The blanks are to be filled in as follows: Resolution Section: Governing BodX: This is the individual or group responsible for appointing and approving the Authorized Agents. Examples include: Board of Directors, City Council, Board of Supervisors,etc. Name of Ap licant: This is the official name of the agency, city, county, or state organization that has applied for the grant.Examples include: Sacramento Public Water Works; City of Sacramento; Sacramento County; or California Highway Patrol. Authorized Agent: These are the individuals that are authorized by the Governing Body to engage with FEMA and OES regarding grants applied for by the Applicant. There are two ways of completing this section: 1. Titles Only: If the Governing Body so chooses,the titles of the Authorized Agents should be entered here, not their names. This allows the document to remain valid if an Authorized Agent leaves the position and is replaced by another individual. If Titles Only is the chosen method,this document should be accompanied by a cover letter naming the Authorized Agents by name and title. This cover letter can be completed by any authorized person within the agency(e.g.: City clerk,the Authorized Agent, Secretary to the Director,etc.)and does not require the Governing Body's signature. 2. REVIEWED BY: George Wentz, City Manager AV SUBJECT: Federal Reimbursement ------------------------------------------------------- -------------------------------------------- RECOMMENDED ACTION Recommend adoption of Resolution No. 10-135 DISCUSSION In accordance with Chapter 7 of Division 1 of Title 2 of the Government Code of California, the Governor proclaimed that a State of Emergency exists in the counties of Calaveras, Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Francisco and Siskiyou Counties as a result of Severe Winter Storms, Flooding and Debris and Mud Flows. The Governor's proclamation makes state financial assistance available to local governments, including counties, cities, and special districts. On March 8, 2010, the President signed a federal major declaration, FEMA-1884-DR, authorizing the Federal Emergency Management Agency (FEMA)to provide federal assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288 as amended for the counties of Calaveras, Imperial, Los Angeles, Riverside, San Bernardino, and Siskiyou. This Resolution appoints designated Department Heads to execute for and on behalf of the City of Menifee any actions necessary for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the California Governor's Office of Emergency Services. This is a universal resolution and will be effective for all open and future disasters. ALTERNATIVES None. This action is required to be considered for any and all federal and state financial assistance programs.
