RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE, CALIFORNIA, REQUESTING
MEMBERSHIP IN THE PUBLIC AGENCY RISK SHARING AUTHORITY OF CALIFORNIA (PARSAC)
AND PARTICIPATION IN THE PARSAC LIABILITY AND WORKERS' COMPENSATION PROGRAMS
WHEREAS, pursuant to those provisions of the California Government Code, commencing with
section 6500, the City of Menifee wishes to enter into an agreement with the Public Agency Risk Sharing
Authority of California (PARSAC) for the purposes of pooling the Liability and Workers' Compensation
coverage as more fully set forth in the Joint Powers Agreement; and
WHEREAS, said Liability and Workers' Compensation Programs offer significant advantages to
the City,justifying the City's participation in such programs on the conditions set forth herein, and is in the
best interest of this City;
WHEREAS, a Deposit Premium is required to be paid in advance by the City for said liability and
workers'compensation coverage; and
WHEREAS, the City is authorized under State law to delegate to a designated representative its
authority to bind the City under contract.
NOW, THEREFORE, the City Council of the City of Menifee resolves and orders as follows:
SECTION 1. The City of Menifee hereby consents to participate in said Liability Program
pursuant to the following conditions:
(a) The City is subject to a Deposit Premium of$21,041 for liability coverage as provided
by PARSAC;
(b) The City hereby selects a self-insured retention (SIR)of$5,000, which represents the
City's responsibility per occurrence for the program year beginning October 1, 2008;
(c) The City shall reserve a sum equal to three (3)times the SIR, or specifically$15,000,
which shall be designated for the payment of liability claims only. The Reserve shall
be replenished as necessary in amounts sufficient to maintain the designated
minimum balance of the Reserve; and
(d) It is understood that Deposit Premiums may change from year to year.
SECTION 2. The City of Menifee hereby consents to participate in said Workers' Compensation
Program pursuant to the following conditions:
(a) The City's Deposit Premium is based on a minimum payroll of$22,500 and shall be
$800 for workers'compensation coverage as provided by PARSAC;
(b) The City hereby elects to participate with no self-insured retention (SIR), which
indicates coverage shall be provided from the first dollar of each occurrence for the
program year beginning October 1, 2008; and
(c) It is understood that Deposit Premiums may change from year to year.
SECTION 3. The City of Menifee will designate and provide to PARSAC the name and titles of its
representative on the PARSAC Board of Directors to act on all matters coming before said Board on
behalf of the City as a Member Entity, as if the City itself were present and the City also will designate an
alternate representative. In the Director's absence, the alternate representative shall have the same
power and authority as the Director.

SECTION 4. The City of Menifee hereby authorizes the designated representatives to approve
and execute the PARSAC Joint Powers Agreement, as well as any future amendments to the Agreement,
on behalf of the City of Menifee. The Director, or the alternate in absence of the Director, shall execute
future amendments only after such amendments have been duly and formally approved by the PARSAC
Board of Directors.
SECTION 5. The City of Menifee is hereby authorized to pay to PARSAC the amounts identified
in Sections 1(a)and 2(a)above for Liability and Workers' Compensation coverages.
SECTION 6. The City Clerk of the City of Menifee is directed to promptly forward by mail a
certified copy of this Resolution, the executed and certified original Joint Powers Agreement, and Deposit
Premium payment to PARSAC at 1525 Response Road, Suite One, Sacramento, California 95815.
