On April 6, 2016, the City Manager presented to the Menifee City Council a
comprehensive overview of existing revenue sources to provide funding for existing and
future community services, particularly public safety. The attached staff report clearly
articulated that the cost of providing vital services to improve the quality of life in Menifee
are increasing at a faster rate than revenues and new revenue sources will need to be
identified to keep pace with future growth.
The City Council agreed that alternative revenue sources will need to be identified in
order to meet rising costs to provide increased services in the near future. A majority of
the City Council authorized up to $50,000 for the City Manager to hire a consultant to
conduct community outreach, perform independent research and gauge community
feedback regarding Menifee's public safety needs and various methods to increase
revenue sources. The Council also unanimously agreed to direct the City Manager to bring
back the following items for further consideration:
1. Sales Tax Measure: either a 1% general sales tax measure (50% + 1 voter approval) or
1% public safety sales tax measure (2/3 voter approval). The determination and
discussion is really either setting of a specific fund for public safety is necessary or if a
general sales tax measure to go the general fund to be used for public safety,
roads/street repair, and other general fund fuctions is appropriate.
2. Utility User Tax Measure: UUT needs to have a percentage attached to the measure that
will be used to calculate what the tax would be on each utility. In other words, all
utilities would be assessed a percentage fee increase that would be going to the city for
a specific purpose of either public safety or a general purpose to the general fund.
3. Special Ballot Sales Tax Measure: By pass the November 2016 ballot and propose a
sales tax ballot measure with a special election in 2017 at a date to be determined.

4. Community Facilities District (CFD) for public safety on new development: The fee has
been established as $516 single family/$381 multi -family dwelling units per a study that
the City accomplished through Webb and Associates in 2015.
5. Another suggestion was made to take a pulse of the residents on the November 2016
ballot by asking two advisory questions:
a. Should Menifee create its own city police department?
b. Would you be willing to pay a special tax to create a city police department?
