CALL TO ORDER Chair Matt Liesemeyer called the meeting to order at 3:08 p.m. 2. Committee Chair Matt Liesemeyer asked Interim Director of Public Safety David Brown to introduce himself to the committee. Mr. Brown introduces himself as . He will be assisting with the startup of the City of Menifee’s new Police Department. Mr. Brown has analyzed the report prepared by Tom Hicks, and he believes it is a phenomenal team and the report covered a lot of information, however there were some details over looked and he will be reviewing them in detail. Committee Member Liesemeyer reported Greg August will be the Committee Chair for the Public Safety Committee meetings in the year 2019. However, Committee Member Liesmeyer will be leading the meeting for January 8, 2019 due to Mr. August being under the weather. 4. PUBLIC COMMENTS (NON-AGENDA ITEMS) None. 5. APPROVAL OF MEETING MINUTES 5.1. December 11, 2018 Regular Meeting Minutes Public Safety Committee Regular Meeting Minutes Tuesday, January 08, 2019 Page 2 of 4 The Committee Members approved the minutes unanimously (2-0) with no changes. Committee Member August asked if it Lesa Sobek was included in the policy as back up for the Public Safety Committee Members. City Manager Armando Villa responded he would contact City Clerk Sarah Manwaring and confirm it was in the policy. 6. DISCUSSION ITEMS 6.1 Annual Committee Reorganization Greg waas appointed as Committee Chair beginning in February 2019. 6.2 Fire Department Monthly Report Fire Division Chief Geoff Pemberton provided the monthly Fire stats detailing the number of calls per month. Chief Pemberton reported on the average time from enroute to on scene for each fire engine for the month of December. 6.3 Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of December. The Committee asked Sergeant Burke about specfic incidents that occurred. City Manager Armando Villa asked about the number of DUIs provided on the report for December. Sergeant Burke responded and read off the number of DUIs referenced in the Police Department Report. 6.4 Code Enforcement Monthly Report Building Official Colin McNie provided the monthly report for December. Mr. McNie provided an update on staffing for Code Enforcement positions. 6.5 Animal Control Monthly Report  Animal Control Services- Animal Friends Of The Valley Animal Control Officer J. Bratten, reported on the monthly statistics for the month of December. Chair Liesemeyer asked why the citations had more than doubled over a month. Ms. Bratten responded Animal Control had been behind on citations and have caught up over the month. Committee Member August asked about AB 485 legislation. Animal Control Officer Bratten responded she did not have any additional Public Safety Committee Regular Meeting Minutes Tuesday, January 08, 2019 Page 3 of 4 information on the matter and will do some research and report back next meeting.  Animal Sheltering Services- County of Riverside Animal Sheltering Services was not present during the meeting. Committee Member August asked Economic Development Director Gina Gonzalez for an updated on the Animal Clinic. Ms. Gonzalez responded that the event will take place on March 9, 2019, and a flyer will be going out soon. She said it will be a free shot clinic, but supplies will be limited. The event will have a vet on staff and Animal Friends of the Valley will be licensing. The Committee asked about specific animal control issues that occurred. Animal Control Officer Bratten and Mr. McNie responded. 6.6 Public Works/ Engineering Monthly Report Traffic Engineer Rob Blough provided the monthly report for December and provided information on future projects. Chair Liesemeyer reported on citizens who were upset with loosing access to roads due to construction. Mr. Blough responded staff will be working with the public’s needs. 6.7 Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix introduced the new Community Services Management Analyst Imelda Huerta. Mr. Hendrix provided the Park Ranger monthly report for December. Mr. Hendrix reported on the reduced number of homelessness in the community and presented the SWAG (Social Worker Action Group) team. Mr. Hendrix reported on staff recruitment for the Park Ranger vacancy. Chair Liesemeyer asked about the CDBG (Community Development Block Grant) applications. Mr. Hendrix reported they were due the previous week. Committee Member August stated former Mayor Winters was working on moving the recycling centers and asked if that was still in progress. Sergeant Burke confirmed the recycling centers did cause problems. Assistant City Manager Jeff Wyman responded there were State requirements for the number of recycling centers each city has and where they can be placed. Mr. Villa responded they would research the topic further and report back. 7. STAFF COMMENTS Public Safety Committee Regular Meeting Minutes Tuesday, January 08, 2019 Page 4 of 4 None. 8. COMMITTEE REPORTS/COMMENTS ON COMMITTEE ACTIVITIES Committee Member August commented on getting information and materials out to the public regarding to the Public Safety Committee meeting. Committee Secretary Roxy Elliott responded the Agenda Reports and Minutes are available to the public on the City of Menifee website. Chair Liesemeyer discussed reaching out to the Menifee school districts in efforts to bring school district members to the meetings. 9. Monthly Incident Map: City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of January 1st thru January 31st, 2019 February 4, 2019 During the 21 available business days in January the personnel assigned to the Menifee Office of the Fire Marshal conducted 171 field inspections and completed 89 individual plan reviews. During this period staff attended 5 development related meetings, responded to 18 requests for counter assistance. These do not include responding to multiple requests for field inspection scheduling for projects in process. Plan review turn-around time is currently 10 days and inspections are averaging within 72 hours of requests. Development review of Planning case applications are in some cases currently 4 days ahead of due dates. Revenue collected for plan reviews, inspections and planning application reviews are as follows: Jan 1-4 $6,033.00 Jan 7-11 $6,002.00 Jan 14-18 $12,718.00 Jan 21-25 $10,220.00 Jan 28-31 $32,824.00 Total Revenue $67,797.00 (January 2019) ** These numbers were provided by Building and Safety Division permit counter staff and come from the Acela Permit tracking program utilized for this purpose. City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of January 1st thru January 31st, 2019 Riverside County Fire Assistant Fire Marshal (vacant). Currently the office is conducting inspections, planning cases and plan reviews by a Fire Safety Specialist and 1 inspector from the Riverside County OFM office. Several plan reviews included fire clearance for major projects including the Lennar at Town Center development, several new phases at Audie Murphy Ranch, KB Homes, and Richmond American. Kirkorian Theaters, Artesa Apartment complex and Club house, Commerce Point II (Channell), Menifee Estates are all currently in the process of reviews and approvals. New Business such as Fire House Subs, Boot Barn, Waba Grill, and Jamba Juice are all close to being finale. Newly Open businesses include Dunkin Donuts, Wolfe Donuts and Braces by Garcia. Inspection for the Menifee Lake Plaza for businesses such as Tuesday Morning, Barons, Blaze Pizza, Schools First Credit Union and Green Leaf Tea continue to be work in progress. Plan reviews and inspections are still being conducted for the “New City Hall” and diligently working with the property owners, contractors and city officials for a much anticipated move and Beautiful City Hall. With the growing number of tract files, permit files and documentation related to development the office has outgrown the allotted space for files and plans. The OFM office is working on purging files, scanning documents and finding storage space for the anticipated New City Hall move. The City of Menifee currently has a temp office assistant working City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of January 1st thru January 31st, 2019 in the office helping with scheduling inspections, filing, answering phone and numerous fire duties. This has impacted the OFM and Building and Safety Division who share the same office space for files, office space document retention. In between inspections, plan reviews, document retention, scheduling, billing, as well as required reports, Menifee staff has a full workload as do other divisions in this growing community. The Fire Marshal services provided locally continue to receive positive comments on service delivery and assistance to the public and business community from customers, City staff and the Development community. Station 76 Units arrived on scene and found 3 patients that had been riding in a large SUV that had rolled several times one of the patients was Ejected from the vehicle and substained major head injuries. The other two patients had no chief complaint and signed out AMA. The first unit arrived to find approximately 50 gallons of diesel spi on roadways from a punctured big rig fuel tank. Firefighters with the assistance of the Riverside County Fire Department Hazardous Material Team quickly and safely contained the fuel leak and runoff. RSO and Menife Public Works conducted one lane closures on Menifee Road and Highway 74 West. Responsible owner of trucking company is handling fuel spill cleanup through private contractor with the assistance of County of Riverside Environmental Health and CALTRANS. Menifee Public Safety Report - February 2019 During the month of December 2018, the Menifee Police Department generated 3,904 calls for service. During the month of December 2018, there were 210 Part 1 crimes reported in the City of Menifee (UCR data). A three month comparison is provided below: During the month of December 2018, the Menifee Police Department made 10 public intoxica- tion arrests, generated 375 traffic citations, made 10 DUI arrests and took 22 traffic collision reports (this does not include traffic collisions in which no report was written). I was not sure how to get these to Roxanna Elliott On February 1st at about 8:00am near the intersection of Menifee and Holland Roads, I witnessed several vehicles not stopping for the school bus on south bound Menifee Rd. I realize there is still some confusion in drivers about stopping on both side of the road for a school bus. I did contact Capt. Fellows and he contacted the Traffic Division for some additional enforcement. Hopefully some enforcement can be done. The city and Menifee schools might need to partner and develop a more effective plan. As an educator, this has been a long running and consistent issue my whole career. Drivers seem to need constant reminders about the laws surrounding stopping for school buses. Enforcement really should be the option of last resort and I know our enforcement hours are currently a bit thin. Just wanted to remind the committee that it is still an issue and our youngest citizens need our diligent protection as they move between home and school. Thanks for all you do in keeping us safe. Ben Adams Public Safety Committee Meeting Meeting Date: 2/12/19 PUBLIC WORKS / ENGINEERING UPDATE: 1. City project to overlay streets in Quail Valley neighborhood west of Goetz. City will also evaluate neighborhoods to improve signage and striping to meet current standards. City to hold meeting with neighborhood. 2. Active Transportation Plan consultant selection process is underway. This project is funded by a grant and will engage the community and develop a master plan for bikeways, pedestrian improvements, and NEV lanes. The project is large is scope and will cover the entire City. This study is expected to take 20 months. 3. Caltrans Highway 74 raised median project out to bid. This is a $23 million project that is expected to take 18 months. City staff met with Caltrans to discuss traffic access issues associated with the raised median. Caltrans will work with City on potential signalization of Hwy 74/3rd Street and Hwy 74/Tradewinds to provide for safe vehicle and ped access across Hwy 74. 4. Murrieta paving and striping changes plan developed and staff to meet with adjacent commercial properties to get input. 5. Working with EA Chase Middle School and Paloma Valley High School to address several traffic and pedestrian safety issues. 6. Plans for traffic signals at McCall/Oakhurst-Hospital and Murrieta/Park City are at 100 percent design stage and are being prepared to go out to bid. 7. Haun/Newport Towne Center raised median and traffic signal construction is underway. 8. Newport/Antelope traffic signal modification plans are being prepared to improve traffic flow. NB right will be modified to a double right turn lane with green arrow phasing. SB left will be modified to create an additional lef t turn lane. 9. Working with City of Canyon Lake on concerns about traffic signal phasing at Goetz/AMR South. 10. Signal at Normandy/Audie Murphy has been changed from flashing red to normal operation.
