January 9, 2018
1. Call to order and roll call
Chairman Matt Liesemeyer called the meeting to order at 3:04 p.m.
Present were: Chairman Matt Liesemeyer, Committee Alternate Lesa Sobek, City
Manager Armando Villa, Acting Assistant City Manager Jeff Wyman, Deputy City Clerk
Jennifer Allen, Economic Development Manager Gina Gonzalez, Building Official Colin
McNie, Director of Public Works/Engineering Jonathan Smith, Traffic Engineer Rob
Blough, Community Services Supervisor Jason Hendrix, Fire Division Chief Geoff
Pemberton, Police Sergeant Kevin Lamb, County Animal Shelter Representative Ryan
Long, Animal Friends of the Valley Officer Will Tucker and Menifee Union School District
Representative Tim Grangruth.
2. Public Comments
Committee Chair Liesemeyer called for public comments and there was none.
3. Minutes - The December 12, 2017 minutes were postponed to the next meeting for
approval by all regular Committee Members.
4. Fire Department Monthly Report
Division Chief Pemberton provided the monthly Fire stats detailing the number of calls
per month and the station activities and events. Division Chief Pemberton stated that
they have had an increase in calls due to a spike in flu cases. Mr. Pemberton stated they
picked up some calls since American Medical Response (AMR) could not make it to all
of them in the time. He noted that AMR is contracted to arrive to calls in a certain time or
they are fined. Committee Chair Liesemeyer asked who receives the fine. Chief
Pemberton stated the fine fees comes back to the City. Committee Alternate Sobek
stated that community outreach would be beneficial to the public to inform them of what
type of calls are emergency related. Ms. Sobek suggested recruiting tools to help
educate the public and mentioned that the Disaster Emergency Fair would be a great
place for community outreach.
Division Chief Pemberton also reported on the upcoming Shop with a Firefighter event.
Committee Alternate Sobek asked who coordinates the event. Mr. Pemberton stated
Target and the School Districts coordinate the event. Division Chief Pemberton reported
that Fire received an increase of calls in 2017 by thirty percent and that he will be setting
up a meeting with City Manager Villa to discuss a plan to possibly add another squad.
5. Police Department Monthly Report
Police Sergeant Lamb reported on the monthly stats and cases of interest. Sergeant
Lamb noted that the online reporting system is now up and running for Menifee so
residents can report issues online. Committee Chair Liesemeyer inquired about the
percentage of stolen vehicles that are recovered. Sergeant Lamb stated the majority are
recovered however recreational toys and hauling trailers are more difficult to recover.
Committee Chair Liesemeyer asked when the new motor cop will start. Sergeant Lamb
stated he will start in about a week and two (2) more motors have been purchased so
those will be up and running in the near future.
6. Code Enforcement Monthly Report
Building Official McNie provided the monthly report for December. Mr. McNie reported
on a new program he is working on with Public Works and Community Services to
address illegal dumping. Mr. McNie stated they may need to purchase a trailer for bulky
item pickups.
Committee Alternate Sobek asked if there is an area in the City that has more dumping
than others. Mr. McNie stated that the dumping is all over the City, however it happens
more often on unpaved portions around the City. Mr. McNie gave an overview of the
illegal dumping process and stated that he is looking into funding sources for more
equipment. Committee Alternate Sobek stated that she would like to see a staff report on
this item at a Council meeting. Committee Chair Liesemeyer stated he is a little leery of
the negative effects and that people will think they can dump more often since it will be
cleaned up. Mr. Liesemeyer suggested a reward system be put in place for those that
report the illegal dumpers.
Committee Chair Liesemeyer inquired about additional staffing in Code Enforcement.
Mr. McNie stated that recently an admin staff member became certified and is now
working as a code officer so he is back up to four (4) officers. Committee Alternate
Sobek asked if each officer covers a district. Mr. McNie stated he has one officer that
handles vehicle abatement and the other three (3) officers handle the code issues
throughout the City.
Committee Chair Liesemeyer inquired about a case on Scott Road and Wickerd Road
regarding a residence with excessive pigs and goats. Mr. McNie stated Code
Enforcement and Animal Control have both issued citations to the property owner. Mr.
McNie gave an overview of the issues at the residence and stated they are trying to get
the owner to come into compliance. City Manager Villa asked if the property owner is
being cited daily. Animal Friends of the Valley Representative Tucker stated they issued
a citation last week and are due in a couple days to visit the residence to see if any
changes have been made on the property and if not they will issue another citation.
Committee Alternate Sobek stated she received a call from the complaining party. Mr.
McNie stated he has also spoken to the complaining party and since it is an open case
he can't give out to much information, however he did inform the caller that they are
working on getting the property owner into compliance.
7. Animal Control Monthly Report

Officer Tucker reported on the monthly statistics for the month of December.
Officer Tucker reported on notable cases specifically one in Quail Valley where a
female was arrested for cruelty to animals. Committee Alternate asked how
Animal Friends of the Valley was notified of the issues. Mr. Tucker stated that a
visitor to the residence called in the complaint.
Committee Alternate Sobek inquired about chickens allowed in residential
neighborhoods and that some cities have revised their Ordinance to allow them.
Officer Tucker stated the number of chickens allowed depends on the zoning and
that City of Murrieta has revised their Ordinance to allow chickens in some
residential zones.
b. Animal Sheltering Services — County or Riverside
County of Riverside Representative Long provided the statistics noting the
number of strays, adoptions, and live releases for the month of December.
8. Public Works/Engineering Monthly Report
Traffic Engineer Rob Blough introduced himself and gave a brief description of his work
history. Mr. Blough reported on various traffic operations around the City that included
signal operations, lane striping projects, and street signage projects.
Committee Chair Liesemeyer asked City Engineer Smith to explain why a crosswalk is
not warranted on Holland Road by Lago Vista Sports Park. Mr. Smith stated that a
survey was conducted and there were not enough pedestrians that cross in this area to
warrant a crosswalk. Mr. Smith stated he will work with Traffic Engineer Blough and
consider other calming devices that will make the street safer to cross.
City Engineer Smith provided an update on the road closures and conditions due to the
recent rain events. Committee Chair Liesemeyer inquired about the Quail Valley
Sidewalk improvements. Mr. Smith stated he has not received a report back from his
department and he will have to bring that information back.
9. Community Services Park Ranger Monthly Report
Community Services Supervisor Hendrix provided the report noting cases of solicitation
around the City and that the Park Rangers have been addressing the transient concerns
at Rancho Ramona Park. Mr. Hendrix reported that the Park Rangers have attended a
training to become certified in interpretive learning on trails and provided an overview of
the program. Economic Development Manager Gonzalez stated that the program is
similar to Adopt -A -Trail where they will learn the history of the parks and be able to
identify plant and animal species. Mr. Hendrix also reported on the Audie Murphy Ranch
(AMR) Skatepark and noted that a light bar and speaker system will be installed on the
Park Ranger vehicle.
Committee Chair Liesemeyer asked for an update on the bathroom at the AMR Sports
Park. Ms. Gonzalez stated that a meeting with Eastern Municipal Water District (EMWD)
is scheduled to discuss the sewer connection.

10. School District Report
Menifee Union School District Representative Grangruth thanked the Public Works
Department and Sheriff's Department for working with the district on traffic circulation
issues.
Committee Chair Liesemeyer asked if the crosswalk on Evans and Newport could be
looked at for additional safety devices for the kids that cross there. Traffic Engineer
Blough stated he will take a look at the intersection.
11. City Manager Comments
City Manager Villa stated that he does not like to see graffiti in the City and will work with
Public Works on a rapid response to these issues.
12. Committee Members Comments
Committee Alternate Sobek stated she gets so much information at this meeting when
she attends and that she would like to see this information shared with the entire Council
and the public.

1. Call to order and roll call
Chairman Matt Liesemeyer called the meeting to order at 3:02 p.m.
Present were: Chairman Matt Liesemeyer, Committee Member Greg August, City
Manager Armando Villa, Acting Assistant City Manager Jeff Wyman, Deputy City Clerk
Jennifer Allen, Economic Development Manager Gina Gonzalez, Building Official Colin
McNie, Traffic Engineer Rob Blough, Community Services Director Jonathan Nicks, Fire
Division Chief Geoff Pemberton, Fire Battalion Chief Josh Bischof, Fire Marshal Paul
Villalobos Police Captain Greg Fellows, Police Sergeant Kevin Lamb, County Animal
Shelter Representative Dwight Esplanade, and Romoland School District Representative
Ricky Alyassi.
2. Public Comments
Committee Chair Liesemeyer called for public comments and there was none.
3. Minutes
The December 12, 2017 minutes were approved unanimously. The January 9, 2018
minutes were postponed to the next meeting for approval.
4. Fire Department Monthly Report
Fire Battalion Chief Bischof provided the monthly Fire stats detailing the number of calls
per month and the station activities and events. Battalion Chief Bischof stated that they
have had an increase in calls due to a spike in flu cases. Mr. Bischof noted that public
contacts increased due to the new fire station. Committee Chair Liesemeyer inquired
about a Fire presentation at the March 7, 2018 City Council Meeting recognizing
firefighters that served in Menifee. Mr. Bischof stated that if the agenda permits they will
present the awards at the March 7, 2018 meeting. Committee Member August inquired
about the dinner with the Firefighters event. Mr. Bischof stated everyone had a good
time.
Fire Marshal Villalobos presented the statistics for the Office of the Fire Marshall for the
month of January 2018. Mr. Villalobos reported on plan review projects, development
related meetings, and field inspections for the month. Committee Chair Liesemeyer
asked how the increase in work load is being handled. Mr. Villalobos noted the
challenges involved with the amount of paperwork for the department and that an office
assistant and permit technician positions will be presented in the budget for
consideration to keep up with the workload.
5. Police Department Monthly Report
Police Sergeant Lamb reported on the monthly stats and cases of interest. Sergeant
Lamb noted that the Sheriff's Department has various traffic safety events coming up
funded through an Office of Traffic Safety (OTS) grant. Committee Member August
reported on an upcoming event at the Cherry Hills Plaza regarding safety measures in
the community. Committee Chair Liesemeyer inquired about the timeline for the newly
hired motorcycle officer. Captain Fellows stated they are completing their training and
will begin on April 3, 2018 and then he will work on training for a fourth motorcycle
officer.
6. Code Enforcement Monthly Report
Building Official McNie provided the monthly report for January. Mr. McNie stated that he
has shifted around some staffing schedules and enforcement will now be conducted on
Sundays. Committee Member August asked how many code officers the City has. Mr.
McNie stated he has three (3) code officers and one staff member filling in on an acting
basis. Mr. August asked what department addresses the homeless issues. Mr. McNie
stated that depends on the call; Code Enforcement, Community Services and the Police
Department address the issues depending on the level of the call. Committee Chair
Liesemeyer asked how many open code cases there are currently. Mr. McNie stated
there are approximately nine hundred open code cases.
7. Animal Control Monthly Report
a. Animal Control Services — Animal Friends of the Valleys (AFV)
Animal Friends of the Valleys representative was absent.
b. Animal Sheltering Services — County or Riverside
County of Riverside Representative Esplanade provided the statistics noting the
number of strays, adoptions, and live releases for the month of January.
Committee Member August inquired about the type of dogs euthanized. Mr.
Esplanade stated the euthanizations are based on a medical assessment.
8. Public Works/Engineering Monthly Report
Traffic Engineer Rob Blough reported on various traffic signal operations, lane striping
projects, street signage projects, school related issues, and installation of speed radar
trailers. Committee Member August asked if Mr. Blough will be handling the community
outreach in relation to traffic issues. Mr. Blough stated that in conjunction with Public
Works Director Smith, they will provide the necessary community outreach. Committee
Chair Liesemeyer reported on speeding on Newport Road and Murrieta Road and asked
how to address the issue. Mr. Blough noted many traffic safety measures that could be
used to address the issues and stated that he will analyze the areas mentioned to
determine what precautions warrant safety improvements. Committee Member August
asked if Measure DD funds can be used to fund traffic safety measures. City Manager
Villa stated it is possible, however, the improvements most likely would need to be
associated with a larger project and that he would have to look at it in further detail.

9. Community Services Park Ranger Monthly Report
Community Services Director Nicks provided the monthly report noting cases of
solicitation around the City and the Park Rangers' encounters with the homeless.
Committee Member August asked if the Park Rangers address the homeless
encampments on their own. Mr. Nicks stated it depends on the level of call and if
necessary they will have either Code Enforcement or the Police Department assist on
high level priority calls.
10. School District Report
Menifee Union School District Representative Alyassi reported on the Romoland School
District's activities, trainings, and events for the month of January. Committee Chair
Liesemeyer inquired about a recent lockdown in the Romoland School District. Mr.
Alyassi reported on the incident and stated that the Sheriff's Department assisted with
the incident and everything is under control with no further issues. Captain Fellows
added that there was a miscommunication and the incident was handled rapidly.
11. City Manager Comments
City Manager Villa stated he had no report.
12. Committee Members Comments
Committee Member August reported on the recent Menifee Munch event and noted its
success.
13. Adjournment

3. SIGNIFICANT INCIDENTS
• February 4, 2018 Engine 5 responded to a 17-month-old drowning victim. The victim was found face down in a hot tub submerged for
approximately 5 minutes. The victim was transported to Loma Linda Murrieta by AMR ambulance with a Menifee Fire Paramedic
assisting.
• February 13, 2018 One chief officer, three engines, one medic patrol, and one ladder truck responded to a residential structure fire on
Antelope Road. The first arriving engine company reported a single-family residence with light smoke showing. An aggressive fire attack,
and coordinated ventilation operation was initiated by the first alarm resources. The fire was contained to the kitchen with no extension
to the rest of the house.
• February 14, 2018 One chief officer, one engine, and one ladder truck responded to a medical emergency at the Murrieta Valley RV
Storage. A patient was found in severe pain on top of a travel trailer. Truck 76 used the aerial ladder and short haul system to remove
the victim. The victim was transported to a local area hospital in stable condition.
• February 17, 2018 One chief officer, two engines, and one ladder truck responded to a reported traffic accident with victims trapped at
the intersection of Menifee and Mapes road. One victim in each vehicle required extrication to be rescued. Both victims were
transported to a local area hospital with major injuries.

4. STATION ACTIVITIES AND EVENTS:
School and Education Event Programs:
• Station 68 conducted one school event with a total of 110 contacts.
• Station 68 conducted one adult education event with a total of 7 contacts.
• Station 76 conducted one school event with a total of 40 contacts.
Station Tours:
• Station 7 conducted 3 station tours that had a total of 30 public contacts.
• Station 76 conducted 2 station tours that had a total of 50 public contacts.

• City stations participated in the LA Fitness grand opening.
• City stations participated in the ribbon cutting for Silver Lining Travel.
• Truck 76 participated in the Menifee Baseball Pony League opening ceremony at Wheatfield park.

Majority completed within 48 hours of request, development impact for residential homes is pushing inspections to
be scheduled after 72 hrs.
Menifee Fire inspection staff is booked solid a week ahead of time at this point. Both the Fire Marshal and Fire
Safety Specialist are conducting field inspections and plan reviews to keep within the turn -around times for all
projects.
Residential tracts require release for water and access verification from fire prior to building permit issuance. Staff
is ensuring that there are no delays in moving forward for building permit issuance due to time or staffing
constraints at this time once these are field verified by either the Fire Marshal or Fire Safety Specialist.
Significant Construction Inspections:
• Shops at Newport — Underground fire Line inspected and approved
• Lennar Condominiums at Town Center: Underground fire line inspected and approved.
• Lennar Homes at Town Center: Water and Access site approval in process.

regarding water and access inquiries.

PUBLIC WORKS / ENGINEERING UPDATE (Since February 13, 2018):
1. SIGNAL OPERATIONS
a) Diagnosed and repaired 5 signal malfunctions:
• La Piedra / Deep Spring — school flasher
• Newport / Winterhawk — LT recalling w/o cars
• McCall / Bradley— NB short phase backing up traffic
• Murrieta / Golf Crossing — power out
• Newport / Derby Hill — LT phase recalling w/o cars
b) Re -timed Traffic Signal at Newport / Winterhawk for construction project
c) Reviewed am congestion at McCall /Junipero
d) Reviewed pm congestion at Briggs / Hwy 74
e) Responded to damaged signal at McCall / Highpointe
f) Installed traffic signal remote communications
g) Installed CCTV at Newport/Haun
h) Rewired detection at Haun/Village to improve coordination
i) Evaluated McCall/1-215 corridor for signal coordination and will be meeting with
Caltrans
2. LANE STRIPING
a) Staff coordinated layout for 31 locations to add lanes, restriping of centerlines,
edge lines, and installing raised pavement markers.
b) Developed striping plans or Holland near Sports Park for controlled crossing
c) Submitted plans for County approval for al way stop at Menifee / Mapes
3. STREET SIGNAGE
a)
Replaced and installed 31 new Traffic Signs
b)
Issued work order for increasing stop sign size along rural high-speed roads
c)
Issued work order for missing stop ahead signs/legends on rural high-speed roads
d)
Coordinated w/ County installation of all way stops on Mapes @ Briggs, @ Antelope
e)
Installed all way stop at Bradley / Rouse
f)
Ordering flashing all -way stops for Chambers and McCall
4. SCHOOLS
a)
Reviewed am arrival and pm dismissal at Heritage High School
b)
Prepare new striping plans for Murphy Ranch Elementary school
c)
Prepare striping plans to relieve congestion at Heritage Lake / Lindenberger
d)
Enhance existing striping on Scott w/o Lindenberger
e)
Bell Mountain Middle School — review pm dismissal at Menifee / Holland
f)
Made traffic signal timing adjustments for Boulder Ridge Elementary signal
g)
Reviewed Bear River Charter School traffic flows
5. SPEED RADAR TRAILERS
a) Deployed Speed Trailers on:
• McCall @ Oakhurst
• Evening Star
• Craig
• El Puente
b) Issue work order for missing speed limit signs on Watson
c) Conducted new speed surveys to establish lower speed limits on Tres Lagos
d) Reviewed speed limit ordinance for streets without any speed limits
6. MISCELLANOUS
a) Review visibility issues on Antelope n/o Grand, McCall @ Aqua
b) Reviewed accident locations for corrective patterns at:
a. Murrieta / Waldon
b. Murrieta / Rouse
c) Reviewed 13 potential new bus stop locations w/ RTA for safe crossings
d) Repaired damaged guardrails at Holland / Murrieta and Bradley / Rouse
