Bratten, Animal Friends of the Valley representative Ryan Long 2. Public Comments Committee Chair Liesemeyer called for public comments and there were none. 3. Minutes The November 13, 2018 minutes were approved unanimously. 4. Fire Department Monthly Report Fire District Chief Geoff Pemberton provided the monthly Fire stats detailing the number of calls per month. Mr. Pemberton reported on the average enroute to on scene time for each Fire Engine for the month of November. 5. Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of November. 6. Code Enforcement Monthly Report Code Enforcement Officer Amber Kearney provided the monthly report for November. Committee Chair Liesemeyer asked about the homes that were red tagged. Ms. Amber responded the home was growing marijuana and was cited for major electrical issues. 7. Animal Control Monthly Report a. Animal Control Services – Animal Friends of the Valleys (AFV) Animal Control Officer J. Bratten, reported on the monthly statistics for the month of November. b. Animal Sheltering Services – County or Riverside County of Riverside Representative Ryan Long provided the statistics noting the number of strays, adoptions, and live releases for the month of November. Mr. Long reported on the upcoming programs and events. 8. Public Works/Engineering Monthly Report Traffic Engineer Rob Blough provided the monthly report for November and provided information on future projects. Committee Member August asked if Mr. Blough had read an article posted about the run off on the golf course. Public Works Director Jonathan Smith responded, no they have not heard about that. Mr. Smith reported that the Engineering Department would be focusing on cleaning up streets in Quail Valley and working on the potholes in the coming weeks. Mr. Liesemeyer asked for an update on the flashing stop signs. Mr. Smith responded they were still working on them. He added they would also be working on refreshing the striping on the street. 9. Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix provided the Park Ranger monthly report for November. Mr. Hendrix reported on the reduced number of homeless in the community, the use of the Ranger hotline, the use of the skate park, and one confrontational incident that occurred at the skate park. 10. Monthly Incident Map City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of December 3rd thru December 31st, 2018 January 7, 2019 During the 14 available business days in December the personnel assigned to the Menifee Office of the Fire Marshal conducted 194 field inspections and completed 73 individual plan reviews. During this period staff attended 3 development related meetings, responded to 6 requests for counter assistance, and replied to 35 phone or e-mail inquiries. These do not include responding to multiple requests for field inspection scheduling for projects in process. Plan review turn-around time is currently 15 days and inspections are averaging within 72 hours of requests. Development review of Planning case applications are in some cases currently 4 days ahead of due dates. Revenue collected for plan reviews, inspections and planning application reviews are as follows: Dec 3-7 $4,824.00 Dec 10-14 $2,612.00 Dec 17-21 $8,225.00 Dec 24-28 $3,237.00 Total Revenue $18,898.00 (December 2018) ** These numbers were provided by Building and Safety Division permit counter staff and come from the Acela Permit tracking program utilized for this purpose. City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of December 3rd thru December 31st, 2018 One of the biggest changes of this month was the retirement of Riverside County Fire Assistant Fire Marshal Paul Villalobos. He left the Menifee – Office of the Fire Marshal on Dec 4th. Currently the office is still conducting inspections, planning cases and plan rev iews by a Fire Safety Specialist and 1 inspector from the Riverside County OFM office. Several plan reviews included fire clearance for major projects including the Lennar at Town Center development, several new phases at Audie Murphy Ranch, the Centennial and Brixton Developments. Kirkorian Theaters, Artesa Apartment complex and Club house, Commerce Point II, Fairfield Inn. The Grand opening of Café Rio was a success. Business such as Dunkin Donuts, Fire House subs, Wolfe Donuts and Braces by Garcia, Barons Market, Tuesday Morning are actively having inspection and moving forward with openings soon. On Dec 1st the OFM part took in the fire and life safety inspection and plan review for the City of Menifee’s Tree Lighting Festival at MSJC. Plan reviews and inspections have been conducted for the “New City Hall” and diligently working with the property owners, contractors and city officials. With the growing number of tract files, permit files and documentation related to development the office has outgrown the allotted space for files and plans. The City of Menifee currently has a temp office assistant working in the office helping with scheduling inspections, filing, answering phone and numerous fire duties along with an intern from MSJC who currently attends school and works in the office two days a week assisting . This has impacted the OFM and Building and Safety City of Menifee Office of the Fire Marshal Riverside County Fire Department OFM Statistics for the Period of December 3rd thru December 31st, 2018 Division who share the same office space for files, office space document retention. In between inspections, plan reviews, document retention, scheduling, billing, as well as required reports, Menifee staff has a full workload as do other divisions in this growing community. The Fire Marshal services provided locally continue to receive positive comments on service delivery and assistance to the public and business community from customers, City staff and the Development community. The first arriving engine company reported a vehicle stuck in approx. two feet of water with one adult, one teenager and a dog inside the vehicle. All occupants were removed safely from the vehicle by the water rescue task force on scene. There were no injuries reported and the vehicle was removed by tow company on scene. The first unit arrived and found an adult victim who had perished at the scene. Highway 74 is closed for four to six hours while the Riverside County Sheriff Department conducts an investigation. City applied for and received $525,000 in Federal HSIP grant money to design and construct a raised landscaped median on Antelope between Newport and La Piedra. Lanes will be shifted to provide U-turns on Antelope at Stillwater which will eliminate the problem of vehicles making U-turns in the residential neighborhood. 2. Murrieta Rd Striping Plan being developed. Will add bike/golf cart lanes, center turn lane, and access changes near Newport to improve safety. 3. Staff toured Moreno Valley Traffic Management Center (TMC). Moreno Valley TMC has traffic cameras at most all intersections and also has additional fixed cameras at intersections that record for 30 days and are used by Sheriff Department for crime prevention. Some agencies also use License Plate Readers on their traffic signals for crime prevention. Plans to incorporate cameras for potential sheriff use as part of implementation of Menifee TMC. 4. Antelope/Palm Villa Traffic Signal timing adjusted to improve northbound left turn into new shopping center and reduce queues. 5. Newport/Antelope plans being developed to modify to provide double northbound right turn lanes with signalized right turn arrow. This will help decrease queues in right turn lane that currently back up and block traffic signal at Palm Villa. 6. Working with Romoland School District to address traffic congestion and safety concerns at Ethan Chase Middle School. Specific concerns at Heritage Lake/Grand. 7. Railroad Canyon widening project by City of Lake Elsinore. Widening and Striping 3 lanes of traffic in each direction between Grape Street and Canyon Hills Road. Construction hours Monday through Friday from 7 a.m. to 4 p.m. Westbound construction January - March 2019. Eastbound construction March - April 2019. 8. Reviewing plans for numerous traffic signals with latest one be ing McCall/Aqua. 9. Continuing project development review on numerous land development projects. 10. Finalizing plans to improve traffic safety at Freedom Crest Elementary School.
