City of Menifee Public Safety Committee Meeting Minutes December 8, 2015 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:15 p.m. Present were: Chairman Greg August, Committee Member Matthew Liesemeyer, City Manager Robert Johnson, Deputy City Clerk Jennifer Allen, Building Official/Code Enforcement Director Colin McNie, Police Cpt. Mike Judge, Lt. Greg Fellows, Fire Chief Jorge Rodriguez, County Animal Shelter Emma Singh, and Animal Control AFV Monique Middleton. 2. Public Comments There were none. 3. Minutes November 10, 2015 minutes were approved unanimously. 4. Fire Department Monthly Report Fire Chief Rodriguez covered the fire department statistics for the month of November. City Manager Johnson asked what station covered the most calls into Menifee. Chief Rodriguez reported on the total calls by each stations. 5. Police Department Monthly Report Lt. Fellows detailed November's activity report noting that the Menifee Police Department received 3,548 calls for the month. Committee Member Liesemeyer inquired about crime at Lowes and at the Shops at Scott. Lt. Fellows reported on the calls received for petty theft and one call for fraud at Lowes in Menifee. Captain Judge stated he is waiting on returns from the investigators and has no additional information regarding the crime at the Shops at Scott center. 6. Code Enforcement Monthly Report Building Official McNie reported on new complaints for the month of November. He stated that his department has received many complaints regarding sewage in Quail Valley. Committee Member Liesemeyer inquired about the structure involved in a fire on Kennedy Lane and asked for an update on Baileywick Park. Building Official McNie stated the case on Kennedy Lane has been scheduled for the December 16, 2015 City Council Meeting. He stated that the state revoked Baileywick's operating permit and he has no additional information. City Manager Johnson asked Public Works Manager Glynn to look into information regarding pumping services for the Quail Valley area. 7. Animal Control Monthly Report a. Animal Control Services — Animal Friends of the Valleys Officer Middleton reported on November's service statistics. City Manager Johnson asked if the Running at Large statistics on the report were incoming calls. Officer Middleton noted they were incoming calls and she will add the total number of impounds to her report. Chairman August inquired about Animal Friends of the Valley hours during the Christmas holiday. Officer Middleton reported on the hours noting that when the shelter is closed someone will be available to answer calls after hours. She also reported on the "Home for the Holidays" adoption program. b. Animal Sheltering Services — County of Riverside Emma Singh with County Animal Shelter reported on the statistics for the shelter in the month of November. Ms. Singh announced that they had a successful "Black Saturday" adoption event with 400 dogs being adopted. She noted the County Animal Control holiday hours and stated she provided Sr. Management Analyst Gonzalez with a schedule for posting on the City's website. Sr. Management Analyst Gonzalez reported on the success of the spay and neuter clinic noting the savings through the program totaled approximately $8,300. 8. City Manager Comments None 9. Committee Members Comments Committee Member Liesemeyer asked Captain Judge if he had information regarding a text circulating in relation to the San Bernardino tragedy. Captain Judge stated he looked into the concern and has no additional information. Committee Member Liesemeyer inquired about an alleged bomb threat at Loma Linda Hospital in San Bernardino County. Captain Judge stated he has no information of an incident at the Loma Linda Hospital. Committee Chair August gave his thanks and appreciation to Captain Judge and wished him well on his retirement. 10.
