2012-105 Newport Hub Sign Standards ORDINANCE NO. 2012-105 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MENIFEE AMENDING SECTION II B 4 OF SPECIFIC PLAN No. 248 (NEWPORT HUB) ON SIGN STANDARDS The City Council of the City of Menifee does ordain as follows: Section 1. Section II B 4 . of Specific Plan No. 248 is hereby amended to read as follows (Strikeouts and underlined text shown for tracking purposes only): h. Signage All signs shall conform to the design guidelines as described below and shall be for the purpose of identification and direction, information, or regulation only. Interior signage shall be screened from the Paloma and Salt Creek Channels. "Frontage" shall mean the length of a property line along the street that forms its boundary. If a parcel has two (2) or more frontages, then the primary frontage shall be that which is either abutting a major arterial or is longer than other frontages. (1) Identification & Direction A sign program shall be required of each project area. A project area will be defined by the project application and each sign program shall require approval by the Planning Commission through a minor plot plan. All signage shall be compatible with surrounding uses, and shall not create any public health or safety hazards, or impair lines of sight. (a) All of the signs shall be harmonious and visually related to each other through the incorporation of common design elements. (b) The signs shall be architecturally integrated with the buildings to which they are appurtenant. (c) The signs shall not adversely affect nearby land uses or obscure the view of other signs. (d) No permits shall be issued for any sign, except pursuant to an approved sign program. (e) Signs on buildings shall be in compliance with the MINIMUM standards in Table A below: Ordinance No. 2012-105 Specific Plan 248 (Newport Hub) Table A Sign Type Standards Tenant Wall 1 square foot of sign area for every 1 linear foot of building Signs face—200 square foot maximum Tenant wall signs for multi-tenant office and medical office buildings shall be limited to units that have a minimum 5,000 square feet of floor area Tenant wall signs shall be located at the top story of the building. Building 2 square feet of sign area for every 1 linear foot of building Identification face. Sign For multi-tenant office or medical buildings, one building identification shall be permitted for each frontage and freeway frontage Roster Directory 1 Roster Directory Sign per building for multi-tenant office or Sign medical buildings only. Sign shall not exceed 48 square feet and eight feet in height. Maximum of 10 name spaces on the roster directory sign and maximum 6" letters. Roster Directory sign shall identify only tenants in the building. (2) General Outdoor Advertising Lal Three (3) freestanding project identification signs shall be permitted along the Escondido Freeway (1-215). The signs shall be located not less than twenty- five feet (25') from the freeway roadbed and shall be designed and function as follows: A primary sign shall be constructed at the southeast corner of the property for project and tenant identification not to exceed sixty feet (60') in height with not more than 250 square feet of surface area. iA secondary sign shall be constructed at the northeast corner of the property for project and tenant identification not to exceed forty-five feet (45') in height with not more than 250 square feet of surface area. A tenant identification sign shall be constructed toward the center of the property along the freeway not to exceed forty-five feet (45') in height and 150 square feet of surface area. See Figure 21 2 Ordinance No. 2012-105 Specific Plan 248 (Newport Hub) (b) The design of the freestanding project identification signs shall incorporate suitable materials to conform with the overall design theme and to enhance the aesthetic appeal of the project in the following manner: u Support poles shall be masked by appropriate materials (including wood, stucco, etc.). Temporary Streamers, banners, pennants, bunting, balloons, flats, A-frames or similar signs shall only be permitted with a minor plot plan for a consecutive period of not more than fourteen (14) calendar days after the business occupies the building or for special events (sales, grand-reopening) not to exceed four (4) times in any twelve month period. (4) Window (a) Window signs may cover a maximum of 25%of the total area of the windows on the primary frontage. (5) Prohibited Signs (a) Flashing (b) Revolving (c) Moving or simulated motion (d) Billboards (el Painted signs on wall or buildings (window signs excepted) (ff) Mechanical lifts, metal ramps, or other elevating devices Section 2. CEQA. No Further Environmental Documentation is required because (a) all potentially significant effects of the proposed project have been adequately analyzed in an earlier EIR or Negative Declaration (EA 264) pursuant to applicable legal standards, (b) all potentially significant effects of the proposed project have been avoided or mitigated pursuant to that earlier EIR or Negative Declaration, (c) the proposed project will not result in any new significant environmental effects not identified in the earlier EIR or Negative Declaration, (d) the proposed project will not substantially increase the severity of the environmental effects identified in the earlier EIR or Negative Declaration, (e) no considerably different mitigation measures have been identified and (f) no mitigation measures found infeasible have become feasible. Section 3. Effective Date.
