DISCUSSION ITEMS Code Enforcement Officer Andrea Montez joined the meeting at 3:03 p.m. 6.1 Fire Department Monthly Report Fire Captain Scott Philippbar provided the monthly report and significant incidents for the month of July. Public Safety Committee Regular Meeting Minutes Tuesday, August 13, 2019 Page 2 of 3 Committee Chair Greg August asked about a fire that took place at a residence near Murrieta Road and Sun City Boulevard. Fire Captain Philippbar provided information on the fire that took place. 6.2 Police Department Monthly Report Police Lieutenant Scott Forbes presented the monthly statistics and cases of interest. Lieutenant Forbes reported on various station activities and events for the month of July. 6.3 Code Enforcement Department Monthly Report. Code Enforcement Officer Amber Kearney provided the report for July. Code Enforcement Manager Lionel Martinez introduced Andrea Montez as a new Code Enforcement Officer for the City of Menifee. Committee Chair August discussed sewer disintegration in Sun City and suggested a process be implemented in order to assist residents in fixing the issues quickly and efficiently. 6.4 Animal Control Monthly Report Building Official Colin McNie joined the meeting at 3:33 p.m..  Animal Control Services- Animal Friends Of The Valley Animal Control Officer J. Bratten distributed the July report and presented it to the committee. Committee Member Matt Liesemeyer asked for any reports on major incidents. Ms. Bratten reported on animal deaths due to animal traps that were not maintained. Committee Chair August asked if coyotes were still an unresolved issue. Ms. Bratten reported on the issues with coyotes and advised on how to resolve the issue. Committee Chair August and Ms. Bratten discussed having another seminar for coyotes. Building Official Colin McNie discussed the possibility of the City of Menifee increasing licensing rates for pets that are being used to breed. Committee Member Liesemeyer suggested the item be brought to City Council for discussion.  Animal Sheltering Services- County of Riverside Public Safety Committee Regular Meeting Minutes Tuesday, August 13, 2019 Page 3 of 3 Animal Sheltering Services Representative Pamela Gates provided the monthly report for July. Ms. Gates reported on increased adoption rates and programs. 6.5 Public Works/ Engineering Monthly Report Senior Traffic Engineer Johnathon Smith reported on the speed traffic survey throughout the City of Menifee and the citywide signal interconnect. Traffic Engineer Rob Blough provided the monthly report for July. Committee Chair August asked if cameras were going to be added to traffic signals in the future. Mr. Smith responded it was being discussed between Menifee Police Department and the traffic engineers. Committee Member Liesemeyer inquired about changing speed limits to school zone speed limits near the charter schools. Mr. Blough discussed the legal requirements for school zones and discussed ways they would improve safety for pedestrians walking to and from school. 6.6 Community Services Park Ranger Monthly Report Park Ranger Amanda Ingram provided the Park Ranger monthly report for July. Ms. Ingram reported on the Skate Park and events. 6.7 School Districts Monthly Report No representatives from the School Districts were present. 7. STAFF COMMENTS Police Chief Pat Walsh discussed ongoing recruitments for Menifee Police Department and announced the dispatching agreement with Murrieta Police Department would be brought to Murrieta’s City Council meeting Tuesday, August 20, 2019. City Manager Armando Villa reported on the Menifee Police Department Building renovations and status. 8. COMMITTEE REPORTS/COMMENTS ON COMMITTEE ACTIVITIES Committee Member Liesemeyer discussed issues with parents parking close to intersections and blocking visibility at elementary schools. Mr. Blough responded he would look into it and follow up. 9. DISCUSSION ITEMS 6.1 Fire Department Monthly Report Fire Captain Scott Philippbar provided the monthly report and significant incidents for the month of August. Committee Member Lesa Sobek asked for information regarding a mobile home fire. Fire Captain Scott Philippbar stated it was still under investigation. Ms. Sobek asked how a Murrieta fire started. Fire Captain Philipbar stated he believed it was lightning. Building Official Colin McNie provided clarification on the situation. Committee Chair Greg August inquired about a fire in Sun City. Fire Captain Philipbar stated he was not on duty at the time it took place. Ms. Sobek and Fire Captain Philipbar discussed the increase in calls within the Ralph’s shopping center. Mr. McNie replied that the shopping center is under new management and suggested that could be contributing to the increase. 6.2 Police Department Monthly Report Police Sergeant Dominic Schreiber presented the monthly statistics and cases of interest. Sergeant Shreiber reported on various station activities and events for the month of August. Committee Chair August and Sergeant Schreiber discussed the amount of time police stations keep arrested individuals. Ms. Sobek commented on the increased number of homeless camps beneath the concrete bridge behind Santa Rosa Academy. Sergeant Schreiber suggested more work be done to buckle down gates to the openings below the bridge and to get tighter security. 6.3 Code Enforcement Department Monthly Report. Building Official Colin McNie provided the report for August. Mr. McNie introduced the plan for new weed abatement program to go into effect next year after funding is received this November. Mr. McNie reported on the rising number of marijuana houses and Code Enforcement’s efforts in reducing marijuana addiction. Mr. McNie discussed Code Enforcement’s collaboration with Animal Friends of the Valley to increase spaying and neutering. Assistant City Manager Jeff Wyman asked Mr. McNie if the City is allowed to seize homes. Mr. McNie discusses current approach of turning power and electricity off. 6.4 Animal Control Monthly Report Animal Control Officer J. Bratten provided the Animal Control Services Report for the Month of August. Ms. Bratten informed committee of rising complaints of coyote sightings and reported on ways to reduce Coyote sightings. 6.5 Public Works/ Engineering Monthly Report Senior Traffic Engineer Rob Blough provided the monthly report for the month of August. Public Safety Committee Regular Meeting Minutes Tuesday, August 13, 2019 Page 3 of 3 Mr. Blough discussed early morning traffic congestion issues and concerns near Menifee Valley Middle School and mentioned that the school is considering options to alleviate the problem. Mr. Blough added that City Staff would be meeting with the School District to help resolve issue. Ms. Sobek asks if there will be officers helping guide traffic while new changes are made or if flashing stop signs will be used instead. Mr. Blough responded the City was considering flashing signs and are analyzing the costs. 6.6 Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix provided the Park Ranger monthly report for the month of August and added that there has been an increase in transient contact in the last month. Mr. Hendrix commented that SWAG (Social Worker Action Group) is collaborating with the City of Wildomar to come up with a solution and to split costs. Ms. Sobek asked why there has been an increase in transients. Mr. Hendrix responded the issue was affecting surrounding cities as well and anticipated the numbers would decrease in the next month. 6.7 School Districts Monthly Report No representatives from the School Districts were present. 7. The first arriving engine company reported heavy smoke and fire coming from the garage of the single family dwelling. Upon arrival firefighters found four victims outside of the structure. Firefighters quickly deployed a coordinated fire attack and searched for any additional occupants within the structure. The fire was contained to the garage with a small amount of damage to one bedroom. Firefighter Paramedics treated two victims for minor smoke inhalation and a third victim for a medical related complaint. All three victims were transported by AMR to a local area hospital. Red Cross was called to assist with three adult males, three adult females, and two children that were displaced from the residence. There were no firefighter injuries reported during the incident. Phone and Email ACM Jeff Wyman, Colin McNie   City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  September 1st – September 30th, 2019      October 1, 2019       During the 21 available business days in September the personnel  assigned to the Menifee Office of the Fire Marshal conducted 204 field  inspections and completed 73 individual plan reviews. During this  period staff attended 13 development related meetings, responded to  128 requests for counter assistance. These do not include responding  to multiple requests for field inspection scheduling for projects in  process.    Plan review turn‐around time is currently 10 days and inspections are  averaging within 72 hours of requests. Development review of Planning  case applications are in some cases currently 5 days ahead of due  dates.    Revenue collected for plan reviews, inspections and planning  application reviews are as follows:     September 2‐6     $18,445.92  September 9‐13   $7,327.84  September 16‐20  $6306.64  September 23‐27  $8,717.84  September 30th   $2462.36    Total Revenue    $43,260.60 (September)    ** These numbers were provided by Fire permit counter staff and come  from the Acela Permit tracking program utilized for this purpose. Totals    City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  September 1st – September 30th, 2019      may not reflect any permit fees collected on the 31st end of business  day.    The Office of the Fire Marshal (OFM) – Menifee Currently staffs  Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist  (Vacant), Fire Systems Inspector, Fire Permit Technician and an Office  Specialist II. Currently the office is conducting inspections, planning  cases, DRC, meetings and plan reviews of Residential and Commercial  projects.     Office of the Fire Marshal (Menifee) is continuing to see an increase in  inspections for both residential and commercial projects. Our fire  inspector has been busy with various types of inspections including, fire  sprinklers for both residential and commercial, fire alarms, hood and  duct inspections and under fire lines and water supply inspections.    Our plan Reviews have included Bush Fire Kitchen, Fairfield Inn &  Suites, Mc Donald’s TI and New Justice Center. We are also reviewing  residential additions, second units and accessory dwellings. This past  month we have seen numerous State request for residential care  facilities and a large Family Daycare.       New Fairfield Inn & Suites Hotel is continuing to have inspections and  Fire Sprinkler plans have been submitted and reviewed.  Artesa  community has continued to move forward quickly and has had  sprinkler and fire alarm wiring inspection on 3 of the units including the  club house. The 32 apartment complex is moving forward on the next  phasing of apartments to build.   Atria Senior Living has started major  tenant improvements to the existing facility and include the    City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  September 1st – September 30th, 2019      replacement of a new fire sprinkler system that previously had  numerous pinhole leaks to the old and outdated system.     Rancho Family Medical Group is currently making progress of a large  Tenant Improvement project. New fire sprinklers have installed in an  older building we had conducted an alarm pre wire inspection and  looking forward to them tying into the underground water to serve the  building and sprinkler system.     In between inspections, plan reviews, document retention, scheduling,  billing, as well as required reports, Menifee staff has a full workload as  do other divisions in this growing community. Office of the Fire Marshal  is continuing to work on an annual inspection program.  The annual  inspection program would be geared to inspect all business within the  city limits to sure that fire and life safety requirements are being met.  Inspections should be anticipated to being early next year. In addition,  we have now a new Fire module in the cities Acela program that will  help us document Fire related permits and inspections.     The Fire Marshal services provided locally continue to receive positive  comments on service delivery and assistance to the public and business  community from customers, City staff and the Development  community.    Respectfully Submitted,    Sonya Bu  Fire Marshal  Riverside County OFM (Menifee)  MENIFEE POLICE DEPARTMENT Riverside County Sheriff’s Department Chad Bianco, Sheriff Disclaimer: UCR Part 1 crimes for 2019 are preliminary and have NOT been published by the FBI as of this report. Menifee Public Safety Report - October 2019 During the month of August 2019, the Menifee Police Department generated 4,322 calls for ser- vice. During the month of August 2019, there were 159 Part 1 crimes reported in the City of Me- nifee (UCR data). A three month comparison is provided below: During the month of August 2019, the Menifee Police Department made 7 public intoxication arrests, generated 384 traffic citations, made 6 DUI arrests and took 35 traffic collision reports (this does not include traffic collisions in which no report was written). Working jointly with the Crime Prevention Officer and Park Rangers they are making contact with homeless in the city and assisting them with getting vital documents, housing vouchers, medical assistance, shelter, etc. They continue to case manage many of the chronically homeless in the area by seeking Menifee Public Safety Report - Park Rangers Park Ranger Career Day The Menifee Park Rangers were invited to participate at career day at the Santa Rosa Academy. The Rangers shared with students about the variety of career paths in the field of natural resource preservation and protection. The Ranger booth was visited by many students who are interested in nature and how to make a full time job of exploring the outdoors. The Rangers spoke with the students about helpful courses of study and degrees that will be helpful to aquiring a job in this field. On display were a full complement of the interpretive items the Rangers use to teach about local wildlife and promote stewardship of the lands, resources and areas of historical significance. Public Safety Committee Meeting Meeting Date: 10/8/19 PUBLIC WORKS / ENGINEERING UPDATE: 1. Newport/Antelope and Antelope/Stillwater traffic signal modification and re - striping on Antelope tentatively scheduled for Oct. 19 night work. This plan will split phasing north south at Newport/Antelope and will include triple northbound lefts, double southbound rights (with arrow) and split phasing traffic signal operation at Antelope/Stillwater. 2. Installed new striping on Camino Cristal to improve safety along curves. 3. All-way stop was installed at Lazy Creek/Oakbridge. 4. WB left turn pocket on Newport at Haun will be extended by contract striper tentatively scheduled on Oct. 19. This should help improve safety issues that citizens have been concerned with. 5. Installed No Stopping Zone on Town Center Drive south of La Piedra due to safety issues with student drop-off and pick-up. 6. Reviewed traffic control plan for large construction project adjacent to EMWD on Murrieta Road. Traffic lanes will be shifted during 2 months of construction. 7. New red curb, signage, and striping were installed at Mesa View Elementary School to improve safety. Staff met with Principal and School Administration to address all their safety concerns. 8. Installed No Stopping and red curb at Boulder Ridge Elementary School after meeting with Principal and School Administration to improve safety for kids on Junipero. 9. Installed new school signage and speed limits on La Piedra near Santa Rosa and Evans Ranch Schools. 10. Menifee Valley Middle School nighttime construction on Garbani to install infrastructure in middle of street. Work may take up to 2 months. 11. Will be installing No Stopping Zone on east side of Menifee Road adjacent to Freedom Crest Elementary School to help prevent vehicles from double parking on Menifee Road. 12. Reviewed traffic issues surrounding the new Taawila Elementary School. Staff will be scheduling a meeting with school district and will develop a plan to address traffic safety issues. 13. New striping completed in Quail Valley neighborhoods after slurry project. Crosswalks and school signage were enhanced and one-way streets were enhanced with striping and new signs. 14. Menifee/Matthews turn restrictions to improve safety are being scheduled by Public Works for installation this month. 15. Goetz/Audie Murphy South traffic signal modifications completed. Developer to slurry Audie Murphy South and lane striping on east leg will be modified at that time. 16. School zone on Newport between Bradley and Winterhawk will be installed in next 4 weeks.
