Menifee Police Chief Pat Walsh discussed upcoming interviews, car purchases, and
negotiations between Menifee and Murrieta Police Department dispatching services in reference
to the new Menifee Police Department.

6.2 Police Department Monthly Report
Police Sergeant Dominic Schreiber presented the monthly statistics and cases of
interest. Sergeant Schreiber reported on various station activities and events for
the month of June.
6.3 Code Enforcement Department Monthly Report.
Code Enforcement Officer Amber Kearney distributed the June report and
presented it to the committee.
6.4 Animal Control Monthly Report
Animal Control Services- Animal Friends Of The Valley
No representative from Animal Control Services was present.
Animal Sheltering Services- County of Riverside
No representative from Animal Sheltering Services was present.
6.5 Public Works/ Engineering Monthly Report
Traffic Engineer Rob Blough provided the monthly report for June.
Committee Member Liesemeyer asked for an update for the Lazy Creek stop
sign.
Mr. Blough responded he would look into it and come back to the next meeting
with more information.
6.6 Community Services Park Ranger Monthly Report
Park Ranger Amanda Ingram provided the Park Ranger monthly report for June.
Ms. Ingram reported on SWAG (Social Worker Action Group) rehousing
numbers.

Statistics for the Period of
July 1st thru July 31st, 2019

During the 23 available business days in June the personnel assigned to
the Menifee Office of the Fire Marshal conducted 275 field inspections
and completed 53 individual plan reviews. During this period staff
attended 10 development related meetings, responded to requests for
counter assistance. These do not include responding to multiple
requests for field inspection scheduling for projects in process.
Plan review turn-around time is currently 10 days and inspections are
averaging within 72 hours of requests. Development review of Planning
case applications are in some cases currently 7 days ahead of due
dates.
Revenue collected for plan reviews, inspections and planning
application reviews are as follows:
July 1-5 $15,471.28
July 8-12 $19,183.48
July 15-19 $7061.96
July 22-26 $12858.48
July 29-31 $4,046
Total Revenue $58,621.20 (July 2019)
** These numbers were provided by Fire permit counter staff and come
from the Acela Permit tracking program utilized for this purpose. Totals
may not reflect any permit fees collected on the 31st end of business
day.

Statistics for the Period of

The Office of the Fire Marshal (OFM) – Menifee Currently staffs
Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist
(Vacant), Fire Systems Inspector (NEW), Fire Permit Technician and an
Office Specialist II (NEW). Currently the office is conducting inspections,
planning cases, DRC, meetings and plan reviews of Residential and
Commercial projects.
The Office of the Fire Marshal (OFM) - Menifee has currently filled the
Fire Systems Inspector position that was budgeted for the 19/20 fiscal
year along with the Office Specialist II position. Both Fire Systems
Inspector and the Office Specialist II have been a tremendous asset to
the City facilitating great customer service. We have seen our
inspection request increase almost double since our additional staff
therefore able to accommodate for more residential and commercial
inspections.
Our plan Reviews have included Residential, Commercial and Planning
Case Developments. We are still continuing to work with the Artesa
project development with 32 buildings that are 2-3 stories high and
include a club house. Sprinkler systems and a permanent underground
fire line are currently in the process in moving forward to soon have
models ready for the project.
We have started the permitting process and release for underground
fire water line for the New Fairfield Inn & Suites Hotel. Atria Senior
Living has started major tenant improvements to the existing facility
and include the replacement of a new entire fire sprinkler system that
had previously numerous pinhole leaks to the old and outdated system.

Kirkorian Shell Building for pad 3 has been approved by fire. Rancho
Family Medical Group is currently in the process of a large Tenant
Improvement project. New fire sprinklers are being installed in an older
building and has had to retrofit the building to comply with the code
requirements. A new fire line is also being installed to serve the
buildings sprinkler system. In addition, the building will also have fire
alarm system being installed. We have been working diligently on this
project to ensure all fire and life safety requirements are being met.
Newly Open Business include Mountain Mike’s Pizza.
Other developments that have recently had Fire Department approvals
are the Krikorian Shell building pad 3, Arco Gas Station, Fairfield Inn &
Suite, Impact Church, Menifee Urgent Care, Well Quest Living and
Ranch Self- Storage.
In between inspections, plan reviews, document retention, scheduling,
billing, as well as required reports, Menifee staff has a full workload as
do other divisions in this growing community. We have been
experiencing a high number of tract home inspections, new commercial
project and anticipate even more in the upcoming months. Inspection
request are currently around 4 days in advance. Plan review check time
is currently 10 days.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to the public and business
community from customers, City staff and the Development
community.

CAL FIRE/ Riverside County Fire responded to a reported vegetation fire in the area of Domenigoni Pkwy and Lindenberger Rd. in
the City of Menifee. The first arriving Truck Company reported approx. 2 acres with the winds picking up and immediately ordered
additional resources. The fire was contained to 21.5 acres and all hazard trees were eliminated by fire crews on scene. There was
no damage to nearby structures that were threatened due to quick actions of fire crews. There were no injuries of civilians or fire
personnel reported.

During the month of June 2019, there were 169 Part 1 crimes reported in the City of Menifee

Public Safety Committee Meeting

PUBLIC WORKS / ENGINEERING UPDATE:
1. No parking installed on east side of Bradley at several driveways near
Powerhouse Gym to improve sight distance.
2. Newport/Winterhawk traffic signal operations were modified to provide for
advance walk for pedestrians which will improve safety.
3. Work order to install all-way stop at Lazy Creek/Oakbridge was submitted to
Public Works and is being coordinated for installation ASAP.
4. Scott/Leon intersection coordination with County for road and traffic signal
improvements as part of Liberty High School improvements.
5. EMWD construction on Murrieta just north of Salt Creek expected in the near
future. Project is expected to take over 2 months.
6. RFP for design of Scott Road widening between Wildomar and I-215 is in scope
and fee negotiations.
7. Traffic Signals under construction at Murrieta/Park City and McCall/Oakhurst-
Hospital.
8. Quail Valley area slurry project under construction. Enhanced striping and signs
will be included to improve safety.
9. RFP Menifee Lakes community for slurry was awarded at Council meeting on
8/7/19.
10. Encanto Drive neighborhood south of Ethanac and east of Encanto Drive street
overlay construction complete.
11. Sidewalk improvements out to bid on south side of Newport between Murrieta
and Santa Rosalia and on south side of McCall between Woodside and Junipero.
12. Garbani sewer construction adjacent to Menifee Valley Middle School is in the
near future and expected to take several weeks. To avoid school traffic and
pedestrian safety issues, City requesting night work.

Menifee Public Safety Report - Park Rangers
Park Ranger Campfire Program
The Park Rangers have been hosting campfire talks and sharing s'mores at Spirit
Park. The Ranger Campfire Program was created as a way for Park Rangers to
share some outdoor interpretive programing while interacting with the
community at our local parks. Two campfire talks were given in July covering
the topics of local geology and animal tracking. Children participating in the
interpretive talks were given specimens to take home and Rangers invited local
experts to share as well. The community turn out has been fantastic and we are
looking forward to hosting two more events on August 8th & 22nd.
Scooter Ride at AMR Skate Park
The Community Services department teamed up with a local professional
scooter rider Chandler Dunn to put on a exhibition and ride day for the scooter
community. Despite the high heat over 50 participants came from all over
Southern California to watch Chandler as he showed his high flying skills.
Afterwards he shared on the importance of rider safety and wearing the proper
safety equipment while riding and promoted the sport as a healthy an positive
outdoor activity. Chandler was able to work his sponsors to donate a new
scooter and several helmets to some lucky Menifee youth.
