Meeting Minutes
November 10, 2015
1. Call to order and roll call
Chairman Greg August called the meeting to order at 3:04 p.m.
Present were: Chairman Greg August, Committee Member Matthew Liesemeyer, City
Manager Robert Johnson, City Clerk Kathy Bennett, City Clerk Sarah Manwaring,
Director of Public Works Jonathan Smith, Building Official/Code Enforcement Director
Colin McNie, Police Cpt. Mike Judge, Lt. Greg Fellows, Fire Chief Jorge Rodriguez,
County Animal Shelter Emma Singh, and Animal Control AFV Monique Middleton.
2. Public Comments
There were none.
3. Minutes
October 13, 2015 minutes were approved unanimously.
4. Fire Department Monthly Report
Fire Chief Rodriguez reported on the Emergency Incident Statistics for the month of
October, CPR classes, Vial of Life Program, Fill the Boot Campaign, and the upcoming
toy drive.
5. Police Department Monthly Report
Lt. Fellows detailed the month’s statistics as per the report and presented an update on
the Menifee Crime Watch Program. Councilmember Liesemeyer asked for the Police
Department to get in touch with Lowes regarding their increase in theft.
6. Code Enforcement Monthly Report
Building Official McNie reported on new complaints for the month of October. A total of
71 new complaints and 99 new inspections were received. Director McNie detailed some
of the more time consuming case work and the status of each.
7. Emergency Services Monthly Report
Public Works Manager Steve Glynn reported that work is being done to prepare for the
El Nino rainfall and includes Salt Creek.
8. Animal Control Monthly Report
a. Animal Control Services – Animal Friends of the Valleys
Sheila Risinger reported on October’s service statistics.
b. Animal Sheltering Services – County of Riverside
Emma Singh with County Animal Shelter reported on the statistics for the shelter
in the month of October. Ms. Singh announced that they had a successful “Clear
the Shelter” event on October 28, 2015 when all adoption fees were waived. Ms.
Singh stated that there have not been many residents that have taken advantage
of the free spay/neuter service. Ms. Risinger said that she would help spread the
word.
9. City Manager Comments
City Manager Robert Johnson reported that a Request for Proposal (RFP) went out for
the Joint Powers Police Services cost study.
10. Committee Members Comments
Committee Member Liesemeyer reported his concerns regarding the reorganization of
Southern California Edison. City Manager Robert Johnson said that the new
representative is out of Rosemead and they no longer have a local representative. With
so many development projects going on in the City, it is feared that the response to any
issues will be delayed. Staff is going to share these concerns and make sure that they
have an updated City contact list.
Committee Member Liesemeyer stated he has received complaints about speeding on
Lazy Creek Road. Public Works Director/City Engineer Smith reported that they are
working with the Police Department on this issue. Police Captain Judge said that they
can work on a rotation to patrol the area.
Committee Member Liesemeyer asked about the Evans Road/Newport Road crosswalk.
Public Works Director/City Engineer Smith said that he will look into it.
Committee Chair August gave his thanks and appreciation to retiring City Clerk Kathy
Bennett. Committee Member Liesemeyer added his gratitude and congratulated Mrs.
Bennett on her retirement. Mrs. Bennett thanked them both for their kind words.
11. Adjournment
Chairman August adjourned the meeting at 4:02 p.m.
