Call to order and roll call Chairman Matt Liesemeyer called the meeting to order at 3:05 p.m. Present were: Chairman Matt Liesemeyer, Committee Member Greg August, City Manager Armando Villa, Assistant City Manager Jeff Wyman, Public Works Director Jonathan Smith, Records Technician Roxana Elliott, Economic Development Manager Gina Gonzalez, Building Official Colin McNie, Code Enforcement Officer Amber Kearney, Office Specialist Andrea Montez, Community Services Director Jonathan Nicks, Community Services Supervisor Jason Hendrix, Police Lieutenant Scott Forbes, Police Sergeant John Burke, Animal Control Officer Mo Middleton, Animal Friends of the Valley representative Ryan Long 2. Public Comments Committee Chair Liesemeyer called for public comments and there was none. 3. Minutes – The October 9, 2018 minutes were approved unanimously. 4. Fire Department Monthly Report Fire was not present. 5. Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant Burke reported on various station activities and events for the month of October. Committee Member Liesemeyer asked about the Auidie Murphy case. Sergeant Burk responded the suspect was found and in custody with 3 felony robberies.     6. Code Enforcement Monthly Report Building Official McNie provided the monthly report for October. Mr. McNie reported on updating the public nuisance ordinance and updating the codes. He also spoke on pursuing and administrative citation increase. Committee Member Leisemeyer asked about what the dirt, trash, and debris reports consist of. Mr. McNie responded the reports were in reference to the developer signs and illegal dumping. 7. Animal Control Monthly Report a. Animal Control Services – Animal Friends of the Valleys (AFV) Officer Mo Middleton reported on the monthly statistics for the month of October. Ms. Middleton reported on severe dog bite incidents. b. Animal Sheltering Services – County or Riverside County of Riverside Representative Ryan Long provided the statistics noting the number of strays, adoptions, and live releases for the month of October. Mr. Long reported on the upcoming programs. 8. Public Works/Engineering Monthly Report Public Works Director Jonathan Smith provided the monthly report and provided information on future projects. 9. Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix provided the Park Ranger monthly report for October. Mr. Hendrix reported on skate park closure, the park ranger hotline, and the swag team. Committee Member Leismeyer asked if the City would be able to allow a bicycle day two days a week. Mr. Hendrix responded the Ordinance stating no bicycles were allowed in the skate park would have to be amended 10. School District Monthly Reports School District was not present.     11. City Manager Comments City Manager Armando Villa entered the meeting at 3:34PM. Mr. Villa asked about the Code Enforcement recruitments. SIGNIFICANT INCIDENTS: • 11/12/18 One battalion chief, three engines, one medic patrol, and one truck responded to a reported traffic collision with extrication at the intersection of Hwy 74 and Menifee Road. Two patients required extrication to be removed from the vehicles. A total of 5 patients were transported to area hospitals and one patient was pronounced on scene. 4. STATION ACTIVITIES AND EVENTS: Station Tours/Events: • Station 5 conducted a school event with 300 public contacts. • Station 7 conducted 1 station tour. • Station 68 conducted 1 adult education event and two station tours. • Station 76 conducted 1 station tour and a school event with 100 public contacts. Units arrived on scene to find a two vehicle collision with both vehicles upside down in a ditch. Two patients were extricated in sixteen minutes from one of the vehicles. Fire personnel will remain on scene to remove the fatality from of the vehicles. Traffic Signal turn-ons/modifications last month: Normandy/La Ladera, Goetz/Audie Murphy Ranch-Canyon Lake, Zeiders/Commerce Point, Ethanac/Murrieta (City of Perris operates). 2. Ethanac/Trumble street improvements and traffic signal modification (City of Perris) has obtained encroachment permit to start work. 3. Traffic Signal design have been approved for Hidden Hills development at: Murrieta/Craig, Murrieta/Beth, and Murrieta/Garbani. 4. Traffic Signal design in process for City CIP projects at: Scott/Murrieta, McCall/Hospital (Oakhurst), Murrieta/Park City. 5. Power failure/surge caused major damage to signal controller at Newport/Antelope on Halloween. City replaced entire cabinet, controller, and components due to fire damage and installed a new battery backup system. 6. Will be installing battery backup system at Newport/Menifee. 7. Murrieta Rd reviewed plans to install a northbound left turn pocket on Murrieta Rd at Ethanac by City of Perris developer. Traffic signal will need to be modified. City to review plans. 8. Commercial Vehicle Ordinance introduced at City Council 11/07/18 . Second reading to City Council on 12/5/18. 9. Truck Route Ordinance being prepared and should be to City Council in January 2019. 10. Menifee Town Center Pedestrian crosswalk plan approved. This crosswalk will have pop-outs and a pedestrian activated rectangular rapid flashing beacon. 11. Approved 18 new bus stop locations in the Heritage Lake and McCall area for RTA Route 40. RTA plans to start this service in January 2019. 12. Murrieta Rd paving and restriping project in design. Will be striping double left turns on Murrieta Rd at Newport to improve congestion. Will be striping bike lanes on Murrieta from just south of Newport to McCall. 13. Beginning process for re-evaluating all speed limits in city. Due to physical changes to roadways and length of time between surveys, a new engineering and speed survey is warranted.
