DISCUSSION ITEMS 6.1 Fire Department Monthly Report Public Safety Committee Regular Meeting Minutes Tuesday, April 09, 2019 Page 2 of 3 Fire Battalion Chief Josh Bishcof provided the monthly Fire report and reported on major incidents and events. Committee Member Liesemeyer asked for an explanation on why we include Canyon Lake calls in our Public Safety Report. Battalion Chief Bishcof explained a couple of years ago the Canyon Lake Fire Department was shut down, however now they are fully staffed, but the calls are still split between Menifee and Canyon Lake. 6.2 Police Department Monthly Report Report distributed at meeting. Police Sergeant John Burke provided the monthly statistics and cases of interest. Sergeant Burke reported on various station activities and events for the month of March. Sergeant Burkes reported on press releases, theft, search warrants, and events. 6.3 Code Enforcement Department Monthly Report Code Enforcement Officer Amber Kearney provided the monthly report for March and discussed commencement of weed abatements. 6.4 Animal Control Monthly Report  Animal Control Services- Animal Friends Of The Valley Animal Control Officer Mo Middleton, reported on the monthly statistics for the month of March.  Animal Sheltering Services- County of Riverside Animal Sheltering Service employee Pamela Gates provided the monthly report for March. 6.5 Public Works/ Engineering Monthly Report Traffic Engineer Rob Blough provide the monthly report for March. Committee Chair August asked if the City was responsible for the dirt roads in the City of Menifee. Mr. Blough responded the City will initially fix the dirt road and then the maintenance falls on the property owner. 6.6 Community Services Park Ranger Monthly Report Public Safety Committee Regular Meeting Minutes Tuesday, April 09, 2019 Page 3 of 3 Park Ranger Amanda Ingram provided the Park Ranger monthly report for March. Ms. Ingram reported on SWAG (Social Worker Action Group) rehousing numbers. Community Services Supervisor Jason Hendrix discussed successful events coordinated by the Community Services Department. 6.7 School Districts Monthly Report No representative form School Districts present. 7. ADJOURNMENT Committee Member Liesemeyer adjourned the meeting at 4:04 p.m. ________________________________ Roxy Elliott, Committee Secretary City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of April 1st thru April 30th, 2019 May 6, 2019 During the 22 available business days in April the personnel assigned to the Menifee Office of the Fire Marshal conducted 193 field inspections and completed 82 individual plan reviews. During this period staff attended 10 development related meetings, responded to 10 requests for counter assistance. These do not include responding to multiple requests for field inspection scheduling for projects in process. Plan review turn-around time is currently 10 days and inspections are averaging within 72 hours of requests. Development review of Planning case applications are in some cases currently 4 days ahead of due dates. Revenue collected for plan reviews, inspections and planning application reviews are as follows: April 1-5 $9,746.32 April 8-12 $5,458.48 April 15-19 $13,825.56 April 22-26 $6,006.44 April 29-30 $4,088.88 Total Revenue $39,125.68 (April 2019) ** These numbers were provided by Fire permit counter staff and come from the Acela Permit tracking program utilized for this purpose. City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of April 1st thru April 30th, 2019 The Office of the Fire Marshal (OFM) – Menifee Currently staffs Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist, Fire Permit Technician and a Temp Office Assistant. Currently the office is conducting inspections, planning cases, DRC, meetings and plan reviews of Residential and Commercial projects. Plan reviews we are working closely with have been Kirokorian Theaters and Channel Inc. with aiming to have approval shortly. Other Reviews have included Residential, Commercial and Planning Case Developments. Newly Open Business include Tuesday Morning, Waba Grill and Jamba Juice. We have been conducting Inspection for the Menifee Lake Plaza for businesses such as Barons, Sapporo Sushi, and Schools First Credit Union. It continues to be work in progress and are all getting close to final inspections. Baron’s was issued a Temporary Certificate of Occupancy and plans to have a grand opening of May 17, 2019. Tuesday Morning was finaled and opened for business this month along with Kahoots. With the growing number of tract files, permit files and documentation related to development the office allotted space for files and plans is minimal. The OFM office is working on purging files, scanning documents and sending files out storage to hold old plans and files that need to be archived. City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of April 1st thru April 30th, 2019 In between inspections, plan reviews, document retention, scheduling, billing, as well as required reports, Menifee staff has a full workload as do other divisions in this growing community. The Fire Marshal services provided locally continue to receive positive comments on service delivery and assistance to the public and business community from customers, City staff and the Development community. Firefighters arrived on scene to find one vehicle involved with major damage rolled over up against a block wall. Truck 76 initiated rescue and extrication to remove the patient from the vehicle. The single patient was transported to a local area hospital. There were no reported firefighter injuries during the incident. The first arriving engine company reported heavy smoke and fire showing from a single story residence. Upon entry approximately 60 percent of the residence was involved with fire. While conducting overhaul operations several containers with an unknown liquid were discovered. The Riverside County Fire Department Haz Mat Team was requested to evaluate the liquid. It was determined that the product was non­hazardous. There were no firefighter or civilian injuries reported. Liberty High School – Scott/Leon traffic signal and street improvements being discussed with other agencies. 2. Active Transportation Plan – Kickoff meeting was held on May 7. 3. Traffic Signals at McCall/Hospital and Murrieta/Park City – Bid was opened on May 2. To City Council on June 5 to award. Construction to begin July 2019. 4. Antelope improvements between Newport and Stillwater – Construction to start in about 2-3 weeks. Lanes will be shifted on Antelope to provide a southbound u-turn at Stillwater and keep drivers from making u-turns in residential neighborhood. Triple southbound lefts and double northbound rights with overlap will be included. 5. Mesa View Elementary School safety evaluation. Met with principal and County Traffic Engineer and will be adding signage and striping to improve safety during pick-up/drop-off times 6. SSARP Presentation to Council on June 5. 7. Reprogrammed the traffic signal near Paloma Valley High School (Holland/Bradley) to improve safety for pedestrians by giving an advance walk before vehicles receive green light. 8. Quail Valley area slurry project to start July 1, 2019. 9. Mira Lago neighborhood ADA ramp improvements have begun. Slurry to begin second week of May 2019. 10. Encanto Drive neighborhood south of Ethanac a nd east of Encanto Drive street overlay to begin June 2019.
