is for level of service per 1000 residents. 12.
