City of Menifee Public Safety Committee Meeting Minutes November 14, 2017 1. Call to order and roll call Chairman Greg August called the meeting to order at 3:10 p.m. Present were: Chairman Greg August, Committee Member Matt Liesemeyer, Acting Assistant City Manager Jeff Wyman, Deputy City Clerk Jennifer Allen, Economic Development Manager Gina Gonzalez, Building Official Colin McNie, Senior Code Enforcement Officer Wayne O'Gara, Public Works Senior Management Analyst Allen Yun, Park/Landscape Maintenance Supervisor Joe Solano, Fire Battalion Chief Josh Bischof, Police Sergeant Kevin Lamb, County Animal Shelter Representative Ryan Long, Animal Friends of the Valley Officer Will Tucker and Director of Pupil Services Romoland School District Ricky Alyassi. 2. Public Comments Committee Chair August called for public comments and there was none. 3. Minutes - The October 10, 2017 minutes were approved unanimously. 4. Fire Department Monthly Report Battalion Chief Bischof provided the monthly Fire stats detailing the number of calls per month and the station activities and events. Battalion Chief Bischof noted that City staff received cardiopulmonary resuscitation (CPR) training and that he is working on adding the medic patrol data to the monthly report. 5. Police Department Monthly Report Police Sergeant Lamb reported on the monthly stats and cases of interest. Sergeant Lamb noted that the Special Enforcement (SET) Team conducted saturation operations in the retail center areas resulting in many successful arrests. Committee Chair August inquired about the process for conducting the saturation operations. Sgt. Lamb stated that the operations don't occur in the retail center therefore they don't need to communicate with the retail store managers. Committee Chair August inquired about bicycle patrol. Sgt. Lamb stated that the bicycle patrol will begin at the end of November 2017 through the end of the year. 6. Code Enforcement Monthly Report Building Official McNie provided the monthly report for October. Mr. McNie reported that he has a limited staff so his team is working hard to address all the code cases. Committee Member Liesemeyer inquired about a staff recruitment. Building Official McNie stated he is working with the Human Resources Department to establish an eligibility list for new staff. Committee Chair August inquired about emails he forwarded regarding illegal dumping. Building Official McNie stated he has received many emails and reported on notable cases. Senior Management Analyst Yun stated Public Works did get the illegal dumping cleaned up on Simpson Road. 7. Animal Control Monthly Report a. Animal Control Services — Animal Friends of the Valleys (AFV) Officer Tucker reported on the monthly statistics for the month of October. Officer Tucker reported on notable cases specifically one that occurred on Cool Meadow Drive regarding two Pit Bull dogs. Committee Member Liesemeyer asked if the Pit Bull dogs were captured. Officer Tucker stated the owner is refusing to release the location of the dogs. b. Animal Sheltering Services — County or Riverside (the County of Riverside report was heard after the Police report) County of Riverside Representative Long provided the statistics noting the number of strays, adoptions, and live releases for the month of September. Committee Chair August asked if the euthanizations occurred due to the shelter being over crowded. Mr. Long stated they do not euthanize due to space or time; it was likely the animal was untreatable if it was euthanized. 8. Public Works/Engineering Monthly Report Senior Management Analyst Yun reported on various traffic operations around the City. Mr. Yun gave an overview of notable signal operations, lane striping projects, and street signage projects. Mr. Yun noted the City is working with the school districts to add pertinent safety measures around the school zones. He also reported the City is working with Riverside County Transportation Commission (RCTC) on repairing two railroad crossings in disrepair on Menifee Road and Matthews Road. Committee Member Liesemeyer asked why the City is doing the road improvements for the railroad crossings. Mr. Yun sated the City owns the road therefore will be making the improvements. Committee Chair August asked how the City coordinates with the school districts when improvements need to be made. Mr. Yun stated the City sends out the traffic engineer to access the issue then City staff will meet with the school district officials to determine what safety measures need to be taken. 9. Community Services Park Ranger Monthly Report City of Menifee Public Safety Committee Minutes November 14, 2017 Park/Landscape Maintenance Supervisor Solano provided the report noting that October 2017 was the Park Rangers second month on the job. Committee Member Liesemeyer inquired about the latch at the Audie Murphy Skate Mr. Solano stated the timing was off on the latch and has been fixed and is now working properly. Committee Chair August referred to the stats in the report and asked why the Park Rangers made contact with Riverside County Sheriff Department. Mr. Solano stated the call was due to a homeless encampment. Committee Chair August inquired about cases of interest involving solicitation as noted in the monthly report. Mr. Solano stated he did not recall the Park Rangers bringing any notable cases to his attention. 10. School District Report School District Representative Alyassi provided a report noting the Romoland School District is currently conducting comprehensive safety programs and they are participating in the Great Shake Out evacuation drills. He asked the Committee what type of items they would like him to bring to the meetings. Committee Member Liesemeyer stated a report on traffic circulation could be added to the report. 11. City Manager Comments Acting Assistant City Manager Wyman stated that a link to a video regarding Active Shooter Training will be provided to City staff and the video was played for the Committee. The Committee suggested the link to the video also be shared with the City Council. 12. Committee Members Comments None. 13. SIGNIFICANT INCIDENTS: • 11/26/2017 One chief officer, five engines and one truck responded to a reported residential structure fire at the 33000 block of Paradise Lane. The first unit arrived and reported a medium barn fully involved with fire. An aggressive fire attack on the barn was initiated with a coordinated search of the home. Fire was contained and there were no displaced occupants. • 11/24/2017 One chief officer, two engines and one truck responded to a reported remote rescue with a hiker down in the upper foothills on Juniper Ranch Road. Firefighter paramedics located the patient with Perris ECC GPS assistance and initiated advance life support care. Patient was transported with firefighter paramedics to the closest trauma center. • 11/23/2017 One chief officer, one engine and one truck responded to a reported traffic accident with extrication at the intersection of Antelope Road and Newport Road. First unit arrived and reported one single vehicle rollover with an ejected person on the ground. Firefighter paramedics initiated immediate basic and advanced life support care to the patient suffering airway compromise and critical injuries. Patient was transported with firefighter paramedics to the closest hospital succumbing to injuries. CHP and RSO remained on scene conducting an investigation. 4. During the month of October 2017, there were 174 Part 1 crimes reported in the City of Menifee (UCR data).
