Meeting Minutes
September 12, 2017
1. Call to order and roll call
Chairman Greg August called the meeting to order at 3:04 p.m.
Present were: Chairman Greg August, Committee Member Matt Liesemeyer, Interim
City Manager Ron Bradley, Deputy City Clerk Jennifer Allen, Economic Development
Manager Gina Gonzalez, Building Official Colin McNie, Community Services Director
Robert Lennox, Fire Division Chief Geoff Pemberton, Fire Battalion Chief Josh Bischof,
Police Sergeant Kevin Lamb, and Animal Friends of the Valley Officer Will Tucker.
2. Public Comments
Committee Chair August called for public comments and there was none.
3. Minutes - The August 8, 2017 minutes were approved unanimously.
4. Fire Department Monthly Report
Battalion Chief Bischof provided the monthly Fire stats detailing the number of calls per
month and the station activities and events. Battalion Chief Bischof noted the section
added to the report, average commitment time in minutes for the month, and provided
the stats for each station.
Committee Chair August asked if any home owners associations (HOA) host the
community emergency response trainings (CERT). Battalion Chief Bischof stated that
the trainings are typically hosted by the City.
5. Police Department Monthly Report
Police Sergeant Lamb reported on the monthly stats and cases of interest. Sergeant
Lamb noted they partnered with the school district to access traffic safety concerns due
to the lack of buses and they only received two (2) complaints regarding the traffic. He
reported on the undercover investigations for the month noting that they made a few
arrests and will continue with the program.
Committee Chair August requested that Officers patrol the bus stops to evaluate the
increase in transient activity.
Committee Member Liesemeyer inquired about a recent traffic collision on Newport
Road. Sergeant Lamb stated it was a single vehicle incident, however he did not have
further information.
Committee Member Liesemeyer inquired about additional motor officer hires. Interim
City Manager Bradley stated that two (2) motor officers are still anticipated to be hired.
6. Discussion of Sharps Waste Disposal Program
Economic Development Manager Gonzalez stated that the item is an open discussion
regarding the process for disposal of sharps waste in a safe manner.
Fire Chief Pemberton stated that when the emergency ambulance service arrives on site
they typically handle the disposal of sharps waste and use their standard procedures for
handling the sharps containers.
Building Official McNie stated that Public Works Manager Steve Glynn has access to
sharps containers as part of our franchise agreement with Waste Management and can
provide the proper disposal containers.
Economic Development Manager Gonzalez stated staff can work on public outreach and
inform people of where they can locate the sharps containers.
Interim City Manager Bradley stated that staff will reach out to Waste Management and
provide information on drop off locations for sharps containers in the City.
Police Sergeant Lamb stated his team has sharps containers on hand and procedurally
disposes of them.
7. Code Enforcement Monthly Report
Building Official McNie provided the monthly report for August. Building Official McNie
noted that Code Enforcement staff attend a meeting in Quail Valley on the evening of
September 12, 2017 to hear the concerns of the residents. He stated that the residents
have requested that the City provide a dedicated Code Enforcement Officer to handle
issues in Quail Valley.
Committee Member Liesemeyer asked if there is a plan to hire more Code Enforcement
Officers.
Interim City Manager Bradley stated there are many areas in the City that have concerns
and need addressing.
Building Official McNie stated they are looking into funding sources through Community
Development Block Grant (CDBG) programs to help support hiring more officers and
fund clean-up events.
Committee Member Liesemeyer inquired about increasing the administrative citation
fines.
Building Official McNie stated that staff can look into an increase in fees, however it is
difficult to catch illegal dumpers and issue a citation.

Committee Member Liesemeyer inquired about a reward program for turning in illegal
dumpers and noted he can bring the item forward at a City Council meeting for
consideration.
Committee Chair August inquired about the status of the North Golf Course.
Building Official McNie provided a status report noting that as of now the golf course is in
compliance.
8. Animal Control Monthly Report
a. Animal Control Services — Animal Friends of the Valleys (AFV)
Officer Tucker reported on the monthly statistics. Mr. Tucker reported on cases of
interest noting a case in Sun City where an individual with dementia tried to take
ownership of a dog that was not his. Officer Tucker stated the dog was eventually
reunited with its owner.
b. Animal Sheltering Services — County or Riverside
County of Riverside representative was absent. Economic Development
Manager Gina Gonzalez provided the statistics for the month of August.
9. Public Works/Engineering Monthly Report
The Public Works representative was absent. Committee Chair August asked
Community Services Director Lennox and the school district representatives to provide a
report on activities.
Community Services Director Lennox announced the new Park Rangers are going
through training and will be on their regular schedules beginning September 18, 2017.
Mr. Lennox gave a brief overview of the Park Ranger's duties and their scheduled work
hours.
Committee Member Liesemeyer asked if a text number could be made available for
sending issues of concern to the Park Rangers. Economic Development Manager
Gonzalez stated she asked the IT department if a number could be set up for texting
complaints/issues to and they do not have the capabilities at this time for a texting
service. Building Official McNie mentioned there may be a way to set up a texting
service through the City's current phone system and he could look in to it. The
Committee asked staff to research a way to provide a texting service to the public.
Ricky Alyassi, Romoland School District, reported on the districts upcoming suicide
prevention training program.
Hector Gonzalez, Perris Union High School District, reported on issues with drop off and
pick up traffic congestion and discussed onsite circulation solutions.
10. City Manager Comments
➢ Public Perception
Interim City Manager Bradley reported on the public's perception of the crime that occurs
in Menifee. Mr. Bradley stated that the public is not receiving accurate information when
it comes to cases of interest in the City and staff, in conjunction with Riverside County
Sheriff's Department, will be working on ways to educate and inform the public with

accurate statistics. Interim City Manager Bradley stated staff will bring a comprehensive
report before the City Council in the near future.
Interim City Manager Bradley announced the dedication ceremony for Medic Patrol 7
event.at the new Sun City Fire Station No. 7 on October 16, 2017.

3. SIGNIFICANT INCIDENTS:
• 09/26/2017 One chief officer, one engine, one truck and one urban search and rescue unit responded to a residence at the
26000 block of Apple Creek Road to assist the Riverside County Sheriff's Department Coroner's Office of the removal of a
deceased person. The operation was extensive and required wall removal and box building to facilitate the removal of the
person.
• 09/22/2017 One chief officer, five engines and one truck responded to a reported commercial structure fire at the 27000
block of Newport Rd. The first unit arrived and reported 10 storage units with smoke showing and three units involved with
fire. The fire was quickly contained to the three units.
• 09/21/2017 One chief officer, five engines and one truck responded to a reported residential structure fire at the 29000
block of Greenhill Dr. The first unit arrived and reported a single-family dwelling with heavy smoke and fire from the garage.
An aggressive and quick fire attack contained the fire to the garage. Red Cross responded for occupant displacements.
• 09/15/2017 One chief officer and five engines responded to a reported wildland fire on Matthews Rd at BP Holland. The first
unit arrived and reported a 100' x 100' debris and mulch pile on fire. Quick action by engine companies was initiated to
protect additional debris piles from igniting on fire and to gain containment on the main fire. The fire was contained and
property released back to the onsite manager to continue mop up and overnight operations.
• 09/09/2017 One chief officer and one engine responded to a reported wildland fire at the 26000 block of Sun City Blvd.
Upon arrival, the first unit found a 20' x 4' spot of smoldering grass that was started from an active arcing powerline that
failed from the transformer. The initial line drop caused a power outage to homes in the area. The fire and electrical hazards
were mitigated. Area residents have been advised.
