REGULAR MEETING (3:00 P.M)
Animal Control Report and Traffic Signal Projects Report were passed out before the meeting.
1. CALL TO ORDER
Committee Chair Greg August called the meeting to order at 3:02 p.m.
2. ROLL CALL
Present were: Committee Chair Greg August, Committee Member Matt Liesemeyer,
Assistant City Manager Jeff Wyman, Committee Secretary Roxy Elliott, Building Official
Colin McNie, Code Enforcement Manager Lionel Martinez, Code Enforcement Officer

Bratten, Animal Sheltering Services Representative Pamela Gates, Senior Traffic
Engineer Rob Blough, Community Services Supervisor Jason Hendrix, Park Ranger

5. APPROVAL OF MEETING MINUTES
5.1 August 13, 2019 Regular Meeting Minutes
The Committee Members approved the minutes unanimously (2-0) with no
changes.

6. DISCUSSION ITEMS
6.1 Fire Department Monthly Report
Fire Captain Jason Allan provided the monthly report and significant incidents for
the month of September.
Fire Marshal Sonya Bu presented the Fire Marshal report and inspections for the
month of September.
Committee Member Matt Liesemeyer asked Mr. Allan if there were any accidents
caused by construction. Mr. Allan responded all major incidents were not related
to construction.
Committee Chair Greg August asked Ms. Bu if fire sprinklers were required in
each room of residential care facilities. Ms. Bu responded it was not normally
required.
6.2 Police Department Monthly Report
Police Sergeant Dominic Schreiber presented the monthly statistics and cases of
interest. Sergeant Shreiber reported on various station activities and events for
the month of September.
Police Lieutenant Scott Forbes discussed statistics and data for recent crime
rates. He emphasized that although many people have been commenting on the
increase of crimes, the crimes have in fact dropped
Mr. Liesemeyer asked if the crime rate numbers had decreased because of the
recent reclassification in crimes. Lieutenant Forbes responded no.
Mr. August asked for clarification on the different types of aggravated assault. Lt.
Forbes elaborated on what factors would be classified as aggravated assault.
Mr. August asked about aggressive pan handling. Lt. Forbes elaborated on
scenarios that would be classified as aggressive pan handling.
6.3 Code Enforcement Department Monthly Report.
Building Official Colin McNie reported on Code Enforcement citations and events
for the month of September.
Mr. August inquired about the illegal dumping at the Salvation Army drop off
locations. Mr. McNie confirmed the City of Menifee continues to have issues with
illegal dumping.
Mr. August asked for the zoning information for the golf course. Mr. McNie
responded there was multiple zoning for the location.

• Animal Control Services- Animal Friends of the Valley
Animal Control Officer J. Bratten provided the Animal Control Services
Report for the month of September.
• Animal Sheltering Services- County of Riverside
Animal Sheltering Services representative Pamela Gates provided the
report for the month of September.
Mr. Liesemeyer asked about the rumors of budgets for animal shelters
being reduced and animals being put down. Ms. Gates stated the rumors
were not true and the shelters are continuing to operate.
6.5 Public Works/ Engineering Monthly Report
Senior Traffic Engineer Rob Blough provided the monthly report for the month of
September and went over the Traffic Signal Projects handout passed out prior to
the meeting.
Mr. August inquired about speeding taking place at Augusta Drive. Mr. Blough
responded he would look into it.
Mr. Blough discussed a fatality that occurred at Ethanac Rd that involved a
disabled vehicle.
6.6 Community Services Park Ranger Monthly Report
Park Ranger Amanda Ingraham provided the monthly report for the month of
September.
Mr. Liesemeyer asked if the City continues to have complaints about the skate
parks. Ms. Ingraham responded the only complaints made were for the
enforcement of helmets and elbow pad use when at the skate parks.
Mr. August asked about transient persons that required services for mental
health. Ms. Ingraham responded that mental health services were offered and
provided to any transient persons who were willing to accept.
6.7 School Districts Monthly Report
No representatives from the School Districts were present.

8. COMMITTEE REPORTS/COMMENTS ON COMMITTEE ACTIVITIES
Mr. Leisemeyer commented on crossing guard vacancies for the Menifee School District
not being filled and its adverse effects on the City of Menifee.
9. ADJOURNMENT
Committee Chair August adjourned the meeting at 3:50 PM.
