09-106 RESOLUTION NO. 09-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE PROVIDING FOR CITY EMPLOYEE LEAVES AND BENEFITS WHEREAS, the City incorporated on October 1, 2008; and WHEREAS, on July 1, 2009, its transition period with the County ended; and WHEREAS, the City has set up its personnel policies and its health, welfare and retirement benefits; and WHEREAS, the City also wishes to provide personal and other leave provisions, education reimbursement and other benefits for its current and prospective employees; and WHEREAS, the cost of all such benefits has been included in the adopted City budget for the 2009-2010 fiscal year. NOW, THEREFORE, the City Council of the City of Menifee resolves and orders as follows: Section 1. The recitals set out above are true and correct. Section 2. Effective retroactive to July 1, 2009, the City of Menifee, the City will make available to its employees and council members the following benefit, in addition to those set out in Resolution No.09-89, a flexible spending account which allows the City contribution to be allocated for reimbursement of certain health and welfare related costs on a pre-tax basis. Section 3. The City sets the following leave policies: (a) Personal leave of 10 workings days per year, increasing to 15 days after 3 years employment with the City and 20 days after 5 years, subject to rules and regulations determined by the City Manager. The City Manager has discretion to credit personal leave up to 5 working days to senior employees who join the City. (b) Sick leave accrued at the rate of 4 hours per bi-weekly pay period without a cap at this time; (c) Compensatory administrative pay for exempt employees of up to 40 hours per year as determined by the City Manager. Section 4. In addition, the City also will provide educational reimbursement of up to $1,000/fiscal year upon approval of the City Manager. VALERIEP 25650_1 Resolution 09-106 Benefits Section 5.
