Traffic Engineer Rob Blough provided the monthly report for January and
provided information on future projects.
Ms. Sobek asked about restrictions and permits on golf cart usage
Mr. Blough responded with the requirements of golf cart usage and the safety
reasoning behind the requirements.
Mr. Liesemeyer asked if an EIR was provided for the Caltrans Highway 74 raised
median project.
Mr. Blough responded the project was considered exempt from an EIR.
Mr. Leismeyer inquired on concerns about Canyon Lake speed zone changes.

Community Services Supervisor Jason Hendrix introduced the new Park Ranger
Amanda Ingraham.
Mr. Hendrix provided the Park Ranger monthly report for January. Mr. Hendrix
reported on SWAG (Social Worker Action Group) rehousing and provided
updates on the skate park.
6.7 School Districts Monthly Report
Services Ricky Alyassi reported on school safety incident reports and bullying
complaints in regards to Romoland School District.
Director of Facilities James Sellers reported on active shooter drills, safety
cameras, and fire drills conducted by Menifee school District.

City Manager Armando Villa reported on a visit with Fire Chief Williams. He discussed
possible boundary and coverage changes in efforts to improve efficiency.

During the 18 available business days in February the personnel
assigned to the Menifee Office of the Fire Marshal conducted 105 field
inspections and completed 70 individual plan reviews. During this
period staff attended 7 development related meetings, responded to
12 requests for counter assistance. These do not include responding to
multiple requests for field inspection scheduling for projects in process.
Plan review turn-around time is currently 9 days and inspections are
averaging within 72 hours of requests. Development review of Planning
case applications are in some cases currently 4 days ahead of due
dates.

Riverside County Fire Assistant Fire Marshal (vacant). Currently the
office is conducting inspections, planning cases, DRC, meetings and plan
reviews by a Fire Safety Specialist and 1 inspector from the Riverside
County OFM office.
Several plan reviews included fire clearance for major projects
including the Lennar at Town Center development, several new phases
at Audie Murphy Ranch, KB Homes, and Richmond American. Kirkorian
Theaters, Artesa Apartment complex and Club house, (2) Arco gas
Stations, Fairfield Inn & Suites, Wellquest Living and Rancho Family
Medical Center are all currently in the process of reviews and
approvals.
New Business such as Kahoots, Blaze Pizza,Coffee Bean, Waba Grill and
Jamba Juice are all close to being finale. Newly Open businesses include
Clever Fox Escape Rooms, Fire House Subs and Spectrum. Inspection
for the Menifee Lake Plaza for businesses such as Tuesday Morning,
Barons, Sapporo Sushi, and Schools First Credit Union continue to be
work in progress.
Plan reviews and inspections are still being conducted for the “New City
Hall” and diligently working with the property owners, contractors and
city officials for a much anticipated move and Beautiful City Hall.
With the growing number of tract files, permit files and documentation
related to development the office has outgrown the allotted space for
files and plans. The OFM office is working on purging files, scanning
documents and finding storage space for the anticipated New City Hall

move. The City of Menifee currently has a temp office assistant working
in the office helping with scheduling inspections, filing, answering
phone and numerous fire duties. We obtained a Fire Permit Tech
position and has recently been filled. The Fire Permit Tech will serve the
counter, assist customers with fire related questions, take in fire plans,
issue permits and will offer exceptional customer service to the new
Fire counter.
In between inspections, plan reviews, document retention, scheduling,
billing, as well as required reports, Menifee staff has a full workload as
do other divisions in this growing community.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to t he public and business
community from customers, City staff and the Development
community.

Comments/Narrative
On February 2, 2019 at 4:21PM Battalion 13 units were dispatched to a commercial structure fire at 29875
Menifee Lakes Dr. in the City of Menifee. Truck 76 arrived on scene to find a two story commercial building
with a fire in the kitcken on the first story. Fire was quickly extinguished and confined to a commercial oven
and commercial deep fryer. There was no damage to any structural members or intior of the dinning area.
Battalion 13 memebers assisted staff with removal of the cookware and all units were released and
notifications were made.

Comments/Narrative
On Monday, February 11, 2019 at 1:29 PM, E68 and E76, along with AMR were dispatched to a report of a
dog bite incident. Riverside County Sheriff deputies responded and cleared the scene for safety prior to the
arrival of E68, E76, and AMR. E68 was the first unit to arrive at the scene at 1:32 PM. E68 crew discovered
a 36 y/o female sitting on the curbside, in front of a private residence, with a Sheriff deputy. The 36 y/o
female had dog bite wounds to both lower legs. Two additional victims were located inside of the private
residence, located at 29776 Buena Teirra. Inside of the private residence was a 31 y/o female with a dog
bite wound to her left calf and a 35 y/o male with superficial scratches to his right leg. All three victims
were attacked by a Pitbull dog. The dog was contained to the garage at the residence prior to our arrival.
All three patients were transported to Menifee Valley Medical Center (per base hospital direction). The two
female patients with moderate injuries were non-ambulatory due to injuries and the male patient had
minor injuries.

CAL FIRE/Riverside County Fire Department resources from Menifee, Canyon Lake and Perris responded to a structure fire in the City of Menifee. The
first arriving engine company, E7 reported light smoke showing from the “C” side of the structure. After further investigation E7 reported a working
chimney fire with possible extension into the attic. Firefighters quickly knocked down the fire containing it to chimney box with no extension into the
living area. The home owners will be allowed to remain in the home, they will be in contact with the City of Menifee’s Building Dept. as they move
forward with the repairs. No Firefighter or civilian injuries were reported.

Comments/Narrative
On Thursday February 14th at 6:07AM Battalion 13 City of Menifee Fire units were dispatched to
Matthews Rd C/O Ethanac for a reported Water Rescue. Task force 76 arrived at scene and found three
vehicles stuck in the water with rising flood water. Task force 76 deployed 6 rescuers and a boat into the
water. The team was able to rescue 5 patients from the vehicles and return them to shore. There were no
reported injuries during the rescue. As of 10:54 PM Task Force 76 (Truck and Squad 76) responed to 15
water and techicanial rescue relelated calls throughout Riveride County that resulted in the rescue of 9
patients.

Menifee Public Safety Report - March 2019
During the month of January 2019, the Menifee Police Department generated 3,956 calls for
service. During the month of January 2019, there were 186 Part 1 crimes reported in the City of
Menifee (UCR data). A three month comparison is provided below:
During the month of January 2019, the Menifee Police Department made 5 public intoxication
arrests, generated 583 traffic citations, made 11 DUI arrests and took 24 traffic collision
reports (this does not include traffic collisions in which no report was written). A three month

Public Safety Committee Meeting

PUBLIC WORKS / ENGINEERING UPDATE:
1. Speed Radar feedback signs are in and will be installed on Newport.
2. Haun/Smart and Final traffic signal and median operating since Feb 28.
3. Citywide speed surveys to begin this month.
4. City to conduct traffic signal warrants at Hwy 74/3 rd Street and Scott/Little Reb.
5. Traffic Engineering gave a presentation to the Senior Advisory Committee on
traffic issues throughout the city and answered questions. Senior Advisory
Committee will be involved in the Active Transportation Plan development and
will provide input.
6. Menifee/Mathews accidents and the need to restrict turn movements to improve
safety.
7. Murrieta paving and striping changes workshop was held on March 5.
8. Working with EA Chase Middle School and Paloma Valley High School to
address several traffic and pedestrian safety issues.
9. Plans for traffic signals at McCall/Oakhurst-Hospital and Murrieta/Park City are
at 100 percent design stage and are being prepared to go out to bid.
10. Adams Street Safe Route to School sidewalk/traffic calming improvements to
start next month.
11. Quail Valley area west of Goetz is currently being crack sealed.
12. Mira Lago neighborhood will be slurried and paved next month.

Skate Park Operations
Social Worker Action Group (SWAG) continues working within the City of Menifee
every Thursday and Friday. Working jointly with the Crime Prevention Officer and Park
Rangers they are making contact with homeless in the city and assisting them with
getting vital documents, housing vouchers, medical assistance, shelter, etc. They
continue to case manage many of the chronically homeless in the area by seeking
innovative solutions to each individual’s needs.

The homeless outreach team had some great achievements in February. Two street exits of
considerable note took place and the community has taken to social media to thank the efforts of
SWAG and the rest of our Menifee outreach partners. Early in the month one of our most chronically
homeless individuals in the community of Sun City accepted a shelter entry and plans to enter a six
month program to aid in her transition off the streets. More recently an individual recognized by many
throughout Menifee and the surrounding area was placed into supportive care and is on his way to
permanent housing solution. Since sharing his story on social media SWAG has received an outpouring
of support and people sharing stories of their interactions and observations with him over the last
several years. These posts have uncovered how one member of our community fell into homelessness
and the challenges he faced every day. It has taken numerous contacts and several attempts with each
of these clients but through persistence and determination the outreach team is helping to meet the
homelessness need in our community.
•Code Enforcement Training
The Community Services Department partnered again
with CACEO to host the Module II course of the Certified
Code Enforcement Officer Academy. The course was
attended by 28 code enforcement professionals,
including six City of Menifee staff. The course is one of
three 40 hour modules which covers topics such as;
Public Nuisance, Substandard Housing, Vehicle
Abatement, Zoning and Land Use Ordinances, and
Collection and Preservation of Evidence. CACEO training
staff noted that using Menifee as a training location has
shown to be a benefit to many surrounding
communities who sent officers to attend the training
from as far away as the Cities of Twentynine Palms and
Carlsbad. Several City staff were able to provide
professional knowledge which contributed to the very
highly rated training event.
