Police Sergeant John Burke provided the monthly statistics and cases of interest.
Sergeant Burke reported on various station activities and events for the month of
May.

Committee Member Lesa Sobek asked Sergeant Burke to discuss the fatal traffic
collisions that occurred in the City of Menifee.
Sergeant Burkes reported on the fatal traffic collisions.
6.3 Code Enforcement Department Monthly Report
Code Enforcement Officer Amber Kearney came into the meeting at 3:14 P.M.
Code Enforcement Manager Lionel Martinez introduced Senior Code
Enforcement Officer Terrence Wiggins.
Code Enforcement Officer Amber Kearney provided the monthly report for May.
Committee Member Sobek asked Ms. Kearney to explain the weed abatement
process.
Ms. Kearney explained the weed abatement process.
Committee Member Matt Liesemeyer asked what type of parking citations are
given by the City of Menifee Code Enforcement Department.
Ms. Kearney listed the parking citations cited by Code Enforcement.
6.1 Fire Department Monthly Report
Fire Division Chief Kirk Barnett came into the meeting at 3:23 P.M.
Fire Division Chief Kirk Barnett provided the monthly Fire report and reported on
major incidents and events.
Committee Member Liesemeyer inquired about the Canyon Lake Fire
Department changes.
Fire Division Chief Barnett discussed the changes to the Canyon Lake Fire
Department and its effects on the City of Menifee.
City Manager Armando Villa discussed future meetings with Lake Elsinore and
Canyon Lake in regards to Fire.
6.5 Public Works/ Engineering Monthly Report
Traffic Engineer Rob Blough provide the monthly report for May.
Committee Member Sobek asked about cross guard safety.
Mr. Blough discussed the City teaming up with the schools to provide safer
routes to school.

Park Ranger Amanda Ingram provided the Park Ranger monthly report for May.
Ms. Ingram reported on SWAG (Social Worker Action Group) rehousing
numbers.

City Manager Armando Villa discussed reports from public works in regards to Menifee
Rd and Holland Rd. Addionally, Mr. Villa discussed the bidding and construction that will

4. STATION ACTIVITIES AND EVENTS:
School and Education Event Programs:
• Station 5 conducted a school program with a total of 60 contacts.
• Station 76 conducted a school program with a total of 30 contacts.
• Station 76 conducted an adult education program with a total of 75 contacts.
• Station 7 conducted a school program with a total of 100 contacts.
Station Tours:
• Station 7 conducted 1 station tour that had a total of 20 public contacts.
• Station 76 conducted 1 station tours with a total of 15 public contacts.
Other Events:
• Engine 76 participated in the water day at the Freedom crest elementary school
• Engine 76 and Truck 76 assisted with a Fire Extinguisher training at the Oasis Community.
• City units attended the Menifee Independence Day Celebration.
• City Fire units conducted approximately 75 Defensible Space inspections in the very high fire severity area within
Menifee.

Statistics for the Period of
June 1st thru June 30th, 2019

During the 20 available business days in June the personnel assigned to
the Menifee Office of the Fire Marshal conducted 195 field inspections
and completed 64 individual plan reviews. During this period staff
attended 10 development related meetings, responded to 15 requests
for counter assistance. These do not include responding to multiple
requests for field inspection scheduling for projects in process.
Plan review turn‐around time is currently 10 days and inspections are
averaging within 72 hours of requests. Development review of Planning
case applications are in some cases currently 7 days ahead of due
dates.
Revenue collected for plan reviews, inspections and planning
application reviews are as follows:
June 3‐7 $3,086.32
June 10‐14 $9,397.84
June 17‐21 $9,115.00
June 21‐28 $5,119.56

** These numbers were provided by Fire permit counter staff and come
from the Acela Permit tracking program utilized for this purpose. Totals

Statistics for the Period of

The Office of the Fire Marshal (OFM) – Menifee Currently staffs
Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist, Fire
Permit Technician and a Temp Office Assistant. Currently the office is
conducting inspections, planning cases, DRC, meetings and plan reviews
of Residential and Commercial projects.
Plan Reviews have included Residential, Commercial and Planning Case
Developments. We have released building permits for the new Artesa
apartments. 32 buildings that are 2‐3 stories high and include a club
house. A temporary highline is in place to allow for onsite Fire water
until a permanent fire water source is established and in place by
EMWD for the entire site
Newly Open Business include Schools First Credit Union, Braces By
Garcia, Sapporo Sushi and Bright Dental. We have been conducting
Inspection for the Menifee Lake Plaza final outer parcel 2 and are near
completion of the parcel developments. We are continuing to work in
the area for the proposed urgent care building in the center.
Other developments that have recently had Fire Department approvals
are the Krikorian movie theaters, Fairfield Inn Hotel and Commerce
Point Channell Commercial Project. In the process of building and T.I
improvements include Rancho Family Medical Group and Well Quest
living
In between inspections, plan reviews, document retention, scheduling,
billing, as well as required reports, Menifee staff has a full workload as
do other divisions in this growing community. We have been
experience a high number of tract home inspections and anticipate

even more in the upcoming months. Inspection request are currently
around 4 days in advance.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to the public and business
community from customers, City staff and the Development
community.

CAL FIRE / Riverside County Firefighters responded to a reported commercial structure fire at 27887 Holland Road in the
City of Menifee. The first arriving engine company reported heavy smoke coming from multiple units of the single story
storage facility. The fire was contained to three units with smoke and heat damage to eight additional units. There were
no firefighter or civilian injuries reported during the incident.

Cal Fire/Riverside County Fire Department responded to a single story single family residential structure fire in The City of Menifee
at 31738 Victoria Pl.. Upon the first engines arrival they reported light smoke omitting from the residence. After conducting an
initial search they found the fire was extinguished by the residential sprinkler system and that all residence were evacuated and
accounted for. Due to the activation of the sprinkler system the home suffered major water damage and moderate smoke
damage. The 6 residence will be displaced and Red Cross will be assuming care. There were no injuries to civilians or firefighters,
AMR was started as a precautionary measure for the 3 elderly residence.

On June 26, 2019 at 3:39 pm units from CAL FIRE/Riverside County Fire responded to a reported structure fire located at 25931
Elm St in the City of Menifee. Units arrived on scene to find a 1200 sq ft single story duplex fifty percent invloved with fire.
Another residence and large garage on the property were threatened due to the wind but quick actions by firefighters contained
the fire to the structure of origin. No injuries to the homeowners or firefighters.

1. Active Transportation Plan – Pop up event at Independence Day Event.
2. Encanto/Shadel No Parking to improve visibility adjacent to shopping center.

•As parks enters into its peak summer season we have seen an increase in visitation
through out our beautiful parks system. Community Services had two major events in the
month of June. Menifee Moon Light Markets which features local venders and artist, as
well as highlighting one of our newst parks Central Park. The Independace Day Celebration
brought in 15,000 attendees to the City.

Skate Park Operations
Social Worker Action Group (SWAG) continues working within the City of Menifee
every Thursday and Friday. Working jointly with the Crime Prevention Officer and Park
Rangers they are making contact with homeless in the city and assisting them with
getting vital documents, housing vouchers, medical assistance, shelter, etc. They
continue to case manage many of the chronically homeless in the area by seeking
innovative solutions to each individual’s needs.
