Committee Chair Greg August called the meeting to order at 3:10 p.m.

The Committee Members approved the minutes unanimously (2-0) with no
changes.

Code Enforcement Officer Andrea Montez joined the meeting at 3:03 p.m.
6.1 Fire Department Monthly Report
Fire Captain Scott Philippbar provided the monthly report and significant
incidents for the month of July.

Committee Chair Greg August asked about a fire that took place at a residence
near Murrieta Road and Sun City Boulevard. Fire Captain Philippbar provided
information on the fire that took place.
6.2 Police Department Monthly Report
Police Lieutenant Scott Forbes presented the monthly statistics and cases of
interest. Lieutenant Forbes reported on various station activities and events for
the month of July.
6.3 Code Enforcement Department Monthly Report.
Code Enforcement Officer Amber Kearney provided the report for July.
Code Enforcement Manager Lionel Martinez introduced Andrea Montez as a new
Code Enforcement Officer for the City of Menifee.
Committee Chair August discussed sewer disintegration in Sun City and
suggested a process be implemented in order to assist residents in fixing the
issues quickly and efficiently.
6.4 Animal Control Monthly Report
Building Official Colin McNie joined the meeting at 3:33 p.m..
Animal Control Services- Animal Friends Of The Valley
Animal Control Officer J. Bratten distributed the July report and presented
it to the committee.
Committee Member Matt Liesemeyer asked for any reports on major
incidents.
Ms. Bratten reported on animal deaths due to animal traps that were not
maintained.
Committee Chair August asked if coyotes were still an unresolved issue.
Ms. Bratten reported on the issues with coyotes and advised on how to
resolve the issue. Committee Chair August and Ms. Bratten discussed
having another seminar for coyotes.
Building Official Colin McNie discussed the possibility of the City of
Menifee increasing licensing rates for pets that are being used to breed.
Committee Member Liesemeyer suggested the item be brought to City
Council for discussion.

Animal Sheltering Services Representative Pamela Gates provided the
monthly report for July. Ms. Gates reported on increased adoption rates
and programs.
6.5 Public Works/ Engineering Monthly Report
Senior Traffic Engineer Johnathon Smith reported on the speed traffic survey
throughout the City of Menifee and the citywide signal interconnect.
Traffic Engineer Rob Blough provided the monthly report for July.
Committee Chair August asked if cameras were going to be added to traffic
signals in the future. Mr. Smith responded it was being discussed between
Menifee Police Department and the traffic engineers.
Committee Member Liesemeyer inquired about changing speed limits to school
zone speed limits near the charter schools. Mr. Blough discussed the legal
requirements for school zones and discussed ways they would improve safety for
pedestrians walking to and from school.
6.6 Community Services Park Ranger Monthly Report
Park Ranger Amanda Ingram provided the Park Ranger monthly report for July.
Ms. Ingram reported on the Skate Park and events.
6.7 School Districts Monthly Report
No representatives from the School Districts were present.
7. STAFF COMMENTS
Police Chief Pat Walsh discussed ongoing recruitments for Menifee Police Department
and announced the dispatching agreement with Murrieta Police Department would be
brought to Murrieta’s City Council meeting Tuesday, August 20, 2019.
City Manager Armando Villa reported on the Menifee Police Department Building
renovations and status.
8. COMMITTEE REPORTS/COMMENTS ON COMMITTEE ACTIVITIES
Committee Member Liesemeyer discussed issues with parents parking close to
intersections and blocking visibility at elementary schools. Mr. Blough responded he
would look into it and follow up.

4. STATION ACTIVITIES AND EVENTS:
School and Education Event Programs:
• Station 7 conducted an adult education program with a total of 25 contacts.
• Station 68 conducted a school education program for 100 contacts.
Station Tours:
• Station 7 conducted 1 station tour that had a total of 7 public contacts.
• Station 76 conducted a station tour that had a total of 15 public contacts.
Other Events:
• City Fire Units participated in the National Night out events at Lazy Creek Park, Palmilla Community, and Audie
Murphy Sports Park.
• Engine 7 participated in an Emergency Preparedness Presentation at the Club in Sun City.
• Engine 68 attended the dedication ceremony of the new educational facility at Paloma Valley High School.

During the 22 available business days in June the personnel assigned to
the Menifee Office of the Fire Marshal conducted 270 field inspections
and completed 28 individual plan reviews. During this period staff
attended 18 development related meetings, responded to 129 requests
for counter assistance. These do not include responding to multiple
requests for field inspection scheduling for projects in process.
Plan review turn-around time is currently 10 days and inspections are
averaging within 72 hours of requests. Development review of Planning
case applications are in some cases currently 9 days ahead of due
dates.
Revenue collected for plan reviews, inspections and planning
application reviews are as follows:
August 1-2 $3,593.76
August 5-9 $6,822.16
August 12-16 $24,572.44
August 19-23 $8,007.36
August 26-30 $8,772.04

** These numbers were provided by Fire permit counter staff and come
from the Acela Permit tracking program utilized for this purpose. Totals

The Office of the Fire Marshal (OFM) – Menifee Currently staffs
Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist
(Vacant), Fire Systems Inspector, Fire Permit Technician and an Office
Specialist II. Currently the office is conducting inspections, planning
cases, DRC, meetings and plan reviews of Residential and Commercial
projects.
Office of the Fire Marshal (Menifee) is continuing to see an increase in
inspections for both residential and commercial projects. Our fire
inspector has been busy with various types of inspections including, fire
sprinklers for both residential and commercial, fire alarms, hood and
duct inspections and under fire lines and water supply inspections.
Our plan Reviews have included Champion Self Storage, Fairfield Inn &
Suites, Krikorian Shell Building –Pad 3, Atria sprinkler renovation,
Rancho Family Medical Group and Well Quest Living. We are also
reviewing residential additions, second units and accessory dwellings.
New Fairfield Inn & Suites Hotel recently had an inspection to tie into
EMWD water to have a live fire supply of water to on site. Artesa
community is now tied into a permeant water source and has recently
removed all above ground temporary water. The 32 apartment complex
now has live fire hydrants and is moving forward on the next phasing of
apartments to build. Atria Senior Living has started major tenant
improvements to the existing facility and include the replacement of a
new entire fire sprinkler system that had previously numerous pinhole
leaks to the old and outdated system.

Rancho Family Medical Group is currently making progress of a large
Tenant Improvement project. New fire sprinklers have installed in an
older building and are working on installing the underground system to
feed the new sprinkler system.
We have recently seen an increase in the amount of request for
residential care facilities and daycare facilities within the city. We are
inspecting and re-inspecting them to ensure compliance and t o grant
Fire clearance to the licensing agencies as requested.
In between inspections, plan reviews, document retention, scheduling,
billing, as well as required reports, Menifee staff has a full workload as
do other divisions in this growing community. Office of the Fire Marshal
is working on an annual inspection program. The annual inspection
program would be geared to inspect all business within the city limits to
sure that fire and life safety requirements are being met. Inspections
should be anticipated to being early next year.
With the high request on inspections the OFM office is Inspection
request are currently around 4 days in advance. Plan review check time
is currently 10 days.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to the public and business
community from customers, City staff and the Development
community.

CAL FIRE/Riverside County Firefighters responded to a reported structure fire at 28641 Amersfoot Way in the
City of Menifee . The first arriving engine company reported heavy smoke and fire from the front of a single story
residence. Firefighters made an aggressive interior attack on the fire while simultaneously conducting a search for
victims. One civilian was pulled from a back bedroom window by neighbors prior to our arrival. The patient was
treated at the scene and transported to Menifee Valley with smoke inhalation injuries. Utilities have been
disconnected

CAL FIRE/Riverside County Firefighters responded to multiple reports of a residential structure fire at the Hillside Mobile Home
Park space 230 in the City of Menifee. I arrived on scene to find a double wide mobile home fully involved. The fire was held to the
structure of origin. No other property was damaged. Red cross was called to the scene to help one person displaced form the fire.
Animal control removed one deceased cat.

CAL FIRE/Riverside County Firefighters responded to a reported commercial fire at Wolfees donut shop, 29101 Newport RD in the City of Menifee. The first
arriving truck company reported light smoke from the front of the business. Firefighters activated the commercial extinguishment system and supplemented
the fire suppression with additional extinguishers. The fire was held to the kitchen area with smoke and extinguishing agent damage to the business. Edison
removed the breaker for the affected business and the gas was shut off. All adjacent businesses were not affected and are open for business. County Health
has been advised and will respond on Monday .

Menifee Public Safety Report - September 2019
During the month of July 2019, the Menifee Police Department generated 4,068 calls for service.
During the month of July 2019, there were 160 Part 1 crimes reported in the City of Menifee
(UCR data). A three month comparison is provided below:
During the month of July 2019, the Menifee Police Department made 6 public intoxication
arrests, generated 291 traffic citations, made 3 DUI arrests and took 24 traffic collision
reports (this does not include traffic collisions in which no report was written). A three month

Code Staff obtained their Safety Assessment Program certification at CALBO Education Week. This is an essential certification to have for when a disaster occurs. Attended a meeting with Chief Middleton from Animal Friends of the Valley to discuss and prepare future changes and improvements to our current Animal Control Ordinance.
SIGNIFICANT INCIDENTS – AUGUST 2019 In favor of our Signage Enforcement Program, Code Enforcement Officer Donna Burks has joined forces with Union 76’ Gas Station on McCall Blvd to voluntarily remove their dilapidated pole sign.
SIGNIFICANT INCIDENTS – AUGUST 2019 Code Enforcement received reports that individuals were living inside of a church located in the Romoland area. Officer Wiggins is working in conjunction with the Church’s owner to bring them into compliance.
SIGNIFICANT INCIDENTS – AUGUST 2019 Officer Montes and Officer Kearney assisted in a traffic collision call. As shown in the photo, there was major damage to the bedroom wall, however the structural integrity of the home was not impaired.

PUBLIC WORKS / ENGINEERING UPDATE:
1. Menifee Valley Middle School considering options to change their access to
improve safety and traffic flow. City Staff has observed the traffic flow and will be
meeting with the district to go over their options.
2. Menifee/Matthews turn restrictions to improve safety are being scheduled by
Public Works for installation.
3. Goetz/AMR traffic signal modifications to be completed within 2 weeks.
4. Rockport/Bristol Gate intersection sight distance evaluation.
5. Work order to install a school zone on Newport between Bradley and
Winterhawk.
6. Briggs/McLaughlin intersection improvements being studied by County/City to
improve traffic flow and pedestrian safety.
7. Traffic signals under construction at Murrieta/Park City, McCall/Oakhurst-
Hospital, and McCall/Antelope.
8. Traffic Signal Interconnect Project is out to bid for east side of city. Waiting for

Skate Park Operations
Social Worker Action Group (SWAG) continues working within the City of Menifee
every Thursday and Friday. Working jointly with the Crime Prevention Officer and Park
Rangers they are making contact with homeless in the city and assisting them with
getting vital documents, housing vouchers, medical assistance, shelter, etc. They
continue to case manage many of the chronically homeless in the area by seeking

Expedited Homeless Services
As we have come to expect SWAG and our homeless outreach partners continue
to make strides in navigating the complex network of homeless services to help
those who are willing to take the step towards recovery. This month we had a
great example of how SWAG's wrap around approach keeps people from falling
through the cracks. The outreach team identified a new client named Daniel
while checking on local shopping centers and businesses. They immediately
went to work to help him through the complexity of entering detox and
transitioning to a short term recovery program. For those attempting this on
their own the process can be daunting and is full of potential downfalls. With
SWAG's help he was able to complete detox and move directly into a transitional
supportive housing unit, all within three weeks. Our team is very hopeful of
Daniels continued success.

Park Ranger Campfire Program
The Park Rangers have been hosting campfire talks and sharing s'mores at Spirit
Park. The Ranger Campfire Program was created as a way for Park Rangers to
share some outdoor interpretive programing while interacting with the
community at our local parks. Two campfire talks were given in August covering
the topics of attracting wild bird and a special visit from LLL Reptile. Children
participating in the interpretive talks made bird feeders and got to see a variety
of reptiles. The community turn out was great for this summer series and it has
been well reviewed. This event has had such great success that it will continue
into the Fall and Winter with future dates to be announced.
Menifee Public Safety Report - Park Rangers
BMX Ride
The City of Menifee opened up the AMR Skatepark for a free day of BMX
riding to show our support for the BMX riders and to help promote our bike
only sessions. The Park Rangers are looking for ways to work with riders and
businesses in the industry to highlight our premier facility and to promote
safety and alternative sports to youth. Gail Webb lent a hand to promote this
event and provide some swag to give to participants. We hope to keep
working to have fun events that will help make us the best park in the area.
