A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE
AUTHORIZING THE APPLICATION FOR THE ALLOCATION OF
ENERGY EFFICIENCY CONSERVATION BLOCK GRANT FUNDS
WHEREAS, the City of Menifee recognizes that it is in the interest of the
regional, state, and national economy to stimulate the economy; create and retain jobs;
reduce fossil fuel emissions; reduce total energy usage and improve energy efficiency
within our jurisdiction; and
WHEREAS, Energy Efficiency and Conservation Block Grant (EECBG)funds are
available through the California Energy Commission's EECBG Program for grants made
available to eligible local governments for cost-effective energy efficiency projects; and
WHEREAS, the City of Menifee is eligible for EECBG funding under the
California Energy Commission's EECBG Program; and
WHEREAS, the City of Menifee is proposing to implement the energy efficiency
projects described in Exhibit A in order to qualify for EECBG funds from the California
Energy Commission; and
WHEREAS, the City of Menifee has considered the application of the California
Environmental Quality Act (CEQA) in regards to the approval of the energy efficiency
project/s described in Exhibit A.
NOW, THEREFORE, BE IT RESOLVED, that in compliance with the CEQA, the
City Council of the City of Menifee finds that the approval of the energy efficiency
project/s described in Exhibit A is a "project" under CEQA that is exempt under Section
15301 because it consists of the replacement of existing mechanical equipment where
there is negligible or no expansion of an existing.-use (Class 1); and
BE IT FURTHER RESOLVED, that the City Council of the City of Menifee
authorizes the submittal of the application to the California Energy Commission's
EECBG Program for funds to execute the proposed projects described in Exhibit A; and
BE IT FURTHER RESOLVED, if recommended for funding by the California
Energy Commission, the City Council of the City of Menifee authorizes the City Manager
to accept a grant award up to the amount of this application for $367,328 and that the
City Manager acting for the City Council is hereby authorized and empowered to execute
in the name of the City of Menifee all necessary contracts and agreements, and
amendments hereto, to implement and carry out the purposes specified in the
application.

EXHIBIT A
The City of Menifee proposes to utilize the EECBG funding allocation for the
following activities:
A. To purchase LED Traffic Light Bulbs, LED Pedestrian Countdown Signal Heads
and Energy Efficient Safety Lights to perform a retrofit that will assist The City of
Menifee in becoming more energy efficient.
B. To develop a voucher program that will allow licensed businesses in the City of
Menifee, including schools and hospitals to apply for vouchers to purchase energy
efficient items from a pre-negotiated home improvement retail partner, such as
Home Depot or Lowes. Businesses selected by the City of Menifee to participate
in the voucher program will only be able to purchase items identified on the direct
purchase list provided below by the California Energy Commission.
Direct Purchase Items Approved by the California Energy Commission:
Lighting:
1. All 28-watt T8 Fluorescent lamps replacing all T12 Fluorescent Lamps. No labor will be
reimbursed.
2. All 28-watt T8 Fluorescent Lamps replacing older 32-watt T8 Fluorescent Lamps.A
minimum 2,000 hours of operation annually is required. No labor will be reimbursed.
3. All Instant Start Electronic Ballasts replacing older Magnetic Ballasts. No labor will be
reimbursed.
4. LED traffic signals, and LED pedestrian signal modules. No labor will be reimbursed.
5. LED or Induction Lamps and controls for all exterior applications including street
lighting,walk-way lighting,parking lot and parking garage lighting. No labor will be
reimbursed.
6. LED exit signs replacing either fluorescent or incandescent exit signs. No labor will be
reimbursed.
7. Dual technology occupancy sensors(ultrasonic and passive infrared)for all intermittently
occupied spaces. No labor will be reimbursed.
Electrical/Mechanical:
8. NEMA approved Premium efficiency motors: Not to exceed$100/HP for product and
material costs. No labor will be reimbursed.
9. Variable Frequency Drives(VFD)for all motors,fans and pumps:Not to exceed$300/HP
for product and material costs. No labor will be reimbursed.
10. High Efficiency HVAC system replacement:Not to exceed$1000/Ton for product and
material costs. No labor will be reimbursed.
11. Condensing boiler or furnace:Not to exceed$2,500/one million Btu for product and
material costs. No labor will be reimbursed.
12. Vending Machines controller. No labor will be reimbursed.
13. Programmable thermostats. No labor will be reimbursed.
Note: There will be no exceptions, substitutions, or waivers allowed.
