June 10, 2014
1. Call to order and roll call
Committee member August called the meeting to order at 3:05 p.m. Present were
Chairman John Denver, Committee member Greg August, City Manager Rob Johnson,
City Clerk Kathy Bennett, Captain Mike Judge, Lt. Charles Guillen, Chief Jorge
Rodriguez, Administrative Analyst Gina Gonzales, and Finance Director Terri
Willoughby.
2. Public Comments
None.
3. Minutes – May 13, 2014 – approved as presented.
4. Update on Fire Station #60 in Canyon Lake
City Manager Johnson reported on the various options that are being considered by the
City of Lake Elsinore, Canyon Lake and County Fire. He noted he is attending a meeting
on June 11, 2014 to hear an update on the various options being considered for fire
service in Canyon Lake and how it will affect the various surrounding cities and County,
and Station NO. 60. He detailed some of the proposals currently being considered and
noted a current proposal from the City of Lake Elsinore that would not be considered
acceptable to the City of Menifee. He agreed to report back to the committee with any
updated information.
5. Discuss Formation of Community Facilities Districts for Funding Public Safety
Director Willoughby and City Manager Johnson gave a detailed description of how a city
wide Community Facilities District might work for public safety funding and asked the
committee if they would like to hear further about this option. The committee agreed they
would like to consider this option further but at the Council level where the full Council
will be advised.

Next meeting of Committee July 8, 2014, Public Works update on roads as it relates to
Public Safety.
