DISCUSSION ITEMS 6.1 Fire Department Monthly Report Fire Captain Jason Allan provided the monthly report and significant incidents for the month of September. Fire Marshal Sonya Bu presented the Fire Marshal report and inspections for the month of September. Committee Member Matt Liesemeyer asked Mr. Allan if there were any accidents caused by construction. Mr. Allan responded all major incidents were not related to construction. Committee Chair Greg August asked Ms. Bu if fire sprinklers were required in each room of residential care facilities. Ms. Bu responded it was not normally required. 6.2 Police Department Monthly Report Police Sergeant Dominic Schreiber presented the monthly statistics and cases of interest. Sergeant Shreiber reported on various station activities and events for the month of September. Police Lieutenant Scott Forbes discussed statistics and data for recent crime rates. He emphasized that although many people have been commenting on the increase of crimes, the crimes have in fact dropped Mr. Liesemeyer asked if the crime rate numbers had decreased because of the recent reclassification in crimes. Lieutenant Forbes responded no. Mr. August asked for clarification on the different types of aggravated assault. Lt. Forbes elaborated on what factors would be classified as aggravated assault. Mr. August asked about aggressive pan handling. Lt. Forbes elaborated on scenarios that would be classified as aggressive pan handling. 6.3 Code Enforcement Department Monthly Report. Building Official Colin McNie reported on Code Enforcement citations and events for the month of September. Mr. August inquired about the illegal dumping at the Salvation Army drop off locations. Mr. McNie confirmed the City of Menifee continues to have issues with illegal dumping. Mr. August asked for the zoning information for the golf course. Mr. McNie responded there was multiple zoning for the location. 6.4 Animal Control Monthly Report Public Safety Committee Regular Meeting Minutes Tuesday, October 08, 2019 Page 3 of 4 • Animal Control Services- Animal Friends of the Valley Animal Control Officer J. Bratten provided the Animal Control Services Report for the month of September. • Animal Sheltering Services- County of Riverside Animal Sheltering Services representative Pamela Gates provided the report for the month of September. Mr. Liesemeyer asked about the rumors of budgets for animal shelters being reduced and animals being put down. Ms. Gates stated the rumors were not true and the shelters are continuing to operate. 6.5 Public Works/ Engineering Monthly Report Senior Traffic Engineer Rob Blough provided the monthly report for the month of September and went over the Traffic Signal Projects handout passed out prior to the meeting. Mr. August inquired about speeding taking place at Augusta Drive. Mr. Blough responded he would look into it. Mr. Blough discussed a fatality that occurred at Ethanac Rd that involved a disabled vehicle. 6.6 Community Services Park Ranger Monthly Report Park Ranger Amanda Ingraham provided the monthly report for the month of September. Mr. Liesemeyer asked if the City continues to have complaints about the skate parks. Ms. Ingraham responded the only complaints made were for the enforcement of helmets and elbow pad use when at the skate parks. Mr. August asked about transient persons that required services for mental health. Ms. Ingraham responded that mental health services were offered and provided to any transient persons who were willing to accept. 6.7 School Districts Monthly Report No representatives from the School Districts were present. 7. The first arriving engine reported a single vehicle into a traffic light poll with two critical patients with one being trapped. A cut and rescue response was requested and an additional AMR unit . One patient was pronounced deceased on scene and one patient was transported to a local area hospital in critical condition where that patient was later pronounced deceased. There were no further civilian and or firefighter injuries on this incident. The first arriving engine company reported a large mulch pile on fire with multiple other mulch piles in the area. Firefighters contained the fire to a 30 x 30 pile of mulch and worked with the property owner to spread it out on the property. The mulch pile was turned over to the land owner to use a sprinkler system to keep the mulch from re-igniting. During this period staff attended 10 development related meetings, responded to 179 requests for counter assistance. These do not include responding to multiple requests for field inspection scheduling for projects in process. Plan review turn-around time is currently 8 days and inspections are averaging within 72 hours of requests. Development review of Planning case applications are in some cases currently 5 days ahead of due dates. The Office of the Fire Marshal (OFM) – Menifee Currently staffs Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist (position has now been filled 10/9), Fire Systems Inspector, Fire Permit Technician and an Office Specialist II. Currently the office is conducting inspections, planning cases, DRC, meetings and plan reviews of Residential and Commercial projects. Office of the Fire Marshal (Menifee) is continuing to see an increase in inspections for both residential and commercial projects. Our fire inspector has been busy with various types of inspections including, fire sprinklers for both residential and commercial, fire alarms, hood and duct inspections and under fire lines and water supply inspections. For the month of October we seen an increase in inspections with an additional 125 more inspections. Our plan Reviews have included Bush Fire Kitchen, Fairfield Inn & Suites, Menifee Urgent Care, Atria Senior Living and New Justice Center. We are also reviewing residential additions, second units and accessory dwellings. This past month we have reviewed various Special Event applications including City of Menifee’s fall festival, and Christmas tree lots within the city. New Fairfield Inn & Suites Hotel has now submitted Fire Sprinkler Plans and Fire Alarm Plans and are in the process of review and re-submittals. Artesa community is continuing to move forward quickly and has had numerous inspections to the fire sprinklers and fire alarm systems. The City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of October 1st – October 31st, 2019 32 apartment complex is moving forward on the next phasing of apartments to build. Atria Senior Living has is continuing to work in phases with their large tenant improvement of a replacement of a new fire sprinkler system that was outdated with numerous pinhole leaks, a new fire alarm system with delayed egress and renovation for the new memory care corridor to the existing facility. In between inspections, plan reviews, document retention, scheduling, billing, as well as required reports, Menifee staff has a full workload as do other divisions in this growing community. Office of the Fire Marshal is continuing to work on an annual inspection program. The annual inspection program would be geared to inspect all business within the city limits to sure that fire and life safety requirements are being met. Inspections should be anticipated to being early next year. In addition, we have now a new Fire module in the cities Acela program that will help us document Fire related permits and inspections. The Fire Marshal services provided locally continue to receive positive comments on service delivery and assistance to the public and business community from customers, City staff and the Development community. In contrast to the backdrop of golden open fields and blue mountains, the shattered glass at the makeshift landfill near Garbani and Antelope roads appeared to be making code enforcement officials nervous. “Kids are going to come over here and play,” Amber Kearney, one of Menifee’s four code enforcement officers, said on a Thursday, Oct. 17, tour. “What if they get cut?” Kearney said the pile of assorted and disorganized trash had been around two and a half weeks, and officers planned to work with the property owner to have it removed. The illegal dump underscores a growing problem in the city of 94,000 that officials hope to confront by slapping midnight dumpers with fines as high as $3,000 — and installing surveillance cameras to catch them. The site is just one of many popping up all over the nearly-50- square-mile city in southwest Riverside County. SIGNIFICANT INCIDENTS – OCTOBER 2019 • When most sleep, others dump “Illegal dumping has always been an issue,” Kearney said. “But in recent months we’ve seen an increase in illegal dumping. Instead of having W aste Management pick it up, they just throw it out on a vacant lot.” Most dumping takes place late at night or early in the morning “when most people are sleeping,” she said, adding that often the culprits are looking to avoid paying landfill disposal fees. (Photo by Cindy Yamanaka, The Press- Enterprise/SCNG) SIGNIFICANT INCIDENTS – OCTOBER 2019 They are crafting a local law to establish fines of $1,000 for someone caught dumping the first time, $1,500 for a second offense and $3,000 for a third offense, while empowering code enforcement officers to impound a violator’s vehicle. The measure is expected to be taken up by the Menifee City Council in January or February. The idea, code enforcement officers said, is to make paying a fine much more expensive than taking a load to the landfill. At the same time, the Public Works Department wants to establish a citywide, solar-powered network of cameras to record violations and violators’ license plates. In Kearney’s three years with the city, she said no one has been caught. But she expects that to change. Officers said they also expect that steep fines and modern cameras will deter people from dumping. Problem getting worse Complaints have surged dramatically. Menifee spokesman Ben Gallagher said the city logged 46 reports of illegal dumping from Feb. 1 through Friday, Oct. 18 — up from 26 cases in that period in 2018. Code Enforcement Director Colin McNie said in a news release that, since February, public works employees have hauled off 7,260 cubic yards of couches, mattresses, refrigerators and other household items, as well as construction materials and general garbage, from unauthorized dumps. It’s become such an absorbing issue, Kearney said, that she spends up to eight hours of her workweek addressing it. City officials said Menifee is vulnerable to illegal dumping because, though the city is urbanizing fast, it has vast tracts of undeveloped land and 70 miles of dirt roads. Terrence Wiggins, senior code enforcement officer, said dumping hot spots have long existed. But unsightly piles of trash are showing up in places where they didn’t used to, he said. Garbani Road is one spot where dumping is occurring, code enforcement officers said. Other such places include Valley Boulevard, Barnett Road, McLaughlin Road, Dawson Road, Rouse Road, Case Road and Menifee Road. Not only is the problem widespread, but it snowballs once an illegal dumper takes the initiative. “You can see when one person starts and then another one sees (the mess),” Kearney said. “Then it becomes a free-for-all. Everyone feels like they can dump there.” SIGNIFICANT INCIDENTS – OCTOBER 2019 Punishing the victim? Which is why, said Wiggins, code enforcement officers scramble to get rid of messes as quickly as possible. That involves working with property owners. They are legally responsible for cleanup, officers said, and are subject to $100, $200 or $500 fines — for first, second and third offenses — if they fail to remove trash. Code Enforcement Officer Andrea Montes said she feels bad about that. “It’s like punishing the victim,” she said. And some property owners are victimized repeatedly. “They come out here and it’s like, ‘Again? Who did this?’” Montes said. “They finally clean it up. Then they get hit again and it starts all over.” So code enforcement officers work patiently with landowners, Montes said, and only assess penalties if they refuse to haul away debris. Officers said their goal is to shift the burden from owners to dumpers with the aid of new laws with teeth and cameras.
