Meeting Minutes
August 12, 2014
1. Call to order and roll call
Committee member August called the meeting to order at 3:02 p.m.
Present were: Chair John Denver, Committee member Greg August, City Manager
Robert Johnson, City Clerk Kathy Bennett, Captain Mike Judge, Lt. Charles Guillen,
Senior Management Analyst Gina Gonzalez, Animal Control Officer Middleton, two
members of the public.

3. Minutes – June 10, 2014 – approved as presented
4. Discussion of Homeless Situation in Menifee/Sun City
City Manager Johnson noted the general discussion will focus on what the City can or
cannot due in relation to the homeless issues and all the related matters such as
protecting a retail corridor yet keeping the homeless or vagrant population down as is
possible.
Captain Judge explained there is a need to distinguish between homeless (individual or
families with a home temporarily), or transients (those who are on the street and often do
not wish to be taken off the street. He explained that the several ways the two types of
problem can be handled including calling police if there is a crime committed, use letter
602 from owners of property to be allowed to disburse the vagrant population, and work
with the programs that are available. He noted he is working on a program in a
neighboring city and he will report on the success of the program as it moves along.
Captain Judge also noted that he has SET team officers that are processing updated
602 letters from property owners. The committee discussed the needs of the individuals
and way to assist in helping move them away from a location. Captain Judge stated it is
possible to move them away from one place in town but that they will just move to
another area in town.
City Manager Johnson noted he would work with staff and the Chamber of Commerce to
produce a form that would list ways and types of assistance available to give to local
businesses so that business could contact an agency for help without confronting the
individual who is in their center or area. He agreed to return with a list at the next
meeting for the Committee to review.
Animal Control Officer Middleton updated the Council on the work animal Control is
doing and noted that the new after hours drop off is now opening in the County shelter
for residents to use. She updated Council on the new identification numberings system
on intake animals to make locating the animal easier.
5. City Manager Comments
City Manager Johnson noted the next meeting will be September 9, 2014 at 3 p.m.
6. Committee Members Comments
Committee members agreed they would like to see the proposal for a City wide public
safety district formation.

September 9, 2014
1. Call to order and roll call
Chairman Denver called the meeting to order at 3 p.m. Present were: Chairman John
Denver, (Committee Member Greg August not in attendance – excused absence), City
Manager Robert Johnson, City Clerk Kathy Bennett, Senior Management Analyst Gina
Gonzalez, Fire Chief Jorge Rodriguez, Police Lt. Charles Guillen, Animal Friends of the
Valleys Monique Middleton, County of Riverside representatives Emma Perez-Singh and
Kim McWhorter.

3. Minutes – August 12, 2014
Continued to Meeting of October 14, 2014 for full committee.
4. Discussion of City Wide Public Safety Community Facility District (CFD)
City Manager Johnson updated Chairman Denver on the various options available that
will be fully investigated by the new Finance Director when he begins. Chairman Denver
asked for consideration and explanation of a City wide option that includes charging all
houses, not just a CFD for new development.
5. Review of Requested Handout for Business owners – Contacts for Assistance
with County Homeless Resources
Senior Management Analyst Gonzalez distributed a pocket flyer that is produced through
the County of Riverside through grant funds and shows available resources and how to
contact them, including assistance, education opportunities, employment, food, etc.
Chairman Denver asked to have the item updated at the next meeting to show areas
where each one in need to be given a place to be directed to, not just a phone number
and make it more Menifee specific. The City Manager noted there are few homeless or
transients in Menifee (around 10-15) and fewer resources for them, no homeless shelter,
etc. He agreed to ask Management Analyst Gonzalez to update and provide what
information as is possible. Chairman Denver suggested consideration of a bus pass for
those who wish to leave the area, etc.
6. Activity Reports/Status Updates from Animal Control Providers
Animal Friends of the Valleys and County Animal Shelter representatives gave updates
on current statistics, noting the number of calls for service, animals sheltered, adopted
and sent to rescue facilities, and those returned to owners.
7. City Manager Comments
City Manager Johnson asked for reports from Fire and Police and updates were given
on various issues including CPR classes held, CERT training classes held, etc. He noted
that public CPR classes are pending receipt of the proper equipment he ordered.

Chairman Denver adjourned the information meeting at 3:53 p.m.
