Call to order and roll call Chairman Matt Liesemeyer called the meeting to order at 3:04 p.m. Present were: Chairman Matt Liesemeyer, Committee Member Greg August, Assistant City Manager Jeff Wyman, Records Technician Roxana Elliott, Economic Development Manager Gina Gonzalez, Building Official Colin McNie, Public Works Director Jonathan Smith, Traffic Engineer Rob Blough, Community Services Director Jonathan Nicks, Community Services Supervisor Jason Hendrix, Fire District Chief Geoff Pemberton, Police Lieutenant Scott Forbes, Police Sergeant John Burke, Animal Friends of the Valley Officer Mo Middleton. 2. Public Comments Committee Chair Liesemeyer called for public comments and there was none. 3. Minutes – The July 10, 2018 minutes were approved unanimously. 4. Fire Department Monthly Report Fire District Chief Geoff Pemberton provided the monthly Fire stats detailing the number of calls per month. Mr. Pemberton reported on the average in route to on scene time for each Fire Engine for the month of July. 5. Police Department Monthly Report Police Sergeant John Burke provided the monthly stats and cases of interest. Sergeant John Burke updated the committee on the homeless outreach program. Committee Member August asked about National Night Out. Sergeant John Burke responded the National Night out was held at the Oasis and they allowed people in until they reached capacity and had to turn away some people. 6. Code Enforcement Monthly Report Building Official McNie provided the monthly report and also reported on the final phase of the weed abatement program. The final citations were issued Committee Member Liesemeyer asked about Code Enforcement staffing. Mr. McNie responded a recruitment for Code Enforcement officers has been started and interviews were scheduled for the following week. Mr. Liesemeyer asked for clarification on public and private citations. Mr. McNie provided clarification. 7. Animal Control Monthly Report a. Animal Control Services – Animal Friends of the Valleys (AFV) AFV Officer Middleton reported on the monthly statistics for the month of July and provided an update on animals being evacuated and transported due to the fire. 172 dogs were rescued from the fire and 86 of them were transferred to San Jacinto. Committee Member August asked if transferring the dogs made it more difficult for the owners to be reunited with their pets. Officer Middleton responded Animal Friends of the Valley was assisting in transporting the pets back to their owners. 8. Public Works/Engineering Monthly Report Senior Traffic Engineer Rob Blough provided the monthly report. Committee Member Liesemeyer asked why construction had started again on Murrieta Rd. Mr. Blough responded there were corrections that needed to be made. Committee Member August asked if a flashing stop sign was to be placed on Bradley and what the cost associated with it would be. Mr. Blough responded they would be installing one and the cost would be $1900.00 plus the fees for installation. Committee Member Liesemeyer asked for an update on Lazy Creek Rd. Mr. Bough provided the update. 9. Community Services Park Ranger Monthly Report Community Services Supervisor Jason Hendrix provided the Park Ranger monthly report. 10. SIGNIFICANT INCIDENTS: • August 18, 2018 One chief officer, five engines, and one ladder truck responded to a residential structure fire on Trumble Road. The first arriving engine company reported smoke coming from a double wide modular home. A quick aggressive fire attack, and coordinated ventilation operation was initiated by the first alarm resources. The fire was contained to a portion of the vacant structure. • August 30, 2018 One chief officer, 4 engines, one medic patrol, and one ladder truck responded to a residential structure fire on El Puente Street. The first arriving engine company reported an outside fire spreading into the single-family residences on both sides. An aggressive fire attack, and coordinated ventilation operation was initiated by the first alarm resources. The fire was contained to an exterior fire with some fire damage to the eaves and garage attic spaces of the two residencies. • Menifee City Fire units assisted with the Holly fire near Lake Elsinore and the Keller Fire just south of the Menifee City boundary during the month of August. SIGNIFICANT INCIDENTS: • 9/17/18 One Battalion Chief, Four Engines, One Medic Patrol, and One Truck responded to a reported residential structure fire at the 26000 block of Trumble Rd. Fire was aggressively and quickly contained to construction material within the living room of a home in renovation. Home suffered smoke damage due to fire. No injuries reported. • 9/4/18 One Battalion Chief and Three Engines responded to a reported traffic accident versus and power pole near Bundy Canyon Rd. and Debon St. Powerlines were down causing four small vegetation fires. The victim in traffic accident had no injuries. 12 homes were effected by power outage for 10 hours. SCE responded. Fires were quickly contained. No injuries reported. 4. STATION ACTIVITIES AND EVENTS: Defensible Space Inspections • Station 7 conducted 27 defensible space re-inspections. • Station 68 conducted 10 defensible space re-inspections. Station Tours/Events: • Station 5 conducted 2 school education events with 100+ public contacts. • Station 7 conducted a dynamic display and participated in fair expo with 300+ contacts. • Station 68 conducted 2 station tours and 1 school event with 25+ public contacts. • Station 76 conducted 1 station tour, 2 educational programs, and participated in fair expo with 400+ contacts Other Events: • Promotional Dinner for Firefighter Hauer (E68) to Fire Engineer in San Luis leaving Menifee after 8 Years of Service. • Assisted City of Temecula with Garrison Flag display for 9/11 event. • Participated in Freedom Car Show with HANDS ONLY CPR demonstrations to the public. • Participated in Menifee 1st Annual Emergency Preparedness Fair. • Taught City of Menifee Staff on proper fire extinguisher use. 2 Permanent Housing (non‐CES) 0 0 1 Social Worker Action Group (SWAG) continues working within the City of  Menifee every Wednesday and Friday. Working jointly with the Crime  Prevention Officer and Park Rangers they are making contact with  homeless in the city and assisting them with getting vital documents,  housing vouchers, medical assistance, shelter, etc.  They continue to case  manage many of the chronically homeless in the area by seeking creative  solutions to each individual’s needs.  Menifee Public Safety Report ‐ Park Rangers Closing the Gap to Housing In the month of August SWAG was notified that two of their homeless  clients in Menifee have been approved for housing programs. Utilizing  the Service Prioritization Decision Assistance Tool (SPDAT), information  taken by SWAG during initial interviews is entered into a standardized  system which prioritizes individual needs across the county. Both of  these clients scored highly and in time made their way to the top of the  list for housing. This is a monumental step towards getting these clients  permanently off the street and it becomes critical to ensure a smooth  transition into housing.  The entire outreach team has dedicated extra  time and resources towards assisting these individuals in gathering the  required documentation and conducting follow up interviews to ensure  nothing falls through the cracks. SWAG continues to provide results  which are making a change in our community.       Coordinated City Efforts When Park Rangers became aware that chronic violators of the City's  Solicitation Ordinance were staying on a property where Code  Enforcement was also working a case a quick response by multiple City of  Menifee resources swung into action. Ongoing problems at the property  had led to substandard living conditions which had to be addressed by  Code Enforcement. With assistance from the Crime Prevention Officer  and Park Ranger, SWAG was put into contact with the individuals on the  property early in the process. When the property was ordered to be  vacated, Animal Friends of the Valley was contacted to assist in collecting  animals which could no longer be cared for. An elderly couple on the  property was identified as needing further assistance and SWAG worked  to find emergency housing and contact other available resources.  Through each department taking on a role the property was cleared of  trespassers and the City is working with the property owner to get into Code Enforcement Officers (CASEO) Module 1 class which was hosted by  the City of Menifee at the Kay Ceneseros Building. The 40 hour Basic  course covered the basic foundation and principles of Code Enforcement.  Topics included Field Activities, Basic Inspections, Case Documentation,  Officer Safety, Building & Property Maintenance Violations, Land Use,  Health & Safety, Legal Aspects, Ethics & Professionalism and Customer
