CALL TO ORDER Chair Matt Liesemeyer called the meeting to order at 3:06 p.m. 2. ROLL CALL Present were: Committee Chair Matt Liesemeyer, Council Member Lesa Sobek, City Manager Armando Villa, Assistant City Manager Jeff Wyman, Public Works Director Jonathan Smith, Committee Secretary Roxana Elliott, Economic Development Manager Gina Gonzalez, Building Official Colin McNie, Traffic Engineer Rob Blough, Community Services Director Jonathan Nicks, Community Services Supervisor Jason Hendrix, Park Ranger Amanda Ingraham Fire Chief Geoff Pemberton, Police Lieutenant Scott Forbes, Police Sergeant John Burke, Animal Control Officer Mo Middleton, Romoland School District Director of Pupil Services Ricky Alyassi, Menifee School District Director of Facilities James Sellers 3. PRESENTATIONS None. 4. PUBLIC COMMENTS (NON-AGENDA ITEMS) None. 5. APPROVAL OF MEETING MINUTES 5.1. January 08, 2019 Regular Meeting Minutes Approval of Meeting Minutes moved to March 12, 2019 Public Safety Meeting. 6. DISCUSSION ITEMS 6.1 Fire Department Monthly Report Fire Chief Geoff Pemberton provided monthly Fire report and discussed major incidents as well as the community outreach and the fuel inspections. Public Safety Committee Regular Meeting Minutes Tuesday, February 12, 2019 Page 2 of 3 6.2 Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of January. Committee Member Matt Liesemeyer asked about what the average number of citations should be. Sergeant Burke responded the average number would vary based on circumstances such as number of arrests. 6.3 Code Enforcement Department Monthly Report Building Official Colin McNie provided the monthly report for January. Council Member Lesa Sobek asked when the new ordinance on trucks would begin. Mr. McNie responded March 6, 2019. 6.4 Animal Control Monthly Report  Animal Control Services- Animal Friends Of The Valley Animal Control Officer Mo Middleton, reported on the monthly statistics for the month of January.  Animal Sheltering Services- County of Riverside No representative from Animal Sheltering Services present. 6.5 Public Works/ Engineering Monthly Report Traffic Engineer Rob Blough provided the monthly report for January and provided information on future projects. Ms. Sobek asked about restrictions and permits on golf cart usage Mr. Blough responded with the requirements of golf cart usage and the safety reasoning behind the requirements. Mr. Liesemeyer asked if an EIR was provided for the Caltrans Highway 74 raised median project. Mr. Blough responded the project was considered exempt from an EIR. Mr. Leismeyer inquired on concerns about Canyon Lake speed zones affecting Newport Rd in the City of Menifee. Public Safety Committee Regular Meeting Minutes Tuesday, February 12, 2019 Page 3 of 3 Mr. Blough responded signs notifying drivers of speed limit changes would be posted and the city would be conducting street surveys in attempt to change city speed limits. Ms. Sobek asked about the crosswalk guard and painted stripping. Mr. Blough responded the City of Menifee would be coordinating with the school districts in regards to crossing guards and painted stripping on crosswalks. 6.6 Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix introduced the new Park Ranger Amanda Ingraham. Mr. Hendrix provided the Park Ranger monthly report for January. Mr. Hendrix reported on SWAG (Social Worker Action Group) rehousing numbers and provided updates on the skate park. 6.7 School Districts Monthly Report Romoland School District Director of Pupil Services Ricky Alyassi reported on school safety incident reports and bullying complaints in regards to Romoland School District. Menifee School District Director of Facilities James Sellers reported on active shooter drills, safety cameras, and fire drills conducted by Menifee school District. 7. STAFF COMMENTS City Manager Armando Villa reported on a visit with Fire Chief Williams. He discussed possible boundary and coverage changes in efforts to improve efficiency. 8.
