January 08, 2019 Regular Meeting Minutes Approval of Meeting Minutes moved to March 12, 2019 Public Safety Meeting. 6. DISCUSSION ITEMS 6.1 Fire Department Monthly Report Fire Chief Geoff Pemberton provided monthly Fire report and discussed major incidents as well as the community outreach and the fuel inspections. Public Safety Committee Regular Meeting Minutes Tuesday, February 12, 2019 Page 2 of 3 6.2 Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of January. Committee Member Matt Liesemeyer asked about what the average number of citations should be. Sergeant Burke responded the average number would vary based on circumstances such as number of arrests. 6.3 Code Enforcement Department Monthly Report Building Official Colin McNie provided the monthly report for January. Council Member Lesa Sobek asked when the new ordinance on trucks would begin. Mr. McNie responded March 6, 2019. 6.4 Animal Control Monthly Report  Animal Control Services- Animal Friends Of The Valley Animal Control Officer Mo Middleton, reported on the monthly statistics for the month of January.  Animal Sheltering Services- County of Riverside No representative from Animal Sheltering Services present. 6.5 Public Works/ Engineering Monthly Report Traffic Engineer Rob Blough provided the monthly report for January and provided information on future projects. Ms. Sobek asked about restrictions and permits on golf cart usage Mr. Blough responded with the requirements of golf cart usage and the safety reasoning behind the requirements. Mr. Liesemeyer asked if an EIR was provided for the Caltrans Highway 74 raised median project. Mr. Blough responded the project was considered exempt from an EIR. Mr. Leismeyer inquired on concerns about Canyon Lake speed zones affecting Newport Rd in the City of Menifee. Public Safety Committee Regular Meeting Minutes Tuesday, February 12, 2019 Page 3 of 3 Mr. Blough responded signs notifying drivers of speed limit changes would be posted and the city would be conducting street surveys in attempt to change city speed limits. Ms. Sobek asked about the crosswalk guard and painted stripping. Mr. Blough responded the City of Menifee would be coordinating with the school districts in regards to crossing guards and painted stripping on crosswalks. 6.6 Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix introduced the new Park Ranger Amanda Ingraham. Mr. Hendrix provided the Park Ranger monthly report for January. Mr. Hendrix reported on SWAG (Social Worker Action Group) rehousing numbers and provided updates on the skate park. 6.7 School Districts Monthly Report Romoland School District Director of Pupil Services Ricky Alyassi reported on school safety incident reports and bullying complaints in regards to Romoland School District. Menifee School District Director of Facilities James Sellers reported on active shooter drills, safety cameras, and fire drills conducted by Menifee school District. 7. STAFF COMMENTS City Manager Armando Villa reported on a visit with Fire Chief Williams. He discussed possible boundary and coverage changes in efforts to improve efficiency. 8. DISCUSSION ITEMS 6.1 Fire Department Monthly Report Fire Captain Scott Philippbar provided monthly Fire report and reported on major incidents and events. Committee Member Matt Leisemeyer asked what the false fire alarms encompass. Captain Philippbar responded it includes medical and fire calls. Captain Philippbar introduced Fire Engine 7. 6.2 Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of February. Sergeant Burkes reported on press releases, theft, search warrants, and events. 6.3 Code Enforcement Department Monthly Report Code Enforcement Officer Amber Kearney introduced the new Code Enforcement Manager Lionel Martinez. Ms. Kearney provided the monthly report for February and discussed preparation for weed abatements. Mr. Leisemeyer asked about the increased amount of code violation activity during the weekend. Ms. Kearney reported weekends have been added to some Code Enforcement Officer’s schedules to decrease activity. Mr. Leisemeyer asked if the Code Enforcement team would have any markings on the vehicles. Code Enforcement Manager Lionel Martinez responded all City cars would be marked with the same logo, but he was working on uniforms for the Code Enforcement team. Assistant City Manager Jeff Wyman walked into the Public Safety Meeting at 3:27p.m. 6.4 Animal Control Monthly Report  Animal Control Services- Animal Friends Of The Valley Animal Control Officer J. Bratten, reported on the monthly statistics for the month of February.  Animal Sheltering Services- County of Riverside Animal Sheltering Service employee Pamela Gates provided the monthly report for February. Mr. August asked how the community would receive contact information on where citizens can call and report suspicious activity at local parks. ADJOURNMENT Chair August adjourned the meeting at 3:52 p.m. ________________________________ Roxy Elliott, Committee Secretary   City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  March 1st thru March 31st, 2019       April 4, 2019      During the 20 available business days in March the personnel assigned  to the Menifee Office of the Fire Marshal conducted 152 field  inspections and completed 56 individual plan reviews. During this  period staff attended 9 development related meetings, responded to  11 requests for counter assistance. These do not include responding to  multiple requests for field inspection scheduling for projects in process.    Plan review turn‐around time is currently 9 days and inspections are  averaging within 72 hours of requests. Development review of Planning  case applications are in some cases  currently 2 days ahead of due  dates.    Revenue collected for plan reviews, inspections and planning  application reviews are as follows:     March 4‐8     $27,983.72  March 11‐15    $2,260.04  March 18‐22    $21,838.96  March 25‐29     $9,695.96    Total Revenue     $61,778.68 (March 2019)    ** These numbers were provided by Fire permit counter staff and come  from the Acela Permit tracking program utilized for this purpose. Totals  may not reflect any permit fees collected on the 29th end of business  day.      City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  March 1st thru March 31st, 2019       Riverside County Fire Assistant Fire Marshal position has currently been  filled as of 3/28/19 for the City of Menifee‐ Fire Marshal. The office  currently filled the Fire Safety Specialist position as of 3/28/19.  Currently the office is conducting inspections, planning cases, DRC,  meetings and plan reviews by a Fire Safety Specialist and 1 inspector  from the Riverside County OFM office to end on 4/1/19.     The OFM office and staff including a Fire Permit Technician, Office  Assistant, Fire Safety Specialist and Fire Marshal has currently relocated  to the New City Hall office on the second floor. The First floor currently  has a Fire Permit Tech that is assigned at the counter to help assist fire  costumers, issue plans, permits and is providing exceptional customer  service. The City of Menifee currently has a temp office assistant  working in the office helping with scheduling inspections, filing,  answering phone and numerous fire duties     Several plan reviews included fire clearance for major projects  including the Artesa Apartment development which recently broke  ground for underground fire water for 31 new two and three story  apartment complex and include a club house.  Several new phases at  Audie Murphy Ranch, KB Homes, Lennar and Richmond American.  Kirkorian Theaters are in last review for Fire, (2) Arco gas Stations,  Fairfield Inn & Suites, Wellquest Living and Rancho Family Medical have  currently been approved.    New Business such as Barons, Tuesday Morning, Sapporo, Waba Grill  and Jamba Juice are all close to being finale. Newly Open businesses  include Coffee Bean & Tea leaf, Blaze Pizza and Reality Master.   Inspection for the Menifee Lake Plaza for businesses such as Tuesday    City of Menifee Office of the Fire Marshal  Riverside County Fire Department OFM  Statistics for the Period of  March 1st thru March 31st, 2019       Morning, Barons, Sapporo Sushi, and Schools First Credit Union  continue to be work in progress and are all getting close to final  inspections.        With the growing number of tract files, permit files and documentation  related to development the office has outgrown the allotted space for  files and plans. The OFM office is working on purging files, scanning  documents and finding storage space to hold old plans and files that  need to be archived.    In between inspections, plan reviews, document retention, scheduling,  billing, as well as required reports, Menifee staff has a full workload as  do other divisions in this growing community.     The Fire Marshal services provided locally continue to receive positive  comments on service delivery and assistance to the public and business Two Speed Radar feedback signs were installed on Newport for each direction. 2. Will be installing flashing stop sign on Antelope at Aldergate to improve visibility at this unexpected stop sign. 3. Active Transportation Plan – Consultant selected. Project kick-off in about 3-4 weeks. Community outreach will be big part of project. 4. Finalizing striping/signage/signal modification plans for Antelope between Newport and Stillwater. Lanes will be shifted on Antelope to provide a southbound u-turn at Stillwater and keep drivers from making u-turns in residential neighborhood. Triple southbound lefts and double northbound rights with overlap will be included. 5. Goetz/AMR North traffic signal was installed and is now operational as of 4/1/19. 6. Citywide speed surveys to begin in May 2019. 7. City currently conducting traffic signal warrants at Hwy 74/3rd Street and Scott/Little Reb. 8. Conducting intersection studies for potential all-way stop at Menifee/Lake Fork and Lindenberger/Cresta. 9. Liberty High School under construction and new traffic signal at Scot/Leon with widening on Scott being discussed and planned with County and School District. 10. Evaluating traffic and pedestrian safety along Menifee Road in the vicinity of Wheat Field Park. Citizen concerns with heavy parking demand due to sporting events and pedestrians crossing Menifee Road at various locations. Engineering will be evaluating and developing potential measures to improve safety. 11. Plans for traffic signals at McCall/Oakhurst-Hospital and Murrieta/Park City are at 100 percent design stage and are being prepared to go out to bid in May 2019 with construction in July 2019. 12. Adams Street Safe Route to School sidewalk/traffic calming improvements starts April 8, 2019. 13. Quail Valley area slurry project to start June 2019. 14. Mira Lago neighborhood ADA ramp improvements have begun. Slurry to begin last week of April 2019. 15. Encanto Drive neighborhood south of Ethanac and east of Encanto Drive street overlay to begin May. Bid opening is next week. 16. Lyle Marsh Park Playground improvements to begin first week of May 2019. Rangers had an interpretive talk with Boy Scout troop 385; that had 30 people in attendance. Outreach Success Ezekiel,a transient recognized by many throughout Menifee, was placed into permanent supportive care and housing. The outreach team has had numerous contacts with Ezekiel over the past 12 months and worked closely with County agencies to get emergency housing and services which lead to a permanent housing placement. Working jointly with the Crime Prevention Officer and Park Rangers they are making contact with homeless in the city and assisting them with getting vital documents, housing vouchers, medical assistance, shelter, etc. They continue to case manage many of the chronically homeless in the area by seeking innovative solutions to each individual’s needs.
