Captain Judge explained there is a need to distinguish between homeless (individual or families with a home temporarily), or transients (those who are on the street and often do not wish to be taken off the street. He explained that the several ways the two types of problem can be handled including calling police if there is a crime committed, use letter 602 from owners of property to be allowed to disburse the vagrant population, and work with the programs that are available. He noted he is working on a program in a neighboring city and he will report on the success of the program as it moves along. Captain Judge also noted that he has SET team officers that are processing updated 602 letters from property owners.
