October 10, 2017
1. Call to order and roll call
Chairman Greg August called the meeting to order at 3:05 p.m.
Present were: Chairman Greg August, Committee Member Matt Liesemeyer, Interim
City Manager Ron Bradley, Acting Assistant City Manager Jeff Wyman, Deputy City
Clerk Jennifer Allen, Economic Development Manager Gina Gonzalez, Building Official
Colin McNie, City Engineer/Public Works Director Jonathan Smith, Park/Landscape
Maintenance Supervisor Joe Solano, Park Ranger Cynthia Terrell, Fire Battalion Chief
Ty Davis, Police Captain Greg Fellows, Police Sergeant Kevin Lamb, Police Sergeant
RAID Team Shawn Brown, Police Lieutenant RAID Team Mario Lucio, County Animal
Shelter Representative Emma Singh, County Animal Shelter Representative Ryan Long,
and Animal Friends of the Valley Officer Will Tucker.
2. Public Comments
Committee Chair August called for public comments and there was none.
3. Minutes - The September 12, 2017 minutes were approved unanimously.
4. Fire Department Monthly Report
Battalion Chief Davis had to leave due to an emergency call.
5. Police Department Monthly Report
Police Sergeant Lamb reported on the monthly stats and cases of interest. Sergeant
Lamb noted the events Riverside County Sheriff's department attended and reported on
a special bike donation case.
➢ Letter of Support— Increase in VLF Fees for Riverside Regional Auto -Theft
Interdiction Detail (RAID)Team
Police RAID Team Member Lt. Lucio introduced Police Sergeant Brown and provided a
brief background on the purpose of the RAID Team. Lt. Lucio stated the Law
Enforcement Auto -Theft task force is comprised of multiple jurisdictions with a goal to
reduce the incidents of vehicle theft. Lt. Lucio reported on the team's responsibilities, the
funding history, and the various counties that have increased their respective auto theft
fees to aid in deterring vehicle theft activity. He also gave an overview of the 2016
vehicle theft statistics, the five (5) year Riverside County vehicle theft forecast, and the
2016 recovery rates.
Following the presentation, Committee Chair August and Committee Member
Liesemeyer agreed to forward a recommendation to the City Council to consider a letter
of support to increase the VLF fees.
Committee Chair August stated the Committee will review the County of Riverside
Animal Sheltering Services report at this point of the agenda since the representative
has an appointment and will need to leave the meeting early.
6. Code Enforcement Monthly Report
Building Official McNie provided the monthly report for September. Mr. McNie reported
on staff efforts toward getting reimbursed for costs due to vehicle abatement.
7. Animal Control Monthly Report
a. Animal Control Services — Animal Friends of the Valleys (AFV)
Officer Tucker reported on the monthly statistics and the cases of interest for the
month of September.
b. Animal Sheltering Services — County or Riverside (the County of Riverside
report was heard after the Police report)
County of Riverside representative Singh provided the statistics noting the
number of strays, adoptions, and live releases for the month of September.
Committee Chair August asked if the live releases included animals that have
chips and/or licenses. Ms. Singh stated that they don't record that information as
not every jurisdiction requires animals to be chipped and licensed.
8. Public Works/Engineering Monthly Report
Public Works Director Smith reported various traffic operations around the City. Mr.
Smith noted the completion of lane striping projects throughout the City, street signage
modifications, and efforts towards improving traffic circulation at various schools.
Committee Member Liesemeyer inquired about traffic safety measures at the new
Charter school, River Springs Charter School. Public Works Director Smith stated he
has met with the school staff to review a plan to help facilitate traffic circulation and
safety measures.
Committee Member Liesemeyer expressed his concerns with children walking and riding
bikes to get to the school on a busy street such as Newport Road and asked that the
issue be made a priority.
Committee Chair August and Committee Member Liesemeyer agreed to bring the
charter school issue before the Council. Interim City Manager Bradley noted that staff
will need time to research the issue and the item could possibly be placed on the first
agenda in November.
9. School District Report

10. City Manager Comments
Interim City Manager Bradley noted that a recent article in the newspaper regarding the
Scott Road/1-215 interchange project was inaccurate and a press release by the City will
go out very soon correcting those inaccuracies.
11. Committee Members Comments
Committee Chair August asked Park Ranger Terrell to provide an activity update. Ms.
Terrell gave a brief report on cases of interest and noted that the Park Rangers have
been making contacts within the community and making their presence known in many
of the parks.
12. Adjournment
Chairman August adjourned the meeting at 3:46 p.m.

3. SIGNIFICANT INCIDENTS
October 22, 2017 one chief officer, two engines, and a medic squad responded to a reported traffic collision on Murrieta Rd. and Cherry
Hills Blvd. The vehicle struck and sheared a fire hydrant. Two patients were transported to a local area hospital with minor injuries.
October 23, 2017 One chief officer, two engines, and two trucks responded to a reported traffic collision with extrication on Bundy
Canyon Road west of Murrieta Rd. The first arriving engine company found a vehicle into a power pole with major damage. The single
patient required extensive extrication to be rescued from the vehicle.

4. STATION ACTIVITIES AND EVENTS:
Station Tours:
• Station 7 conducted 1 station tour that had a total of 20 public contacts.
• Station 68 conducted 3 station tours that had a total of 30 public contacts.
Other Events:
• Station 5 instructed the public CPR class at Kay Ceniceros Senior Center.
• Station 5 and Station 76 instructed the Menifee City Employee CPR / First aid class at City Hall.
• City units attended the Medic Patrol 7 dedication ceremony.
• City units attended a school program at the Ridgemoor Elementary School.
• City units attended the Health Fair at Menifee Valley Medical Center.
• City units attended the Fall Festival at Audie Murphy Sports Park.

service. During the month of September 2017, there were 139 Part 1 crimes reported in the City
