1. Call to order and roll call
Chairman Matt Liesemeyer called the meeting to order at 2:59 p.m.
Present were: Chairman Matt Liesemeyer, Committee Member Greg August, Assistant
City Manager Jeff Wyman, Records Technician Roxana Elliott, Economic Development
Manager Gina Gonzalez, Building Official Colin McNie, Public Works Director Jonathan
Smith, Traffic Engineer Rob Blough, Community Services Director Jonathan Nicks,
Community Services Supervisor Jason Hendrix, Fire District Chief Geoff Pemberton,
Police Lieutenant Scott Forbes, Police Sergeant Kevin Lamb, Animal Friends of the

2. Public Comments
Committee Chair Liesemeyer called for public comments and there was none.
3. Minutes –
The June 12, 2018 minutes were approved unanimously.
4. Community Services Park Rangers Monthly Report
Community Services Supervisor Jason Hendrix provided the monthly report.
Supervisor Hendrix provided an update on the homeless man asking for money by
McDonalds in the Sun City community. The gentleman was provided guidance and is
now in a detox program and off of the streets.
Committee Chair Liesemeyer asked how often Park Rangers are on duty. Supervisor
Hendrix responded 7 days a week unless the Park Ranger is serving his Coast Guard
duties.
Community Services Director Jonathan Nicks reported on the research and information
gathered on Skate Parks and how they were operated by the surrounding cities.
Committee Member August asked what the number of people that attended the City of
Menifee’s firework show was. Supervisor Hendrix responded about 1500.
5. Fire Department Monthly Report
Fire District Chief Geoff Pemberton provided the monthly Fire stats detailing the number
of calls per month. Mr. Pemberton reported on the average enroute to on scene time for
each Fire Engine for the month of June.
Committee Member August asked how the hot weather affected the amount of calls and
the Fire Department’s response times. Mr. Pemberton responded the damp air was
keeping the number of incidents down.
Committee Chair Liesemeyer asked how our Fire Departments were doing on resources.
Mr. Pemberton responded an increase in the Fire Department’s budget had recently
been approved by City Council in order to ensure they had enough resources.
6. Police Department Monthly Report
Police Sergeant Lamb provided the monthly stats and cases of interest. Sergeant Lamb
reported on various traffic safety events and station activities and events for the month of
June.
Sergeant Lamb gave a PowerPoint presentation on the Sherriff’s Department new
storefront in Menifee.
Committee Member August asked what the biggest benefit of the storefront has been so
far. Sergeant Lamb responded having the storefront allowed for the nonemergency calls
and lower priority calls to be resolved by at the storefront. As a result there are more
deputies in the field available to answer the high priority calls. Additionally, there has
been a decrease in crime with the presence of deputies in the area.
Committee Chair Liesemeyer asked for an update on the newly hired motor deputy.
Sergeant Lamb responded the new employee will complete a two week course as or
August 1, 2018 at which point the traffic team will be fully staffed.
7. Code Enforcement Monthly Report
Building Official McNie provided the monthly report for June. He briefly spoke on weed
abatements and the importance of preventing fires from spreading through weed
abatement. He mentioned the zero tolerance timeframe for weed abatements on
properties and citations.
8. Animal Control Monthly Report
a. Animal Control Services – Animal Friends of the Valleys (AFV)
AFV Officer Middleton reported on the monthly statistics for the month of June.
9. Public Works/Engineering Monthly Report
Senior Traffic Engineer Rob Blough provided the monthly report.
PowerPoint presentation was provided by Dawn Wilson from Kittelson & Associates on
the “Systemic Safety Analysis Report (SSAR)”.
Committee Chair Liesemeyer and Committee Member August asked why specific streets
on the Systemic Safety Analysis were showing redlines for high priority if there were not
a lot of accidents. Dawn Wilson explained the analysis uses data that reflects the
severity of the accidents as well as the number of accidents.

3. SIGNIFICANT INCIDENTS:
• 7/30/2018 One chief officer, one engine and one truck responded to a water main break effecting multiple businesses at
the 26000 block of Cherry Hills Blvd. With the assistance of the Menifee Fire Marshal’s Office and EMWD, the incident
was mitigated and fire protection systems restored.
• 7/28/2018 One chief officer, five engines, one truck, and breathing support responded to a reported residential structure
fire on the 28000 block of Connecticut Dr. The fire was contained to the garage, two vehicles, and partial attic space.
Three adults displaced with Red Cross assistance. There were no injuries reported.
• 7/26/2018 One chief officer, 3 engines, and one truck with the assistance of the Menifee Fire Marshal’s Office responded
to a reported sprinkler activation at the Menifee Lowes in the docking area. There was no fire. Fire units assisted Lowes
staff with water removal. Fire sprinkler was replaced and business was in normal operation.
• 7/24/2018 One chief officer, three engines and one truck responded to a reported fire alarm with sprinkler activation at
Mount San Jacinto College. Firefighters discovered a broken sprinkler head and no fire. Significant amount of water in one
wing requiring a water salvage operation. The water system was shut down and sprinkler head replaced. System restored
to normal.
• Menifee City Fire Units during the month of July assisted with multiple incidents and fires outside the city limits

Planning Case Development Reviews:
July saw the expected increase in plan review
submittals for projects approved for construction.
Several Planning cases were reviewed and
conditioned for the month of July, there are
currently 10 planning cases in the queue pending
review as of this date. Commercial and Residential
developments, and individual custom home.
Temporary Special events for several organizations
were reviewed as well. All planning case and plan
reviews are conducted in-house by OFM Menifee staff.
Construction Plan Reviews:
OFM Fire Safety Specialist Sonya Rivera-Bu logged 129 hrs.
during the final 2 weeks of July as she has been dedicated to
keep our office successful in meeting turnaround times for
plan reviews. The plan check queue continues to be full as
plans come in as quick as plans due are reviewed. We have
had less than a half dozen large project plans that have
exceeded the 15 day turn-around by not more than 5 days.
• For the month of June the OFM reviewed and approved or provided conditions of
approval for projects submitted for review. As of this date there are 32 plans pending
review. The completed plans for this month included fire protection systems for the
following:

New Fire Protection System and Construction Inspections
OFM has conducted for fire sprinkler systems, water and access for fire clearance, Certificate of
Occupancy for Building finals and other related inspections. The County of Riverside Office of
the Fire Marshal has been requested to assist and the Market street office has provided (2)
inspectors to assist on a case by case basis as they are available. Fire Systems Inspectors
Kevin Shin, and Phil Jones from the Riverside Office have assisted this month with the overflow.
Inspections are meeting the 48 hour turn-around for requests. With multiple residential
developments in full production request for inspections are a constant. OFM Staff makes every
effort to respond to these requests in a timely manner and schedule them as soon as resource
availability is confirmed.
The Menifee Town Center project, which includes
the Lennar project which is in full construction and
Menifee Lakes Plaza businesses now ready for fire
line connections inspections are occurring on a
regular basis for these projects. The new Stater
Bros shopping Center on Newport has had several
businesses requesting fire sign-off for fire
protection systems and Certificate of Occupancy
Fire-Life Safety. The new McDonald’s has
completed Underground, fire sprinkler and fire
alarm inspections and will be ready soon for final
occupancy inspection. Commerce Pointe II was
inspected this month for tenant improvements to
the fire alarm system.
Administrative Assistance: County of Riverside Office of the Fire Marshal Office Senior
Administrative assistant Debbie Matthews continued to assist this month in data entry, auditing
of invoices. Debbie is tracking inspection revenue and verifying fees charged for inspections
and plan reviews are accurate. Kristina Hernandez from Administrative Services who has
volunteered to assist us in creating folders, organizing files and document retention. Debbie is
also working on her day off and her time is charged to the Menifee account. The volume of data
generated per month requires on-going management of our document retention processes.
Building and Safety Permit technicians continue to do a great job in assisting us with plan intake
and outtake and billing. Once our dedicated fire permit technician is acquired, these processes
can be consolidated and they will be the responsibility of that employee.
Inspection and Plan Review: The County of Riverside Office of the Fire Marshal Market Street
office provided assistance this month to cover increasing field inspections and plan reviews. Fire
Safety Specialists Edgar Gonzalez from the La Quinta Office and Sandy Hastings from the
Norco/Eastvale office came to Menifee on their day off to assist. Overtime for county staff is
charged to the city of Menifee account.
Of Note: Riverside County Office of the Fire Marshal welcomes Deputy Fire Marshal Steven
Swarthout (Promotion) as the new DFM in charge of West County Offices which includes the
City of Menifee. We look forward to working with Steve to mitigate and coordinate resources for
continuing to maintain an optimum customer service level.

Fee Schedule Update: The fee schedule for Fire Marshal services for Menifee continue to be
charged at the County fee schedule rates. Once the Menifee fee schedule for services is
approved, full cost recovery will be realized and the additional staffing needed to keep up with
the development demand will be made possible. Under the current fee schedule only the current
positions and fire permit technician position are approved.
Recent Events:
OFM FSS Sonya Rivera-Bu responded to several calls in July for the following:
Menifee Valley Medical Center: A review of fire protection systems was
requested by Riverside County Fire Marshal James Frater under the
direction of acting County Fire Chief Talbot. An assessment inspection
was conducted of the systems and deficiencies by Fire Marshal
Villalobos and these were referred to the agency who oversees the
licensing and inspections of the facility (California Department of Public
Health Fire-Life Safety Division.) It was determined that the systems are
currently operational but that some maintenance is required to ensure
the systems remain in design operating condition as required by the
California State Fire Code and the NFPA 25 Standards that regulate
these systems.
• Sprinkler activation – Mt. San Jacinto College: A fire sprinkler under a skylight activated
after reaching the temperature threshold. Fire Operations responded and replaced the
broken sprinkler and restored fire sprinkler system to service. FSS Rivera-Bu met with
the sprinkler contractor to verify system was operational and in compliance following the
incident.
• Main Water Line Break- Cherry Hills
Plaza: FSS Rivera-Bu responded to the
location following a main water line break
on site. EMWD responded to conduct an
overnight repair of the line. Several
buildings on the site were without service
overnight and a fire watch notice was
issued by FSS Rivera-Bu. On the following
morning a follow-up was conducted to
determine the cause of the break and it
was found that aging concrete incased
steel pipe had significantly corroded to the
point of deterioration and failed affecting
fire protection systems throughout the site.
After the repair the fire protection
contractor for the site was called to verify
the system’s status FSS Rivera-Bu and
Fire Marshal Villalobos verified the repair
and the condition of the systems and fire
watch was released.

PUBLIC WORKS / ENGINEERING UPDATE:
1. Enhanced midblock pedestrian crosswalk in design for new Central Park in Menifee Town
Center to incorporate midblock pop-outs and pedestrian activated flashing signs.
2. Ethanac Widening under construction to 4 lanes with median and new signal at
Murrieta/Ethanac.
3. Ethanac Corridor Study between I-15 and Menifee that will provide new connection for Hwy
74.
4. Ethanac/Trumble traffic signal modification and widening in design.
5. Haun/Smart and Final traffic signal and raised median in design.
6. La Piedra/Town Center traffic signal nearing near turn-on.
7. Traffic signals in design on Murrieta at Beth, Garbani, and Craig . Murrieta will be widened to
4 lanes as part of project.
8. Traffic signals in design for Scott/Murrieta, Murrieta/Park City, and McCall/Oakhurst
(Hospital).
9. Newport Road restriping plan developed between Murrieta and west City limits. Includes
radar feedback signs and bike lanes with buffers.
10. Newport/Winterhawk Signal work at SW corner to modify traffic signal in construction.
11. Veterans 5k Run Traffic Control Plan near Mt. San Jacinto College.
12. Damaged signal poles have been replaced at Murrieta/Ridgemoor and Scott/Lindenberger,
and Scott/Briggs.
13. Developing plans to expand golf cart program and adding additional bike/golf cart lanes.
14. Evaluating Tawwila Elementary School traffic circulation.
15. Several high speed rural roads have had raised pavement markers installed to improve safety
at night.
16. Whitewood striping coordination with City of Murrieta.
17. Holland Road.
18. McCall sidewalk between Menifee Rd and Junipero complete.
19. Rustler’s Ranch Phase 1 paving complete and Phase 2 is out to bid.
20. Newport/Menifee median and restriping complete.
21. Slurry Seal program to begin on several streets in the Sun City and Romoland area.
22. ADA ramps and parking improvements adjacent to Sr. Community Center on Sun City Blvd to
begin soon.

Social Worker Action Group (SWAG) continues working within the City of
Menifee every Wednesday. Additional outreach hours have been added
on Fridays. Working jointly with the Crime Prevention Deputy and Park
Rangers they are making contact with homeless in the city and assisting
them with getting vital documents, housing vouchers, medical assistance,
shelter, etc. They continue to case manage many of the chronically
homeless in the area by seeking creative solutions to each individual’s
needs. When needed, Park Rangers have been enlisted to transport
homeless individuals to shelters and services necessary for the successful
transitioning of individuals off of the streets.

Sharing in Success
In the month of July SWAG was able to successfully help a homeless
couple transition out of living in a tent under a bridge and into
temporary housing. Alex and Grace had been homeless in the area for
the last year and through a generous partnership with a local business
owner SWAG has been able to keep them housed while continuing to
work with their transitional needs. Just recently Grace started working at
an area restaurant. When Alex was contacted for an interview with
another area restaurant the Community Cupboard stepped in to provide
him with a fresh set of clothing for the interview. This is just one
example of how SWAG's dedication to finding creative intervention
solutions along with help from our community partners is helping people
reestablish themselves in our community.

During the month of June 2018, the Menifee Police Department generated 4,223 calls for service.
During the month of June 2018, there were 160 Part 1 crimes reported in the City of Menifee
(UCR data). A three month comparison is provided below:
During the month of June 2018, the Menifee Police Department took 32 vandalism reports and
made 5 public intoxication arrests. A three month comparison is provided below:

During the month of June 2018, the Menifee Police Department generated 522 traffic citations,
made 17 DUI arrests and took 26 traffic collision reports (this does not include traffic collisions in
